AN ORDINANCE A14ENDING SECTION 13-22 OF THE CODE OF ORDINANCES OF THE CITY OF EDGEWATER, FLORIDA BY INCREASING THE MEMBERSHIP OF THE MERIT BOARD FROM FIVE TO SEVEN MEMBERS, AND FURTHER PROVIDING THAT THE MERIT BOARD SHALL HAVE THE PRIVILEGE OF INTERVIEWING AND MAKING RECOMMENDATIONS TO THE CITY COUNCIL FOR NEW APPOINTEES TO THE MERIT BOARD; PROVIDING FOR THE REPEAL OF ALL ORDINANCES AND RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING FOR PUBLICATION OF THIS ORDINANCE BY TITLE ONLY AND PROVIDING AN EFFECTIVE DATE. BE IT ENACTED BY THE PEOPLE OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1. That Section 13-22 of the Code of Ordinances of the City of Edgewater, Florida is hereby amended to read as follows: Section 13-22. Merit Board. A Merit Board for the City consisting of seven (7) members is hereby created with the duties and res- ponsibilities as set forth in Section 13-21, sub- section (3) above. (1) Composition of Merit Board: The Merit Board shall consist of seven (7) members, six (6) of whom shall be appointed by the City Council and the seventh member who shall be nominated and appointed by the employees of the City. The terms of the appointments of the six (6) members of the Merit Board appointed by the City Council shall be for three (3) years and shall be stagger- ed. The terms of appointment for the member of the Merit Board appointed by the employees of the City shall be for one (1) year. The member of the Merit Board appointed by the employees of the City shall not be required to be a resident of the City. The City Council hereby delegates to the Merit Board the privilege of interviewing and recommending appointees to the Merit Board. However, the City Council shall have the sole and exclusive right to appoint members to the Merit Board with the exception of the member of the Merit Board appointed by the employees of the City. SECTION 2. That all ordinances or parts of ordinances in con- flict herewith are hereby rescinded. SECTION 3. This Ordinance shall be published by title only at least one time in a newspaper of general circulation in the City of Edgewater, Florida, which said publication shall not be less than seven (7) days from the final passage of this Ordinance. SECTION 4. This Ordinance shall take effect immediately upon final passage as provided by law. The first reading of the above Ordinance was read in full and passed by vote of the City Council of the City of Edgewater, Florida, �d� ADoPTed C 0 at the Regular meeting of said Council held on the day of July, 1980, and approved as provided by law. The second reading of said Ordinance to be at a meeting of the City Council to be held on the ay of 1980.
