Q o THE CITY COUNCIL OF THE CITY OF EDGEWATER SPECIAL JOINT MEETING - PLANNING BOARD MAY 15, 1975 Tape 1 Side A The Special Joint Meeting of the City Council and the Planning Board of the City of Edgewater, Florida was called to order May 15, 1975 at 7:30 P.M. in the Mayor's office by Mayor David C. Mayor Severance stated that he had a couple of letters from the Planning Board that the Council would like to discuss. Both of the letters fefer to Paving and duties of the Planning Board. He stated that the Council has asked Mr. Bryant to contact other Cities as far as responsibilities as to the Planning Board. There was some discussion at the last Council Meeting inrregards to the duties of the Planning Board as to making a list of streets that need to be paved, and the Council agreed that it was not one of their duties. He then opened up the floor. for discussion, and stated that first he would like to read the letters from the Planning Board to the Council. \ u Q Councilman Dietz stated that we definately have to have a paving program and the Council had informed him that they had tunned it over to the Planning Board. He stated that we have got a problem in Florida Shor~s in many places. He felt~that it would be foolish to pave any of these streets if there is not presently water and sewer on them. If we do this we will 15 Min. have to tear them up and it would be a waste of money. He stated that we have a lot of streets in town now that presently have water and sewer that are not paved. This should be our prime interest that we should have now. We are presently having our engineers investigate the feasibility of possibly, in the near future pulling water and sewer through out Florida Shores, and in that program the streets will be paved at the same time, so this would solve one of our big problems. He stated that he agreed with the program for future recreation and other things. Mr. Shambora stated that he felt that the Council might have missed the point of one of the letters, the paving was strictly to get a paving program for maintence, repaving of the streets that have already got that are going to pot. He stated that he feels that we should sit down and get some kind of program set up. 20 Min. Mr. Me Callister stated that what the Planning Board is driving at is maybe a list of items, that we could sit down and address ourselves to. Something that we can work with. We should try to get a catalog so we can work in a good manner and form something. Councilman Dietz stated that as far as the water lines are concerned, we solved that proplem the other night, we hired Mr. Tucker. These water lines have to be categoried and he has to put every foot of this down and this is going to have to be inventoried. Mr. Shambora stated that every time we go into water improvement programs or sewer improvement programs, we are paying an engineering firm to come in here and run a complete survey. If we can keep an updated map showing where everything is in the City, the City in the long run will save more money. The Council then discussed paving in full. Mr. Shambora stated that the Board needs to work on seeing just how many miles of streets that there is in Edgewater that need paved and need repaved. Mr. Loveland stated that he feels that this problem of what streets need to be repaved or paved should not be up to this board or the Council, but to the engineers that know what they are doing, and talking about. Mr. Shambora stated that we should establish some kind of communications between the City Council and the Planning Board. Mayor Severance stated that we should direct Mr. Bryant, City Manager, to contact the County Planning Board and find out the availability, costs and so forth and have some information for us at the next meeting to take action. 10 Min. Mayor Severance then instructed Mr. Bryant, City Manager to contact Mr. Briggs" office and get the information pertaining to a planner, to come down here and meet with our board and to help set up, on a part time employment basis. Tape 1 Side B Councilman Dietz asked why they didn't invite Mr. Briggs down to speak at a joint session of the Council and the Planning Board and explain the whole situation to us again. 2 ~. . u Q Councilman Dietz stated that it is the duty of the City Manager to make recommendations, when the budget comes up, to the City Council for street paving. Mayor Severance instructed the City Manager to contact Mr. Briggs and find out what Council Meeting he could be available to come down then we will set the meeting up at his convenience. Mr. Shambora stated that regardless whether it is the function of the Planning Board or not, we brought this matter to the Counoil's attention so that you would have plenty of time to think about it. The City better get into a situation where they can appropriate maney for this purpose. 20 Min. Mr. Loveland then stated that the Planning Board had felt as if they were being by passed when the City started building a basket- ball court and had plans for another shuffle board court. Mayor Severance stated that this should have been a Planning Board function to come up with some type of a plan as to what to put in and where to put it. Mr. Shambora stated that the Planning Board had talked about areas in the City where there is room for other facilities. There are two areas in Florida Shores. 25 Min. Tape 2 Side A Mr. Shambora stated that the City should be thinking of buying some land in Edgewater for future use. Councilman Dietz stated that we need the population Gensus report up to date. 10 Min. The Council then discussed the street lights and Florida Power & Light poles. Mayor Severance stated that for the past two years the policy has been that the Council members took it upon themselves to go out and drive through the City and determine the population, lights, security reasons, business and what have you, that might be sitting ou~a~ong the road. We went along and picked these things out and then sat down as the Council and discussed them and then had Florida Power and Light come down and tell us it it was feasible to have a light there and how much it would cost. 15 Min. Mr. Shambora stated that last year the City adopted the Ordinance No. 880 which is the Zoning Ordinance, alth~ough this ordinance it refers to duties of the Zoning and Planning Board. These references should be changed to seperate the duties of the Planning Board and the duties of the Zoning Board. Mayor Severance stated that if Mr. Shambora has the suggested changes that need to be made to the Zoning Ordinance that pertains to the Planning, that the Council would appreciate it in writing so that they can take proper action and have omitted and if need be, a seperate ordinanee made up. Mr. Shambora stated that he would put this on his agenda for the next meeting and discuss it. 20 Min. Mayor Severance stated that he would assure the Planning Board that they will receive a reply in communications. Mr. Shambora stated that another question that he wanted to ask was that last year the Zoning & Planning Board submitted a subdivision ordinance and a sign ordinance and he would like to know thetstatis of these two ordinances. 3 "",..' . .. o o Mayor Severance stated that City Attorney Weaver has both of these ordinances and he was suppose to have them at the last Workshop Meeting for the Council to discuss but he wasn't at this meeting. We tabled the sign ordinance because of recommendation in request of a Civic Association to meet with the board to discuss this sign ordinance and no one showed up for this meeting. 26 Min. Councilman Dietz suggested that the Council g~ve the okay for the Plannink Board to go ahead and set up a plan now as it is. Getting a diagram of what is there and plan for the future, and let them submitt it to the council and then look at it and go from there. Tape 2 Side B City Manager Bryant stated that in his opinion the Planning Board should speak to where parks should be, location with respect of population areas, not to what that property should be used specifically for. The type of recreation that is to be used on the property is the recreation boards duties. Mr. Shambora then brought up the fact of the Cameron Trailer Park changes. The Council discussed this in full as to how the Planning Board should go about these changes. Mr. Shambora stated that Monday night normally would be the Planning Board's Workshop Meeting, so we don't conduct business normally, but we would like to advertise this next Workshop Meeting as a Special Meeting so that action can be taken on the Cameron Trailer Park. He stated that this will be the only item on the Planning Board agenda, then we can go back into a Workshop after the Special Meeting. 10 Min. The City Clerk stated that the simple thing to do would be to write a letter to the council stating what your policy is on the Planning Board's Meetings. 15 Min. Councilman Sikes stated that he would like to have the City Manager take this list of streets that need to be paved, and get with someone and get a general idea what it is going to cost us to do this job per foot and see how much money we are talking about.
