CITY COUNCIL OF THE CITY OF EDGEWATER
SPECIAL MEETING HELD
March 4, 1977
Mayor Armstrong called the special meeting of the City Council of the City
of Edgewater to order Friday, March 4,1977 at 1:30 P.M.

Mayor Armstrong spoke about the present Code of Ordinances and the fact
that we have 967 Ordinances on the book.
Mr. Barstow, the representative from the Municipal Code Corporation
spoke to the Council about what they will need to revise this Code book.
He explained that one of their attornies will go through the Charter;
th~are up to date with the Home Rule Act, they will also tell you what
State Law supersedes. There will be a complete cross reference between
the Charter and the Code of Ordinances, and editors notes will be Dut in
where the State Law applies. He explained that they will make recom-
mendations from their experience with the growth of Cities. He stated
that they will meet with the City Council and the City Attorney to go
over the material. He stated that he gave an estimate on an 800 page
code, and he does not feel that a City this size will have that many
pages.
Mayor Armstrong stated that we have two Ordinances that are very lengthy
Ordinance No. 400 and No. 880.
Mr. Barstow explained that about 90% of the Cities have the Zoning added
into their Code, however they usually run extra copies of just the Zoning
in the event the City sells out copies of the Zoning.
There was discussion about the Zoning Ordinance. It was agreed that since
we are having so much difficulty with this Ordinance, it perhaps should be
added to this Code later.
Mayor Armstrong explained that the money that we have has to be spent before
April, and he feels that we should allocate this money toward implementing
a contract with Municipal Code Corporation to clean this up and keep it that
way.
Councilman Dietz made a motion that we authorize Municipal Code Corporation
to update our Code of Ordinances and Charter, providing that the City Clerk
can certify that the funds are available.
Mayor Armstrong stated that we should have a contract drawn up, and we should
take it to our Monday night meeting.

Councilman Dietz added to his motion that the attornev should approve the
contract at our next meeting, being seconded by Councilwoman Webber.
Councilwoman Webber asked what amount of time we are talking about to get
this done.
Mr. Barstow explained that it will take approximately 11 or 12 months for
the finished product. He explained the schedule which'will be followed.
There was discussion about earmarking the money for this purpose
Upon roll call vote on the previous motion, said motion CARRIED, 5-0.
There was more discussion about the work that is going to be done to the
Code.
ADJOURNMENT:
Councilman Dietz made a motion to adjourn, being seconded by Councilman
Riggs. Upon roll call vote said motion CARRIED.
