Ma~or Severance read the legal ad which was put in the newspaper
in regard to this Public Hearing, explaining that the purpose
for this hearing is to discuss certain amendments to Ordinance
No. 880, Zoning Ordinance.
The first item to discuss is the zoning on U.S.#l, from Park
Avenue North, on the west side. This is presently zoned B-3
and it is requested that this be zoned B-5, so that certain
businesses can be allowed to display their merchandise outside.
Councilman Lodico spoke that he feels the people should be
allowed to display their items as long as they do not obstruct
traffic.
City Attorney Weaver stated that the two businesses which are
directly involved are two entirely different situations. A-l
Rent All sits back from the highway a good distance, where
Pappy's is right up to the street.
Mayor Severance asked the City Attorney if it could be stated
in the Ordinance that each case will be handled individually?
City Attorney Weaver stated that this would be possible.
Councilman Dietz stated that if we throw this wide open there
is no telling what we are getting into.
Mr. Wolfe spoke about this, agreeing with Councilman Dietz,
and stating that this could be done and still keep this area
as a Shopping Center Area.
Mayor Severance stated that no action can be taken at this
Public Hearing in regard to this, however there is a second
item to discuss. He read a recommendation from the Zoning
Board that where an established subdivision has 51% of the
lots developed, the remaining lots be developed in a like
manner.
Councilman Dietz stated that he agrees with everything, except
he doesn't feel the subdivision has to be 51% developed any
more than 25% developed, as long as a subdivision has been
started, it should be finished in that manner.

Mr. Wolfe spoke to the Council about this.
Mr. Wolfe also stated that they would like to have the streets
platted, because right now there is no way of telling whether
the street is owned by the City or the property owners.
There was further discussion on this.
Councilman Cairnie made a motion to adjourn, being seconded
by Councilman Dietz. Upon roll call vote said motion CARRIED.
