A RESOLUTION OF THE CITY OF EDGEWATER,
FLORIDA SUPPORTING THE IMPLEMENTATION OF A
SOUTHEAST VOLUSIA REGIONAL ECONOMIC
DEVELOPMENT STRATEGY; PROVIDING FOR
CONFLICTING RESOLUTIONS; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the County of Volusia, through its Economic Development Department,
Team Volusia Economic Development Corporation and the CEO Business Alliance support
business recruitment,retention and expansion on a county-wide basis, and;
WHEREAS, the efforts made towards Economic Development helps to ensure value
added higher paying jobs for today and future generations, expands the commercial property tax
base reducing the burden on local residents, ensures the wealth and resilient economic future of
our communities,and improves the quality of life for all,and;
WHEREAS, the Cities of Edgewater, New Smyrna Beach and Oak Hill, along with the
Southeast Volusia Chamber of Commerce, and Team Volusia Economic Development
Corporation have been working together on a joint economic development marketing initiative
since 2016 under Resolution 2016-R-20; now called the Southeast Volusia Manufacturing and
Technology Coalition;with a web site, video and more materials underway,and;
WHEREAS, the Southeast Volusia Chamber of Commerce and the Cities of Edgewater,
New Smyrna Beach, Oak Hill, County of Volusia Economic Development Department, Team
Volusia Economic Development Corporation and Southeast Volusia Manufacturing and
Technology Coalition all are making concerted efforts to foster regional economic prosperity in
Southeast Volusia communities,and,

WHEREAS, the Southeast Volusia area is geographically and economically identifiable
as a unified community with unique assets and competitive strengths thus affording opportunities
for business creation, expansion and diversification,and;
WHEREAS, the Southeast Volusia region is seeking to provide for a resilient
workforce that can better shift between jobs or industries creating stability during downturns
that disproportionately impact any single cluster or industry, and;
WHEREAS, to augment the county-wide and the three cities efforts, a joint -initiative
to create a Southeast Volusia Regional Economic Development Strategy to support the
development opportunities which will benefit the Southeast Volusia area is desirable and
feasible, and;
WHEREAS, a collaborative regional Economic Development Strategy will position
Southeast Volusia to apply for a variety of state and federal grant opportunities to include
support for infrastructure improvements, workforce training facilities, industrial parks, business
incubators,and various economic development studies,and;
WHEREAS, the three Cities will jointly submit a grant application to the East Central
Florida Regional Planning Council to prepare the Southeast Volusia Regional Economic
Development Strategy,and;
WHEREAS, this Strategy shall be presented to the three cities for their consideration of
approval.
NOW, THEREFORE, be it resolved by the City Council of the City of
Edgewater, Florida:
Section 1. That support and direction is hereby expressed for a joint endeavor
with the Cities of Edgewater, New Smyrna Beach and Oak Hill in conjunction

with the East Central Florida Regional Planning Council, County of Volusia
Economic Development Department, Team Volusia Economic Development.
Corporation, Southeast Volusia Chamber of Commerce and Southeast Volusia
Manufacturing and Technology Coalition to create a Southeast Volusia Regional
Economic Development Strategy to plan for and implement specific goals or
actions to bolster the long-term economic durability of the region and establish
information networks among the various stakeholders in the region to encourage
active and regular Communications between the public, private, education, and
non-profit sectors to collaborate on existing and potential future challenges.
Section 2. All resolutions or parts of resolutions in conflict herewith are
hereby repealed.
Section 3. This resolution shall take effect immediately upon adoption.
