a.Resolution 2020-CRA-02 Adopting Proposed Budget for Fiscal Year 2020 - 2021
Board Coordinator Samantha Bergeron read the Resolution into the record.
Board Coordinator Bergeron also gave the staff report.
Mayor Thomas opened and closed the Public Hearing.
A motion was made by Power, second by Conroy, to approve the Proposed Budget for Fiscal
Year 2020-2021. The MOTION was APPROVED by the following vote:

Board Member Yaney arrived at 6:02 pm
5. DISCUSSION ITEMS
a. CRA Coordinator's Report
Board Coordinator Samantha Bergeron reported that they attended the County Council Meeting on
September 29th and asked for the proposed changes, delegation of authority from the County and we
were successful in the request. Coordinator Bergeron has received the new updated Resolution from
the County with only a few changes that we had asked for. Councilwoman Power did a great job.
Councilwoman Power asked if we needed to have our own resolution that mirrors what the County
did, the Coordinator responded that we do not as the resolution the City passed years ago
encompasses the entire plan. We have $50,000 in our budget for grants, up to $5,000 per grant.
Mayor made a statement to those viewing the meeting to let them know we have the $50,00 available

for them to submit grant applications. Coordinator Bergeron reminded that those that apply have to
be in the CRA District.

RESOLUTION #2021-CRA-01
A RESOLUTION OF THE EDGEWATER, COMMUNITY
REDEVELOPMENT AGENCY, EDGEWATER, FLORIDA;
ADOPTING A REVISED BUDGET FOR THE FISCAL YEAR
2020 – 2021; PROVIDING FOR SEVERABILITY,
APPLICABILITY AND ESTABLISHING AN EFFECTIVE
DATE.
WHEREAS, The Edgewater Community Redevelopment Agency (Edgewater CRA) was
created pursuant to Chapter 163, Part III, Florida Statutes (the “Community Redevelopment Act”)
establishing the conditions and procedures for the establishment of community redevelopment areas
and agencies; and,
WHEREAS, the Edgewater CRA is a dependent special district under Chapter 189, Florida
Statues (2006), known as the Uniform Special District Accountability Act (the “Special District
Act”); and,
WHEREAS, the Special District Act requires all special districts, including dependent
special districts, such as the Edgewater CRA, to adopt a budget for each fiscal year by resolution;
NOW, THEREFORE, be it resolved by the Community Redevelopment Agency of
the City of Edgewater, Florida as follows:
Section 1. Authority. The Edgewater CRA has the authority to adopt this Resolution
pursuant to the Special District Act.
Section 2. Adoption of Budget. The governing body of the Edgewater CRA does
hereby approve and adopt a Budget for the Edgewater CRA for Fiscal Year 2020 – 2021. A copy of
the budget is attached hereto and incorporated herein as Exhibit “A”.
Section 3. Severability. If any section, subsection, sentence, clause, phrase or portion of
this Resolution is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining potion hereto.

In January 2020,CRA Board approved the small scale grant program for façade improvements up to $5,000 for
properties located in the CRA district /area.Total budgeted amount for Façade Grants for FY 2020 -2021 is
$50,000.
Attached,please find the application and supporting documents as required.The proposed color scheme and
scope of work appear to meet the criteria of Article XX Ridgewood Avenue Corridor Design Regulations of the
Land Development Code and the grant criteria.
Ms. Jones plans to relocate The Nest Play School business to this location.

PROJECT PROPOSAL ON IMPROVEMENTS
AJI Small-Scale Improvements Grant Applications must be approved by the CRA prior to
work commencing. The following information must be included with the application.
1. Application signed by the applicant, who ls the property owner.
2. A detailed summary of the scope of work to be performed.
3. A cost estimate from a local contractor broken down into scope of work line items
( costs subject to verification)
4. Color photographs clearty showing existing conditions of the property to be
improved.
5. Conceptual plans detailing the scope of work that will be required at the time of
application.
6. Samples of all paint and material colors as well as awning materials to be used on
the building and signage.
7. Applicant shall provide documentation from Planning Department and Building
Department staff that the proposed project appears to meet permit requirements
(available after pre-application meeting)

I UNDERSTAND THAT IN ORDER FOR MY REQUEST FOR GRANT FUNDING TO BE
APPROVED, I MUST AGREE TO THE FOLLOWING CONDITIONS:
1. To follow the design recommendations as approved by the Community
Redevelopment Agency.
2. To adhere to the Application Procedures and Guidelines and the Grant Agreement
as specified.
3. To use local contractors and materials from local suppliers to the greatest extent
possible and that I may perform work as allowed by applicable codes, but will not
be compensated for my time.
That I shall inwr all project costs and receive approved grant reimbursement only
after:
A. All improvements have been completed.
B. Final Inspection of the improvements is approved.
C. Proof of Payment for project costs has been received.
D. All City Permits (if applicable) have been inspected/finalized by Building staff
4. Funding received under this grant program will be deducted from any future grant
applications I may submit to the CRA
5. Additional improvements or changes not approved will not be funded.

Scope of Work Summary for 411 N Ridgewood Ave. Edgewater, Florida
Exterior improvements for two buildings at 411 N Ridgewood Ave.
The exterior of both buildings at this location will receive repair , replacement, and
refinishing of exterior surfaces both wood and concrete. Prep and paint to all
exterior surface. Replacement of exterior doors and trims including bay window.
Broken window plane replacement. Front porch repairs. Soffit vents repaired.
Front and walkway landscaping materials to include low maintenance perennial
plants and well-draining ground covers. Design and production of signage both
ground and wall. Electrical addition for sign illumination. Screening materials at N
perimeter. Decorative shell cover over packed parking lot. Permit fees as
applicable.

Building 2 at 411 N Ridgewood Avenue, Edgewater
These are the exterior colors that will be used on
main surfaces, doors, and trim work. Additionally,
our signage will utilize the same colors.
The main objective of this project is to create a
clean, fresh, and inviting exterior that is pleasant
and peaceful to look at, while creating interest.
The product should be of finished in quality
materials that are both long lasting and low
maintenance. The completion shall be a much
welcome improvement to the community.
