Southeast Volusia Economic Development Summit

EXECUTIVE SUMMARY
On May 17, 2021, the Southeast Volusia Chamber of Commerce hosted the Southeast Volusia
Economic Development Summit. The purpose of the Summit was to assess the interest of
furthering the collaborative efforts of economic development for the Southeast Volusia region to
include the cities of New Smyrna Beach, Edgewater, Oak Hill and County of Volusia as well as
determine what economic development efforts currently are occurring in the region.
The Summit was attended by 37 participants including elected officials and staff of each of the
three Southeast Volusia cities along with the County of Volusia. There were also several local
business owners/stakeholders in attendance. The Summit was facilitated by representatives of the
East Central Florida Regional Planning Council (ECFRPC) as they were currently working on
other corresponding regional economic development initiatives within our region. The ECFRPC
was able to offset their cost of the summit and future work with the EDA Cares funding as the
purpose of the funds is for economic resilience collaboration and strategic planning. Previously,
the cities would occasionally conduct similar type joint economic development discussion
meetings with the last known event occurring in 2009.
Attendees were invited to share with the facilitators of Why is economic development important
to the region?

Why Economic Development is Important – Bob Williams presented on the importance of
economic development efforts to enhance the wealth of the community while creating sustainable
jobs and expanding the tax base. Provided four fundamental primary strategies; Business
Entrepreneurship, Retention, Expansion and Recruitment. Shared the importance of working
collaboratively as a region as each community has specific needs and assets to share to benefit a
unified approach. The SEV collaborative regional approach should focus on Economic
Development (retain and recruit businesses, expand high wage jobs & supportive business
climate), Workforce Development (education and training, employment assistance and employee
and employer support) and Community Development (infrastructure expansion, redevelopment
and planning)
The regional economic development practitioners from each local government presented on-
going collaborative initiatives that collectively benefit Southeast Volusia. The presenters
included:
o Helga Van Eckert, Director - Volusia County Economic Development -
Shared information on the developed Business Resources Website and the $9.3M
in Grants to Small and Home-Based Businesses in response to Covid-19 relief.
Identified programs available for business retention and expansion, State Qualified
Tax Incentive (QTI) credits and the created Volusia’s Foreign Trade Zone (FTZ)
198 that is located around the intersection of I-95 and I-4.
o Bliss Jamison, Director - Southeast Volusia Manufacturing and Technology
Coalition (SEVMTC) – Described the collective partnerships of SEVMTC that
include all the Southeast Volusia communities, Volusia County Economic
Development, SEV Chamber of Commerce, Team Volusia, FAME, Daytona State
College, University of Central Florida (UCF), Embry-Riddle Aeronautical
University (ERAU) Career Sources and many other local businesses. The Coalition
has been working together to brand, market and promote SEV as an attractive place
to do business with an emphasis on manufacturing, technology, and value-added
industries. A strategic plan as well as professional marketing campaign, that
includes videos, website, and social media presence has been created featuring SEV
opportunity for business success coupled with a highly desirable lifestyle.
SEVMTC has outlined plans for continued strategic marketing efforts and efforts
to support the readiness of manufacturing and industrial opportunities in SEV. The
Strategic Plan has identified target industries along with corresponding goals and
action plans.

o Christopher Edwards, Director - New Smyrna Beach Economic Development
– Explained various incentives available such as tax abatement, Pre-Application
Development Review Assistance, On-line permitting and various Community
Redevelopment Agency (CRA) grants available to existing businesses. Provided a
list of many Capital Improvement Projects (CIP) occurring and planned as well as
efforts to address the affordable housing needs of SEV.
o Mike Armen, Director - Oak Hill Economic Development – Shared information
on the $2.5M Water Quality Grant for septic-sewer conversion as well as the grant
for an Economic Development Plan for the City of Oak Hill. Provided list of other
residential and capital projects occurring as well as the progress in updating the
comprehensive plan. Shared the preliminary work occurring for the establishment
of a CRA district and additional commercial warehouses being permitted. Local
Burns Sci-Tech Charter School is expanding to grades 10-12 and the I-95
interchange on Oak Hill expected completion by 2025.
o Samantha Bergeron, Director - Edgewater Economic Development –
Explained various incentive offered to include Tax Abatement, Opportunity Zone,
CRA Façade Grant Program and On-line permitting. Shared capital improvement
projects to include expansion of utility infrastructure. Provided information on
numerous new residential projects occurring as well as the new and expanding non-
residential interest in the community.
It should also be noted from previous study by the SEV Economic Development Committee that
the following overlapping similarities exist in each of the community’s current economic
development strategies/plans:

Commercial Space Industry Opportunity Overlay (CSIOO) and the associated
comprehensive plan enabling policies – Presented by Clay Ervin, Director Volusia County
Growth and Resource Management. The overlay creates a land use overlay that incentivize
aerospace industries. Focuses on manufacturing of equipment, parts or services used in space flight
industries. It allows all non-residential land use categories to be used for targeted industries
through the Planned Unit Development zoning classification.
Although Southeast Volusia has industrial parks and areas positioned in the market to attract
aerospace use presently, only the unincorporated areas in Southeast Volusia have the Commercial
Space Industry Overlay adopted into their comprehensive plan. It was referenced the Southeast
Volusia municipalities could replicate the work of the county to adopt the overlay into their
comprehensive plans. Other similar overlay areas could also be considered for other targeted
industries while also considering specific challenges such workforce development, affordable
housing, coordination with US Department of Housing and Urban Development’s programs and
coordinated infrastructure improvements.
U.S. Economic Development Administration (USDA) – Greg Vaday, Economic Development
Representative U.S. Department of Commerce and Milton Cochran, Regional Economic
Development Integrator presented through the USDA there are multitude of investment programs
and grant processes for consideration. The USDA provides economic tools and seed investments,
target investments to attract investment to support long-term job creation that are focused on
locally and regional economic development strategies. The USEDA works with communities for
economic development through several Investment Programs. For example, a few the programs
include:
§ Infrastructure improvements
§ Business incubators
§ Workforce training facilities
§ Airport facilities
§ Industrial Parks
§ Feasibility studies

§ Target industry studies

Challenges and Diversification - Needs to overcome Challenges and Enhance Diversification
as a Southeast Volusia Region:
§ Streamlined environmental impact permitting to support quicker, lower-cost
development, taking advantage of lower cost acreage
§ Better understanding of what is and is not working

Building Consensus - Building consensus for a regional collaboration to capitalize on each

working from deals that have “failed” – improve from there
§ In SE Volusia collaboration and consensus looks like...including all stakeholders,
expanding existing businesses, and creating private/public partnerships.
§ In MOU agree to apply for EDA grant to develop a Regional Economic
Development Strategy (REDS)

NEXT STEPS: It was the consensus of those involved there was a need and desire to advance the
collaboration for a regional economic development strategy and recruitment efforts for the
Southeast Volusia region. Some of the next initiatives identified were:
§ Resolution from participating governmental entities supporting and directing staff
to further planning efforts for regional economic development coordination
§ A series of workshops to coordinate economic development initiatives and
priorities as a region.
§ Identify previous progress made and existing plans and align similarities in the
region’s economic development strategies and marketing efforts
§ Commit to the planning and creation of a Regional Comprehensive Economic
Development Strategy that will include a private/public partnership of stakeholders
§ Establish a Commercial Space Industry Overlay for Southeast Volusia
municipalities
§ Evaluate and incorporate other agencies/entities assessments, findings and efforts
into a SEV regional plan.
§ Consideration of a federally facilitated Regional Economic Diversification Summit
(REDS)
