Riverside Drive Edgewater, FL 32132 File #:AR-2021-5596,Version:1 COUNCIL AGENDA ITEM SUBJECT: Environmental Assessment Report for Hart Avenue Drainage Improvements per FDEO CDBG-DR Rebuild Florida Infrastructure Grant DEPARTMENT: Environmental Services SUMMARY: A requirement of the federal funds underlying the DEO grant for the Hart Avenue Drainage Improvements project is to complete an Environmental Assessment report per 24 CFR 58.36.The City’s contract grant administrator,Fred Fox Inc.,completed the attached report with a conclusion of “Finding of No Significant Impact”.Following acceptance of this report by City Council,a notice will be published in the Daytona Beach News-Journal newspaper advertising a 15-day public comment period prior to submittal of this report to DEO. Background on Grant Funded Project: The City of Edgewater was selected to receive funds related to the Hart Avenue Drainage Improvements Project from the Florida Department of Economic Opportunity (DEO)grant program known as “CDBG-DR Rebuild Florida Infrastructure”.The State’s funding source is the federal Department of Housing and Urban Development (HUD)Community Development Block Grant (CDBG)program providing financial assistance to those areas of the State most impacted by Hurricane Irma (2017). The City of Edgewater was awarded $1,821,734 of CDBG-DR funds to repair damaged and restricted drainage canals in the Hart Avenue Drainage Basin.The City will replace the undersized storm water drainage ditches with properly sized stormwater piping relocated into the existing right of ways.The improvement of the storm drainage in the service area will significantly reduce the flooding in the Hart Avenue Service Area during future storm events.
