08-12-1976 - Budget 8'- ~3 .' ~ o o CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA BUDGET MEETING HELD August 12, 1976 Mayor Armstrong called the meeting of the City Council of the City of Edgewater to order August 12, 1976 at 6:30 P.M. '~.~.' ~ .,~ ~.~Aj ~ .;:. , \"'61I1~i~ i1 t" Councilman Dietz stated that before we get into the budget, we have a bad problem at Eastern Shores Mobile Home Park since all of the rain we have had. He explained that all of the water from Hill Street and Bradford drains right down into this park. Mayor Armstrong explained that it would be a simple problem if Mr. Fuller would let us run water into his lake and put an overflow on the lake over to 18th Street,however he will not let the City do this. He stated that he has looked into this and the only property which will be ir.vo1ved in this is the City.s property and Cameron's property. He stated that he has another meeting with Mr. Cameron tomorrow to discuss this further. There was some discussion about the sewer lines being put in at the same time we do these repairs. Mayor Armstrong stated that he feels the reasonable thing for the City to do is to cooperate with Mr. Cameron in correcting the drainage situation not to exceed $1,000. There was more discussion about the way this problem can be solved. Mayor Armstrong brought us up to date as to where we left off with the budget. He stated that he found out about the millage, and you can levy without public hearing the certified millage. He read a statement which was left at City Hall by Attorney Woods. The Council began at the category of Mayor and City Council. There was discussion as to why we have to have so many different categories for the same things, example, City Clerk, Financial Director and so on. Tape 1-B There were feelings that it would be easier if we went back to the original way we were setting up the accounts. The City Clerk stated that she learned at the seminar that she went to for C1erk's and Finance Directors that all Cities within;.the next three to five years will have the same accounting system. o Q Tape 2-A There was quite a bit of discussion about ralslng the Mayor and Council IS salary, and also extra pay for the Mayor and Council when they attend other meetings at the direction of the Council. The Council went over each item in the 100 account. There was some discussion about the telephone bills and how the logs should be kept so that we can keep track of all the calls. It was agreed that the total in the entire 100 account be $25,725.00. 100-A Account - Council Advisory Boards Each item was gone over by the Council, the total in that account is $2,100.00. Account #200 - City Manager The City Clerk explained that $1.00 was put in this just to reserve the account. Account#300 Legal It was agreed to leave the total on this at $7,650.00. It was agreed to merge the accounts of City Clerk and Finance Director and make one account. After going over each item, the total is $37,300.00. Capital Outlay total is $1,950.00 Account #500 Property Manager $1.00 was put in this just to reserve the account. Account #600 Public Safety Councilwoman Webber read off the list of figures which she and the Chief came up with. It was explained that two new items are to be added to the list, Breathalyzer and Equipment Upkeep. Including the Capital Outlay, the total in this account is $146,043.00. Account #600-B Municipal Court After going over each item, the total agreed upon is $4,820.00. Account #600-C Street Lights The total agreed upon for this account is $25,000.00. Account #600-D Civil Defense Mayor Armstrong stated that he wants to maintain a line item for this and that is all, he has not received a report from the coordinator since the first meeting. Some changes are going to be made. He stated that we should just put $1.00 in there to reserve the account. Civil Defense is something that is too important to turn your back on, and it is a great responsibility. Councilman Dietz stated that if we are not satisfied with the man, we should replace him, however we should not abolish the account. Mayor Armstrong stated that he is not abolishing it, if we need something we have Emergency and Contingency Fund. It was agreed that when the Council receives some recommendations we will go back to this. -2- ... u o There was more discussion about the Civil Defense program. The Council decided that there will have to be more budget meetings than they realized. ADJOURN: Councilman Sikes made a motion to adjourn, being seconded by Councilwoman Webber.
