Severance, Thursday January 16, 1975 at 7:30 P.M. in the Mayor's office. ROLL CALL Mayor David C. Severance Councilman Jacob Lodico Councilman William H. Cairnie Councilman Walter B. Katez Present Present Excused Present Excused Present Present Excused Present Excused Mayor Severance stated that we have four items to discuss. The first being the approval of payment of the purchase of the well field property from J. Max Massey. City Attorney Joseph E. Weaver stated that the amount of payment to Mr. Massey will be $15,230.00 for 5.11 acres of land. Mayor Severance stated that the monies for the purchase of this well field property is coming out of Revenue Sharing and that we do have sufficient funds in this account for the purchase of this property. City Attorney Weaver explained to the Council the drainage easement. He stated that Mr. Massey is going to have it merely for drainage purposes only. This does not mean that he can destroy anything that might go across this, as long as we've given him the privilepge of drainage. As long as we do not impede the drainage there will be no problems. Mr. Massey is quite well aware that the well that we will put in will probably be to the west of that line. Mr. Bryant stated that in order to get Mr. Massey down to this price, we had to make certain reservations. Mayor Severance stated that if this drainage ditch gets clogged the City would notify Mr. Massey and he would have to pay for the clearing of it. Councilman Sikes duly made a motion to purchase the Massey property as described by the survey by Daniel W. Cory dated October 9, 1974 lying on Park Avenue for the price of $15,230.00 along with the necessary recordings and receipts, being seconded by Councilman Lodico. Upon roll call vote said motion CARRIED. Mayor Severance stated that the next item to be discussed is the approval by the City Council for payment for the Park & Pier Seawall contract. He then asked City Manager Dale Bryant if he was satisfied with the final construction by this company. Mr. Bryant stated that there is one small exception that he has already talked with the contractor Mr. Grimes about. This is the 25 Min. Tape 1 Side B 5 Min. 15 Min. 20 Min. o u ~ blacktopping the entrance to the boat ramp forming an entrance apron. He stated that Mr. Grimes and himself developed the specifications as they progressed. Mr. Bryant stated that there were no specifications for a loading ramp and that he has plans for the City crews to construct this. Mayor Severance stated that we will pay the entire bill of $17,900.00 and send the County a copy of this bill once it is paid and they will reimburse us for the $4,000.00. Councilman Lodico duly made a motion to approve payment of the Park & Pier,Seawal1 Contract, being seconded by Councilman Sikes. Upon roll call vote said motion CARRIED. Mayor Severance stated that the next item that we have to discuss are two resolutions concerning the Flood Control Insurance Program. We have declared an emergency on the ordinance that set this Flood Control into action. If an area in your community or all of your community is in what the Federal Government conserves as a flood prone area, you must have flood control insurance otherwise anyone building in the area or adding on tb their house, and wanting to go to the bank m6r funds to do this, if they are in this area and there is no flood control resolutions or ordinances which puts them in compliance with the insurance requirements, these people will be unable to obtain a loan,to build their home or add onto the existing structure that they have. RESOLUTION NO: 560 A RESOLUTION ADOPTING A REVIEW PROCEDURE FOR BUILDING PERMIT APPLICATIONS FOR NEW CONSTRUCTION 0RTSUBSTANTIAL IMPROVEMENTS TO DETERMINE WHETHER PROPOSED BUILDING SITES WILL BE REASONABLY SAFE FROM FLOODING,' REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROV1DING AN EFFECTIVE DATE THEREFORE. The above Resolution was read by title only by Mayor David C. Severance. Councilman Lodico duly made a motion to adopt said Resolution as read, being seconded by Councilman Sikes. Mayor Severance called for discussion on this Resolution and then read the Resolution again in full. Upon roll call vote said motion CARRIED RESOLUTION NO: 561 A RESOLUTION ASSURING THE FEDERAL INSURANCE ADMINISTRATION THAT THE CITY OF EDGEWATER SHALL COMPLY WITH THE CRITER1A SET FORTH IN SECTION 1910 VF THE NATIONAL FLOOD INSURANCE PROGRAM REGULATIONS, REP.EALING ALL RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE THEREFOR. The above Resolution was read in full by Mayor David C. Severance. Councilman Sikes duly made a motion to adopt this Resolution as read, being seconded by Coun~i1man Lodico. Upon roll call vote said motion CARRIED. Mayor Severance stated that the last item we have to discuss is taking action on setting fees for permits for the tie-down, mechanical, electrical, and plumbing for Mobile Home Parks. He stated that the~e 9as been no building inspection record as to the responsibility of the building inspector in regards to Mobile Homes and the pads that they set on. He stated that Mr. Knock the Building Inspector, brought up some question as to what guide lines the City had in regards to the permits for the Mobile Home Parks. He gave Mr. Bryant information pertaining to the County's fees for Mobile Home Parks. Mayor Severance then read a memorandum that Mr. Bryant wrote to the City Council. Mayor Severance stated that the reason for putting this on the agenda tonight is that we have a Mobile Home Park that is currently -2- .. Tape 2 Side A 5 Min. 10 Min. 15 Min. 23 Min. 25 Min. Tape 2 Side B o u being cleared and they have requested that the County Inspectors come out and inspect the sight preporation. He stated that he would like to send this to the Building Code Committee Board because we have not received any recommendations from them and don't want to step over their heads. City Attorney Weaver stated that we have a Workshop Meeting Monday night, and that he is hesitant to have the Council delay on this ordinance. If it ~ould be passed on the first reading then have Mr. Knock come down and discuss this with the Council then they could do what they wished with it, this is an immediate problem. Mayor Severance stated that Mr. Knock will be at the Workshop Meeting Monday night to discuss this further with the Council, then there will be ample time for the Council to discuss this ordinance before the second reading, which will be in February. ORDINANCE NO: 908 AN ORDINANCE AMENDING ORDINANCE NO 876 BY ADDING SUB PARAGRAPH ee) TO SECTION 3 OF SAID ORDINANCE TO PROVIDE FOR INSPECTION AND PERMITTING PROCEDURE FOR MOBILE HOMES IN THE CITY OF EDGEWATER, FLORIDA, REPEALING ALL ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE THEREFOR. The above Ordinance was read in full by Mayor David C. Severance. Councilman Lodico duly made a motion to adopt said Ordinance as read, being seconded by Councilman Sikes. Mayor Severance called for discussion. Mayor Severance stated that the only reason that we are having this first readi~now is to conserve time so that if in fact Mr. Knock can justify to us a reason for this or show us something in black anH white as to why it should be this way, we should save some time. The Council disoussed this matter in full. Upon roll call vote said motion CARRIED. There was some question from the audience concerning the meeting nights for the Workshop and Council meetings. May05~everance explained that the Council meetings are held on the ~, and fourth Thursdays and Workshop's are the Monday before the Council Meetings. Councilman Lodico asked if the City Clerk could call a meeting and if the Mayor is not here can the Vice Mayor call a meeting. Mayor Severance stated that he called Mrs. Blackwell from work and requested a Sp~cdal Meeting be called. It does specify that she can sign in there if three members of the Council so desire. However if three members of the Council so desire to call a meeting they will find themselves in violation of the Sunshine Law. Mr. Bryant stated that the consulting engineers, Briley, Wild & Assoc. indicated that they were setting up a meeting in their office ne~t Tuesday morning at 10:00 to discuss the grant Block Program that they presented to the City Council in a Special Meeting. He would like to discuss with members of the Council some direction or his suggestions for direction on proceeding on the Grant Block Program. Mayor Severance stated that we are going to have a mock hurricane on the 25th of January at 2:00 P.M. in addition to that we are -3- ., Q u 5 Min. going to have a mock accident involving a school bus and a vehicle and some 25 students. They will be made up in such a manner that they will look realistic. This part of the exercise is being graded and conducted by the Stated Department of Health and Rehabilitative Services. This is just a drill and will be posted as such. We are trying to find out how good of a job Mr. Christy is doing in Civil Defense and where our weak points are and whate we need to do to react to certain problems if they ever arise. Councilman Sikes suggested that Mr. Christy write to churches and other buildings that have the facilities for this so that they could act accordingly.
