PUBLIC HEARING
MAY 22, 1975

The Public Hearing of the City Council of the City of Edgewater
was called to order Thursday, May 22, 1975, at 7:00 P.M. by
Mayor David C. Severance.

Mayor Severance stated that the purpose of this hearing is to
discuss with the public the General Revenue Sharing from the
Federal Government. Edgewater will receive $50,243.00 in next
year's budget as Federal Revenue Sharing. There are 14 dif-
ferent categories in which this money can be put into. Mayor
Severance read these categories.
Mayor Severance stated that this was briefly discussed at the
workshop in regard to street paving, and he is in favor of
this, however he is concerned about the Water and Sewer De-
partments. He asked Attorney Weaver if these funds could be
obligated to either environmental protection or street paving
contingent upon the meeting we will have with the auditors
pertaining to the present audit and then on the 12th of June
make a definite commitment on it?
City Attorney Weaver stated that the first time the Council
got involved in this they were too specific on the category
and it was later discovered that the money was needed more
in another area and this required another Public Hearing.
He stated that the category should be as broad as possible.
Councilman Dietz stated that according to a letter we received
this water and sewer expansion program was going to exceed
$700,000.00 also, the statement was made that this $700,000.00
does not include the administrative or engineering costs.
Councilman Dietz stated that the report shows that there will
be a 32% rate increase for the $700,000.00, and if we go over
that amount, this will get way out of hand.
City Attorney Weaver stated that that figure was put in for
a purpose, that has to do with the bond reserve account.
Councilman Dietz stated that he feels we should put this money
in the Water and Sewer fund, because he is worried about the
administrative costs. We had better insure this program.
At this time Councilman Cairnie came in and he was brought up
to date on the conversation.

Councilman Dietz asked the City Attorney if the administrative
and engineering costs don't come out of the bond, then how do
,.,e pay it?
City Attorney Weaver stated that the rates would have to be
adjusted.
Councilman Dietz stated that the other Council promised the
people that there will be no more rate increases for these
improvements.
City Attorney Weaver explained that the increase does not
cover the cost of this project, it covers the cost of labor,
chemicals, and so on.
Mayor Severance stated that we have increased water rates
and it may have to be done again, however if you look at
150% more for an Edgewater individual to hook up to New
Smyrna, he stated that it could cost a lot more than the
way we are trying to go now.
Mayor Severance explained that if we obligate thi$ money to
the Water and Sewer Department, and later it is decided that
it is needed in another area, there will have to be a Public
Hearing before this can be done.
Councilman Dietz stated that the public should know that the
estimates on this project are low and they figure the total
cost is going to be over and above that, and what we are
trying to do is put this money in there so that the people
don't have to pay too much of a rate increase.
Councilman Lodico made a motion to adjourn the Public Hearing,
being seconded by Councilman Cairnie. Upon roll call vote
said motion CARRIED.
