The Public Hearing of the City Council of the City of Edgewater Florida was called to order June 12,1975, at 7:00 P.M., by Mayor David C. Severance. ROLL CALL Mayor David C. Katez Present Absent Present Excused Present Present Absent Excused Present Present Mayor Severance explained that the purpose of this Public Hearing is to discuss the Sewer Connection charge. He stated that presently there is a sewer development charge which goes into a seperate account to be used for line extensions or capital improvements, however there is no charge for the actual sewer connection, which charge would go to the cost of the connection and the paper work involved. This was looked into and the cost is averaged at $75.00. Mr. Mackie asked if this was an addition to what was proposed before? Mayor Severance stated yes, what was proposed before was a connection fee but it was changed and called a development fee, and this money is put in a seperate account. Mr. Mackie asked if this is going to apply to everyone, mobile homes, apartments, etc. Councilman Dietz asked if this means that each individual trailer in a trailer park? Mayor Severance stated that in regard to mobile home parks there is still a problem in charging an individual connection to the sewer and water. The park owner will still pay the additional $75.00. Councilman Dietz stated that this law changed and the last Council did include mobile home parks on an individual basis on the water and the water tap fee. 5 min. Councilman Dietz stated that since this is a matter of $75.00 why couldn't we take $75.00 out of the $150.00 we now charge and put it as an impact fee and take $75.00 as a connection fee and not raise the rates anym9re. City Attorney Weaver stated that this could be done, all we need is a current revenue to go toward a current expenditure. Mr. Armstrong spoke to the Council that there was a lengthy discussion at the Civic Association meeting and they wish to have thei>> ,opinion e~pressed to the Council against any .~A.., . .v'" u {J increase in the rates. Mr. Armstrong stated that not too long ago, Mr. Weaver made the statement that the water and sewer expansion would not cause a rate increase for the people of Edgewater. 10 min. City Attorney Weaver stated that the increase being discussed at this time is not due to the expansion of the water and sewer, however it is due to the operating costs which have increased. Councilman Dietz stated that it should be straightened out about the mobile home parks and the apartments, etc. Are they going to pay on an individual basis or how are they going to pay? City Attorney Weaver stated that he would suggest that the fee be established in accordance with the same as the water connection. Mr. Mackie stated that he doesn't see why you can't put a meter on each individual unit in a mobi~e home park, you have water pipes running to each of them. Councilman Dietz stated that these water lines do not belong to the City, they belong to the park owners. 15 min. Mayor Severance stated that this would be a legal problem if the City went on private property to put in seperate meters. Mr. Fredericks asked how traaler parks pay for their water and sewer? Mayor Severance stated that the mobile home park owner pays a minimum charge for the first unit from that unit on he pays a commercial rate per thousand gallons used. 20 min. Mayor Severance stated that no action will be taken at this Public Hearing it will be handled during the r~gular meeting. There being no further questions from the audience at this time, Councilman Cairnie made a motion to ad~ourn this Public Hearing, being seconded by Councilman Dietz.
