5. REPORTS
A. ECONOMIC DEVELOPMENT COORDINATOR REPORT
Economic Development Coordinator, Samantha Bergeron, reported that as part of the Relaunch
program, Volusia County has provided 110 grants to Edgewater businesses and funds are still
available. Team Volusia met and discussed the new Amazon facility coming to Deltona. Ms.
Bergeron mentioned ongoing work on next year's budget and reported that City insurance premiums,
which were expected to increase, were negotiated down to provide a savings instead.

B. SOUTHEAST VOLUSIA CHAMBER OF COMMERCE REPORT
Rebecca Crews reported that last week, the Chamber of Commerce distributed several hundred
packs of PPE to businesses, that included cleaner, hand sanitizer, face masks and alcohol wipes. She
noted that Oak Hill has approved the full SEVMTC budget for the coming year. MasterCraft is
expanding Aviara in Merritt Island, adding another boat manufacturer to this area.

Ms. Jamison reviewed the Resolution that formed the Economic Development Board in 1997 and
highlighted some of the duties and responsibilities outlined therein, including: Formulating plans and
developing property designation for commercial and industrial use, Recommending a budget to City
Council for monies necessary to carry out the purposes of Economic Development, Promoting
Edgewater as a prospective site for businesses and industrial developments and Assisting with
private interests, developing and expanding existing businesses.

The Board reviewed the proposed video and audio (text) for a promotional video for Edgewater.
They discussed additional imagery and revised message suggestions to share back with Blue Dog

City Capital Projects:
Environmental Services Projects
Lime Tree Sidewalk Project
This project will extend the sidewalk completely around the lake just north of 30th
Street on Lime Tree Drive. It will connect to the sidewalk on Mango Tree Drive and
30th Street. Work will begin the week of August 24th. The initial phase of work will
involve adding fill to the bank of the pond to create a wide enough area to place the
sidewalk and add a gentle enough slope to be sustainable in the long term. The work
has been permitted through SJRWMD. The Contractor will follow all best practices
regarding turbidity control. Construction is expected to last approximately 150 days.
Tatum Boulevard Water Main
Work is continuing along Tatum Boulevard and Josephine Street to install a new water
main to serve approximately homes in Edgewater's utility service area that until now
had received water from UCNSB. The work is expected to be complete within the next
month with conversion of billing for those addresses to occur shortly after that.

ECONOMIC DEVELOPMENT INCENTIVES
2020
Edgewater is a Designated Opportunity Zone
Opportunity Zones, as established in the federal Tax Cut and Jobs Act of 2017,
encourage long-term investment and job creation in targeted communities by
reducing taxes for job creators. Opportunity Zones maintain their designation for 10
years. The program encourages private investment in these zones by providing a tax
incentive for investors who invest in qualified businesses and property in these
areas. Investors, such as businesses, developers and financial institutions that
invest in targeted areas can defer capital gains taxes through investments in
federally-established Opportunity Funds. Go to OpportunityZones.gov
Pledge of Fill Material for ParkTowne Development
The Resolution permits the use of fill material from the Florida Inland Navigational
District (F.I.N.D.) for the development of projects within the ParkTowne Industrial
Center. Each eligible project could receive up to 750 cubic yards of fill material for
each Full Time Equivalent (FTE) job created at the completion of the project.

Designating Properties as the “Edgewater Redevelopment Area” (ERA)
This Ordinance allows for various incentives for the redevelopment and
rehabilitation of abandoned or underused commercial and industrial areas. It is for
the purpose of environmental remediation, rehabilitation and economic
development. (Ordinance 2010-O-07)
Tax Abatement (New City Property Tax Exemption)
This Resolution allows the City Council to grant, pursuant to the State Constitution,
property tax exemptions to new businesses and expansions of existing businesses
that are expected to create a minimum of 10 new, fulltime jobs in the municipality
according to F.S. 196.012. (Resolution 2015-R-21)
Edgewater Community Redevelopment Area (US1 Corridor North City Limits to
Falcon Ave) Using increment revenues collected in the designated district for the
purpose to improve blighted and slum areas within the community, CRA was created
(Resolution 2015-R-08). The CRA Area consists of 400 acres, 509 parcels (2.8% of
total City). Vision includes: addition of attractive Downtown with Kennedy Park as
focal point; safe, viable and sustainable commercial areas, affordable and attractive
neighborhoods, safe transportation network, pedestrian connections, and public
space; and environmentally sound storm water infrastructure.

Provide site visits to assess how you can maximize the use of your property for new
development or expansion, depending upon your needs.
Assist in the preparation of applications for City Property Tax Abatement for new
and expanding businesses. The City now has available a City Property Tax

2015 City of New Smyrna Beach and Edgewater update Economic Development Plans.
2015 September Edgewater City Council approves Plan with Goal. 1.2.7 to work with cities in
Southeast Volusia, SEV Chamber and other partners to create one regional economic
marketing initiative for better paying jobs in manufacturing, technology, aviation,
aerospace, and space commerce by creating SEV Bran d and Plan.
2016 March 16, 2016 Public Joint Economic Development Advisory Board Meeting with the
Cities of New Smyrna Beach, Edgewater, Oak Hill, Team Volusia, Volusia County
Economic Development, Career Source, SCORE, SBDC, SVAA, local businesses,
universities, and other stakeholders, etc.
2016 April 25, 2016 Oak Hill Commission unanimously approves Resolution 2016-07
“Supporting The Southeast Volusia Joint Marketing Plan for Economic Development”.
2016 May 10, 2016 New Smyrna Beach Commission unanimously approves Resolution 06-
16 “Supporting The Southeast Volusia Joint Marketing Plan for Economic
Development”.
2016 June 15, 2016 – Public Joint Economic Development Advisory Board Meeting with the
Cities of New Smyrna Beach, Edgewater, Oak Hill, Team Volusia, Volusia County
Economic Development, Career Source, SCORE, SBDC, SVAA, local businesses,
universities, and other stakeholders, etc.
2016 July 18, 2016 Edgewater City Council unanimously approves Resolution 2016-R-23
“Supporting The Southeast Volusia Joint Marketing Plan for Economic Development”.
2016 September – Each City’s Economic Development Advisory Board meets normally and
provides feedback with regards to the plan
2016 November 18, 2018 – Southeast Volusia Marketing Initiative Joint Workshop public
meeting with all three cities EDAB members. Rick Hawes facilitates the meeting
bringing together synergies and resources.
2016 November 27, 2016 a rough draft of a plan is presented for review by each EDAB Board
for each City to review and make suggested edits
2017 February 2, 2017 A Workforce Symposium is held at the Chamber of Commerce
building facilitated by Rick Hawes and Carlos Giraldo with business representatives for
input. Attendees include businesses from New Smyrna Beach, E dgewater and Oak Hill.
These notes are then incorporated in the Plan

2017 March 15, 2017 – New Smyrna Beach hosts public meeting Joint meeting of all three
cities EDAB Boards and stakeholders. The Plan is presented and approved at this
meeting by all members of all three cities EDAB boards.
2017 May 18, 2017 Executive group meeting to brainstorm tag line and branding ideas to
present to each board with the assistance of Rick Hawes and Carlos Giraldo and Team
Volusia.
2017 June 5, 2017 SEVMI Plan is presented to and approved by the Edgewater City Council.
2017 Plan is approved by New Smyrna Beach City Commission
2017 Plan is presented and approved by Oak Hill City Commission
2017 Web Design Proposals are requested through the SEV Chamber of Commerce for
consensus from the Executive group with representatives from each city.
2018 February 5, 2018 Edgewater EDAB members Donna Snow and Bliss Massey present to
the City Council a status update with the new branding and logo.
2018 Brand and logo presented to Oak Hill City Commission
2018 Brand and logo is presented to New Smyrna Beach City Commission
2018 December 3, 2018 SEV Chamber of Commerce and Edgewater EDAB Chair, Bliss
Massey unveil the new SEVMI Web Site to the Edgewater City Council.
2018 Date SEV Chamber creates full committee for this initiative
2019 January 2019 – Web Site is Live and Launched
2019 April 18, 2019 date meeting social media proposals are presented to Executive group
2019 May 29, 2019 Name changes to Southeast Volusia Manufacturing and Technology
Coalition (SEVMTC).
2019 June 18, 2020 Advertisement for Livability Magazine contract is signed for full page ad.
Committee begins building content and City’s approve the ad.
2019 November 15, 2020 Blue Dog Video Contract is signed for video creation (3 minute, 1
minute and 30 second)
2019 November – March 2020 – Committee and Cities work on developing the script with
edits and changes.
2019 November 18, 2020 Social Media Campaign Contract is established with Zgraph
2020 February Social Media Campaign fine-tuning with Committee and Zgraph
2020 March – September – Video script is finalized, Blue Dog interviews people and
businesses for the video creation. Social Media Campaign fully underway.
