PUBLIC HEARING
MARCH 26, 1975
The Public Hearing was called to order Wednesday, March 26,
1975 at 7:00 P.M. by Mayor David C. Severance.

Mayor Severance stated that the purpose of this Public Hearing
is to discuss the amendment of the General Fund Budget for the
fiscal year 1974, 1975. He read the appropriated figures in
the budget and the amended figures.
Mrs. Taylor asked what would happen to the amount appropriated
for the Library? She asked if this money could be kept in a
separate fund and added to each year.
Mayor Severance stated that what could be done is to appropriate
twice as much each year, doubling the figure.
Mayor Severance read a letter from May Zima in regard to these
budget amendments.
Councilman Dietz asked what do they mean by a five year capital
improvement program?
The City Clerk explained that this is a plan to put money aside
for certain improvements, looking ahead at least five years at
a time.

Councilman Dietz stated that in this capital improvement money
could not be touched except for the specific items it is desig=
nated for.
Mayor Severance stated that this is correct.

There were some questions about how the value of certain pieces
of equipment will be determined.
The City Clerk explained that in the bookkeeping of City Govern-
ment there is no depreciation.

Mayor Severance read a letter from Mr. Thurston, the CETA Admin-
istrator in regard to these figures in the budget, stating that
the income from CETA should be shown separate as well as the
expenses in the internal accounting sheets.
Councilman Lodico asked if it is correct that if we have five
men working for the City and one should quit, we can replace
him with CETA, which maybe a year from now he may take a per-
manent job, and in the mean time we have saved the money that
we had budgeted for that particular man who quit.

Councilman Dietz questioned a statement in the letter.
City Manager Bryant stated that this is saying that we shall
not simply lay people off and replace them with CETA people,
however if they quit, the CETA people can pick up the slack.
Councilman Cairnie stated that his question is how can you
put this $44,000.00 in the budget?
Mayor Severance stated that the letter from Mr. Thurston
explained this in the first sentence.
There was much controversery about the CETA figures being
listed as income but not being listed as expenses.
Councilman Sikes spoke that the salaries for these men are
being paid out of the General Fund and then the City is
being reimbursed by the CETA monies?
City Manager Br~~nt stated that this is true and he explained
further.
Councilman Lodico stated that we have budgeted so much for
salaries and if someone has quit and has been replaced by
CETA, that becomes a saving, because CETA is giving it to us.
Councilman Cairnie stated that he thought CETA was a program
that would create extra jobs, not to take place of people
already on the payroll.
City Manager Bryant stated that this is true, but it is to
the advantage of the program to eventually create permanent
employment for these people.
Councilman Cairnie questioned if the $10,000.00 for the seawall
was paid last year, or this year?
The City Clerk answered this year.
Councilman Lodico made a motion to adjourn the Public Hearing,
being seconded by Councilman Sikes. Upon roll call vote said
motion CARRIED.
