AR-2020-4641 Minutes from the January 8, 2020 Economic Development Board Meeting
EDB Meeting Minutes 1-8-2020Attachments:
A motion was made by Bliss Jamison, second by Marcia Barnett, to approve minutes from
the January 8, 2020 Economic Development Board Meeting. The MOTION was
APPROVED unanimously.

5. REPORTS
a. Economic Development Coordinator Report
Economic Development Coordinator, Samantha Bergeron reported that the Edgewater Expo group
is planning a small home based business expo on April 15th at the Elks Lodge. Space Volusia met in
February and the County shared that they plan to create a pilot program for the area around
Daytona International Airport to be designated as a manufacturing site plan eligibility area. The site
is to be preapproved with permitting in order to get new companies set up on site within 35 days.
Dan Klasel shared that there is an upcoming event called "Prime Time" where you get a 10 to 15
minute window with prime contractors from the Space Center in order to connect local businesses

with needs of the space industry.
b. Southeast Volusia Chamber of Commerce Report
Rebecca Crews shared that the Chamber 5K is coming up on April 2, promoting health and wellness
and this year includes a furry friends cooperation to help animal shelters. Dogs are permitted to
participate in the 5K. She also reported that the Chamber is actively seeking an executive vice
president. Bliss Jamison reported that the Southeast Volusia Manufacturing and Technology
Coalition is moving forward and is working on the script for a promotional video.
6. OLD BUSINESS
AR-2020-4645 Comprehensive Economic Development Strategy (CEDS) Update
CEDS Public Meeting Agenda DraftAttachments:
Ms. Bergeron presented a draft agenda for a proposed public meeting regarding the Comprehensive
Economic Development Strategy update. She suggested the Board use the agenda at next regular
Economic Development Board meeting and begin with a SWOT analysis (Strengths, Weaknesses,
Opportunities & Threats) of CEDS, then follow up, at the meeting after that, by updating the CEDS
goals. It was also suggested that public input be gathered via the City's website.
7. NEW BUSINESS
The Board discussed the benefits of having forecasting information (such as type of building,
workforce availability, timeframe, lease by) to share with investors or site selectors who are looking
to locate businesses in Volusia County. They considered inviting Team Volusia to an upcoming
meeting to further the discussion.
The Scholarship Subcommittee plans to meet after the April Economic Development Board Meeting.
8. BOARD REPORTS
Mrs. Jamison shared that the ribbon cutting for Park Avenue was recently held.

Minutes of the SEV Manufacturing and Technology Coalition Committee
(Full Group w/Cities and EDAB Leaders)

Held on March 5,2020
Members Present: Chair Bliss Jamison, Rebecca Crews,Tracey Barlow and
Donna Snow representing the Chamber; Samantha Bergeron (city of Edgewater) andMike Arman (city of Oak Hill)representing the Cities. Also present was Tim Stocktonof Blue Dog Video
Chair Jamison called the meeting to order at 1:10 PM.
Samantha Bergeron made the motion to accept the January 30, 2002 meeting
minutes and seconded by Rebecca Crews. Unanimous approval.
Tim Stockton of Blue Dog Video gave an overview of the current video script (V.4
2/6/20) and read through the associated soundbites for each section.He shared
that current video and soundbites were presently just over 3 minutes in length.
Samantha Bergeron discussed incorporating the term “Regional Technology
Triangle” into the script. All agreed.
Group discussed removing some of the lifestyle scenes and soundbites to allow
focus on available workforce. Also discussed focus on verbiage that would
particularly focus on attracting aerospace and space alliance industries.
Group completed edits to the soundbites and Mr. Stockton advised he would mak e
edits and send out final version to the group for final review and approval.
Group discussed desired areas of the region that should be considered for the video
section. Mr. Stockton advised we are approaching good season for videoing and
would be doing such soon.
Mr. Stockton shared that the next steps would to secure cast members that would
be interviewed for the soundbite sections. Group discussed and decided who those
would be. Mr. Stockton advised he would coordinate the video interview sessions
once he received the contact information.
Mr. Arman suggested we have the video complete prior to the November Orlando
Aviation Show so that it can be distributed on thumb drives. Mr. Stockton felt
confident it would be available.
