SPECIAL MEETING HELD
DECEMBER 19, 1974
The Special Meeting of the Edgewater City Council was called to
order December 19, 1974 by Mayor David C. Severance.

OLD BUSINESS
Mayor Severance then turned the floor over to City Manager Dale
Bryant to report to the Council his discussions in regards to the
Bulldozer and the sanitary landffll.
Mr. Bryant stated that they are trying to use the backhoe that
we have, sharing time with the Water & Sewer Departments, the
Street Department plus the landfill. This type of work that it
had to go through at the landfill is doing nothing but tearing
it up. He stated that he has gotten a lead on a used bulldozer
that C & C Tractor has in Deland. This bulldozer does not have
the safety cage on it. They loaned us the bulldozer to see first
if it would do the job. We found that it is adequate to do the
job.. They said that they would throw in a rowl bar cage as part
of.the deal. He stated that he was able to negotiate a trade
for the roller that we are trying to sell versis the bulldozer
for $2,000.00. He stated that the salesman said that somewhere
between 300 and 400 hours we could expect to have to install pins
and bushings, and that their company would install them for
$500.00. The possibility of something going wrong with the used
one is greater than a new one. These new bushings would last
about 1,500 hours of working time.
Mr. Bryant stated that if the Council should decide to go along with
the used bulldozer, he is sure that they would g~~e us a bid on how
much they would charge to put in these new pins and bushings so that
we would know right now how much you could expect to spend in the
next 6 months.
Councilman Sikes discussed and compared the used and new bulldozers.
with the Counoil.
The Council then discussed the land fill and the way that they
planned to clear it.
Councilman Dietz stated that we have a whole yard full of equipment
at the garage which we are having trouble with, why should we add
to this. He stated that we should replace this stuff as we go along.
Councilman Dietz stated that if we decide to buy a new bulldozer, we
should have one man to run that machine and no one else.
Mayor Severance stated that he would go along with this but that he
would rather have two men in case one was sick. He stated that we
have an operator III category, which includes the operating of the
drag line, road grater and dozers. He stated that we should also
send them to a safety coarse.

Mr. Bryant stated that if we bid the dozer that means that
these people will at least be one of the biddrs. They have
already agreed that they would take the roller in on trade.
City Manager Bryant requested permission to negotiate with
C & C Tractor on a rental basis on the existing machine. If
they turn out to be the low bidder we pay them.
The Council was in ~greement with this. Mr. Bryant stated that
as far as the specifications what he intends to do is get the
specifications of a Case 350.
15 Min. Councilman Lodico duly made a motion to authorize the City
Manager to advertise for bids for a bulldozer for the City's
landfill, be~ng seconded by Councilman Sikes. Upon roll
call votessaid motion CARRIED.

20 Min Mayor Severance stated that one of the requirements for a land-
fill is to have restroom facilities for the employees working at
the landfill.
Mr. Bryant stated that one of the Edgewater Police Officers owns
a Mobile Horne and would like to move the mobile home to the
sanitary landfill as a watchman. When he is off duty he lives
there and he will ke~p people out on weekends. There was no
further discussion on this matter.
ADJOURNMENT OR RECESS
Councilman Cairnie duly made a motion to adjourn this meeting
being seconded by Councilman Sikes. Upon roll call vote said
motion CARRIED.
