Mayor Armstrong called the recessed meeting of the City Council of the
City of Edgewater to order Saturday, October 12, 1976 at 10:30 a.m.

The regular Council meeting October 11th was recessed until this time
for the purpose of discussing the specifications for the insurance that
the City is going to go out for bids on.
Mr. Jerry Walker from Walker and Associates answered various questions
from the Council in regard to types of insurance.
There was some discussion about an insurance agent of record, and whether
it is a good idea for the City to have one.
Mr. Walker explained the coverage of the different policies that the
City Clerk has been given.
The Council compared the present policy that we have with the other
policies. Mr. Walker answered several specific questions about the
coverage and the premiums.
Mayor Armstrong went over the comparison.
Councilman Dietz explained to Mr. Walker that we are not going to make
a decision about insurance today, we are trying to set out specifications
to put out on bids to the different companies.
There was a question as to why we have to go out for bids.
Mayor Armstrong explained that we do not have to go out for bids on the
insurance, but in all probability we should.
Councilman Sikes stated that we have several policies that we have looked
at in regard to this, and he does not remember us going out for bids before.
Mayor Armstrong stated that as long as we have no conflict of interest we
do not have to advertise for bids, we do have to be competative.

Councilman Dietz stated that we could make a decision today then if we
want to?
Mayor Armstrong explained that we can make a decision whenever we want
tOt but by Charter Lawt the City Attorney must examine the policy before
you can obligate yourself and you must do it by Resolution or Ordinance.
Councilman Dietz made a motion that we authorize our attorney to investi-
gate the Aetna policy on insurance for the City employees and that if his
report is favorablet that he draw up a Resolution for the purchase of this
policy for the City of Edgewatert being seconded by Councilman Cairnie.
Upon roll call vote said motion CARRIEDt 5-0.
Councilman Sikes asked why the City can't take up the increase on the
family coverage?
Mayor Armstrong stated that this is a little premature because there will
be some pros and cons on this. This would be discrimination.
There was discussion about an insurance agent of record.
There was discussion about the collision coverage that we have on our
City vehiclest and whether this is important.
ADJOURNMENT:
Councilman Cairnie made a motion to adjournt being seconded by Councilman
Dietz. Said motion CARRIED.
