CALL TO ORDER and ROLL CALL, PLEDGE OF ALLEGIANCE, INVOCATION Mayor Thomas called the meeting to order at 6 p.m. Councilman Powers participated via phone. Mayor Mike Thomas, Councilwoman Christine Power, Councilwoman Gigi Bennington, Councilwoman Megan O'Keefe, and Councilman Jonah Powers Present:5 - Aaron WolfeExcused:1 - City Manager Glenn Irby, City Clerk Bonnie Brown, Monique Toupin, and Monique Toupin Also Present:4 - 2. APPROVAL OF MINUTES None at this time. 3. PRESENTATIONS/PROCLAMATIONS/PLAQUES/CERTIFICATES/DONATIONS None at this time. 4. CITIZEN COMMENTS None at this time. 5. APPROVAL OR CHANGES/MODIFICATIONS TO THE AGENDA None at this time. 6. CITY COUNCIL REPORTS Mayor Thomas reported that he saw Councilwoman Power on TV during a rowing segment and Councilman Powers on Facebook preaching; he stated that they both did a good job. Councilwoman Power briefly spoke about her regatta and attending the League of Cities dinner. Councilwoman Bennington spoke about attending the fishing tournament hosted by the Edgewater Police Department; she said the event was phenomenal with a good turnout and that the kids enjoyed it. Councilwoman O'Keefe discussed attending the League of Cities dinner as well; expressing her happiness over seeing everyone after covid. Further discussion ensued over the consequences of the recent covid uptick. Councilman Powers had nothing at this time. 7. CONSENT AGENDA None at this time. 8. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS a.Maximum Millage - Edgewater Operating Fiscal Year 2021-2022 Bridgette Vaissiere, Finance Director, provided a staff report and recommendation. Mayor Thomas asked if 6.7 was the advertised amount, Ms. Vaissiere confirmed that 6.7 was the staff recommended millage rate to advertise on the proposed trim notice. Mayor Thomas asked for discussion. Councilwoman Bennington expressed concerns that there weren't enough additional funds in the millage and asked about the funds provided for road paving; Ms. Vaissiere responded that she felt as though this year, they were able to move forward with quite a bit in capital outlay and projects and that there was approximately $1.4 million for road paving. Councilwoman Bennington suggested raising the amount; Mayor Thomas pointed out that a lot of the items on their wish list from the previous year were in the proposed budget. Councilwoman O'Keefe complimented Ms. Vaissiere and staff on working hard and keeping a close eye on the budget. Councilwoman Power stated that the City was actually above the average with a decent cushion if something came up. Ms. Vaissiere explained further that with an influx of homes throughout the City in the next couple of years, they would see the benefit of their additional assessed value; she also stated that the charter reserves were at a healthy level. A motion was made by Councilwoman Power, second by Councilwoman Bennington, to advertise as part of the 2021 TRIM Notice and Edgewater Operating Maximum Millage of 6.7. Mayor Thomas opened and closed the public hearing. A motion was made by Councilwoman Bennington, second by Councilwoman Power, to set the Millage for the Edgewater I & S 2005 Maximum Millage to be advertised as part of the 2001 TRIM Notice at .0301. The MOTION was APPROVED by the following vote: Yes:Mayor Thomas, Councilwoman Power, Councilwoman Bennington, Councilwoman O'Keefe and Councilman Powers 5 - c.Maximum Millage - Edgewater I & S 2016 Fiscal Year 2021-2022 Bridgette Vaissiere, Finance Director, provided a staff report and recommendation. Mayor Thomas opened and closed the public hearing. A motion was made by Councilwoman Power, second by Councilwoman O'Keefe, to authorize the Edgewater I & S 2016 Maximum Millage to be advertised as part of the 2021 TRIM Notice at 0.1983 per 1,000 of assessed value. The MOTION was APPROVED by the following vote: Yes:Mayor Thomas, Councilwoman Power, Councilwoman Bennington, Councilwoman O'Keefe and Councilman Powers 5 - 9.
