Mayor Armstrong called the recess session
of Edgewater to order, Thursday, June 10,

APPROVAL OF MINUTES:
None
BILLS AND ACCOUNTS:
None
OLD BUSINESS:
Mayor Armstrong stated that we will disburse with all of the business and
go to the bid opening first.
The City Clerk read her certification that she received the following bids
by 4:30 P.M. this date.
The City Clerk opened the bids, and Mr. Fernandez read each one to the Council.
Bids were received from the following:
P.S.S.
Osbun
R & S Enterprise
Barding Disposal
Tomoka Refuse
S.C.A.
Haul-All of America
Fleckinger Refuse
Rick stated that he would like to take these bids back and evaluate them,
and they will do this as soon as possible so that the checks can be returned
to the unsucessful bidders. He stated that hopefully he could get his rec-
commendation back to the Council by Monday night.
Councilman Dietz made a motion to table the bids until Monday night to give
Briley, Wild a chance to check them out, being seconded by Councilman Cairnie.
Upon roll call vote said motion CARRIED. 5-0

There was a five minute recess called at this time.
COMMUNICATIONS:
The City Clerk read a letter that Mrs. Webber intends to send to Mr. Bergman
in regard to a tanker for the City of Edgewater.
There was some discussion about where the house was that was lost by fire
on account of the truck not being able to get across the tracks.
It was decided that we should not mention in the letter a house that was
lost by fire unless we know for usre there was one.

RESOLUTIONS:
RES. NO. 661
A RESOLUTION EMPLOYING WATT McBRAYER AS LABOR NEGOTIATOR TO NEGOTIATE A
CONTRACT WITH THE VOLUSIA COUNTY POLICE BENEVOLENT ASSOCIATION ON BEHALF
OF THE CITY OF EDGEWATER, SETTING COMPENSATION AND PROVIDING AN EFFECTIVE
DATE THEREFOR.
Attorney Woods read the Resolution in full.
Councilman Dietz made a motion that we adopt this Resolution, being seconded
by Councilman Sikes.
Councilman Cairnie asked why we should payout this money now when we don1t
have anything to negotiate?
There was discussion as to why the City Council can't go over the contract
themselves and whether we need to hire a professional negotiator.
Attorney Woods stated that it was his understanding that the Council was
in unanimous agreement the other night to hire the man to enter into labor
negotiations.
There were several questions from the audience in regard to this, which the
Council answered.
There was a suggestion that we just reject the agreement which we received
on the basis that we do not have the money in our budget to pay for it.
Attorney Woods stated that we have to negotiate or we will be cited for an
unfair labor practice and have the City in Circuit Court.
Mayor Armstrong explained that we have to deal in good faith with the members
of the P.B.A. and there are certain provisions of the law which we have to
abide by. We have to have a professional to deal with a professional.
There was much discussion in regard to this. Some members of the audience
questioned certain sections of the agreement as to it being impossible for
the City of Edgewater to agree to.
Mayor Armstrong called for a roll call. Upon roll call vote said motion
CARRIED. 5-0
MISCELLANEOUS:
There was some discussion at this time about the negotiating team which
has to be appointed. It was decided to leave it up to Mr. McBrayer.

Mr. Opal spoke to the Council about him and Mr. Gross being on the negotiating
team, stating that they have both had experience in this.
Mayor Armstrong explained that Alan Thomas has been working a lot of over time
which it is not fair for him since he is not being paid for it.
Councilman Dietz stated that this man is on a salary so we don't owe him
anything, however as he explained to Mr. Thomas, if he will be patient until
we get this straightened out he will be compensated.
Councilman Sikes stated that he should be paid for the extra hours and we
should make arrangements with him.
The City Clerk explained that Mr. Thomas has put in 38 hours above his regular
time since the 29th of May.
Mayor Armstrong stated that when Lt. McCall took over the responsibility of
acting Chief until the Chief came to work we paid him an extra $50.00 per
month, and we should do something on this order for Mr. Thomas.
Councilman Dietz questioned whether we are going to continue to pay Mr. Thomas
and Mr. Ohrwall supervisors salaries when we now have new men in supervisory
positions in the plants?
Councilwoman Webber stated that she understood that when we hired a new man
at the Sewer Plant that Mr. Ohrwall would have to step down.
It was decided that when the man who is now on vacation comes back, we
will figure up the hours Mr. Thomas has actually worked and compensate
him accordingly.
Discussion began about the City of Edgewater becoming part of the County.
Councilman Dietz stated that we have some gentlemen in town from Washington
D.C. in regard to the new bank, and he would like to make a motion that the
Council will go on record as being in favor of this bank so that we can
present it to these gentlemen, being seconded by Councilwoman Webber.
There were several different opinions expressed in regard to a new bank
in Edgewater.
Upon roll call vote said motion CARRIED. 5-0
Councilman Dietz stated that Mr. Christy has located a 45KW Generator in
Stark which we can possibly get for nothing. He explained that if the
Council feels that this is a good idea he will ride up there on Tuesday
to look at it.
Mr. Christy explained that it is going to cost $450.00 for transporting
this generator.
It was decided that the Council would ask Rick Fernandez about this before
they make any decision.
ADJOURN:
Councilman Cairnie made a motion to adjourn, being seconded by Councilwoman
Webber. Said motion CARRIED.
