03-06-1975 - Special '-> o THE CITY COUNCIL OF THE CITY OF EDGEWATER SPECIAL MEETING HELD MARCH 6, 1975 Tape 1 The Special Meeting of the Edgewater City Council was called to order Thursday, March 6, 1975 at 7:00 P.M. by Mayor David C. Katez Present Present Present Present Present Present Present Present Present APPROVAL OF MINUTES NONE BILLS & ACCOUNTS NONE COMMUNICATIONS NONE RESOLUTIONS NONE ORDINANCES NONE OLD BUSINESS r Mayor Severance stated that until City Manager Bryant arrives, that he will turn the floor over to Mr. Howard, Architect, concerning the bids for the construction of the garage. He stated that he has copies of the apparent low bidders and the ones that he is recommending to perform the job as called for in plans and specifications. This the concrete and any steel Councilman Lodico questioned the bid of Louis Rotundo's as to how long it would take to complete this work for the price. 5 Min. Councilman Sikes questioned why South East Construction was not considered. Mayor Severance requested that the bid for South East Construction be read again. The City Manager then read the bid. Mr. Howard stated that the City Manager and himself have cross indexed all of the bids , to arrive at the lowest feasible bid. It is his recommendation that the Council accept the bids as he has spelled them out on the tabulation sheet. He stated that if the Council awards it this includes the orginal fee that he 10 Min. had quoted for his architect work. Councilman Sikes requested a brief run down on the building. Mr. Howard then explained the plans for the new garage building. It will be a building 60 feet deep and 120 feet in length. It is a steel framed steel skinned building. Inside the building there is an opening for a hydrolic hoist. There will be a floor, drain, and an oil drain. The floor will be sloped so that all the water will run to the four doors. There is four manly operated steel garage doors, which are 14 feet wide and 14 feet high. There will be six windows, eight sky lights, and one personel door. The slab is 6 inches deep with number 3 rods at 16 inches on center. The Electrically operated hoist was omitted, we saw another system that is a much simplier system, that could 15 Min. possibly be built by the City crews. A Representative from Sampley Interprises stated that there had been a misundeLstanding in his bid. He explained that the bid includes 26 gage steel not 24 gage. Mr. Howard stated that he was sorry that he had misinterperted the bid. He also stated that he would still recommend that they go with this bid due to the fact that it still was the low bid. 20 Min. Councilman Lodico duly mAde a motion to award the bids per recommendation from the architect, being seconded by Councilman Sikes. Mayor Severance called for questions. Councilman Dietz stated that the report that we just had from our auditors last week would state clearly that this is a violation for Section 88 of the City Charter, that no bids, no contracts entered into unless there has been a budget appropriation made prior to the entering of the contracts or the awarding of the bids. Mayor Severance stated that he knew what Councilman Dietz was referring to bu, he felt that itmeant that no expenditures could be made. We're going to have an amendment to the budget to include the unappropriated portion prior to any expenditures from these bids. -2- .. ~ o Tape I Side B Mayor Severance then called for roll call.toU~aid motion. Upon roll call vote said motion CARRIED. Councilman Cairnie and Councilman Dietz voted NO. Councilman Lodico duly made a motion to instruct the City Attorney to prepare the necessary ordinances for the next regular meeting, having them in draft form for the Workshop Meeting, awarding the various bids pertaining to this contract, being seconded by Councilman Sikes. Upon roll call vote said motion CARRIED. Councilman Cairnie and Councilman Dietz voted NO. ADJOURNMENT OR RECESS Councilman Cairnie duly made a motion to adjourn this meeting, being seconded by Councilman Lodico.
