THE CITY COUNCIL MEETING OF THE CITY OF EDGEWATER
REGULAR MEETING HELD
OCTOBER 21, 1974
The Pegular Meeting of the City Council was called to order Monday,
October 21, 1974 at 7 gO P.M. in the Community Center by Mayor
David C. Severance.

Councilman Bevel duly made a motion to accept the minutes of the
Regular Meeting held October 7, 1974, being seconded by Councilman
Sikes. Upon roll call vote said motion CARRIED.

Councilman Lodico made a motion to pay the bills. being seconded
by Councilman Sikes. Upon roll call vote said motion CARRIED.
COMMUNICATIONS
City Manager read a letter from the Merit Board requesting a 5%
cost of living raise for all city employees. He also read a letter
from the City Clerk certifying that there is not enough money
available in the budget for this raise. however after a few months
operation the City Clerk will look over the expenditures and see
if there is any money in the budget at that time for such a raise.
Councilman Bevel made a motion not to give the 5% cost of living
raise to the employees at this time. being seconded by Councilman
Lodico. Upon roll call vote said motion CARRIED.
City Manager read a letter from the Merit Board requesting a change
in Ordinance #874. This is to be taken care of later in the meeting.
City Manager read a letter from Tr.ustees of the Internal Improvement
Trust Fund requesting the city to cease and desist all activities on
the seawall. After much discussion about this matter. Councilman
Sikes made a motion to proceed with the original contract on the
seawall until complete. being seconded by Councilman Bevel. Upon
roll call vote said motion CARRIED.
City Manager read a letter from Hal!fax Marine stating that due to
the poor weather conditions they have not been able to work regular-
ly on the seawall project. but as soon as weather permits the work
will continue.
City Clerk read the following:
Certification of Posting
General Fund fudget Report. Year 1973-74
Clerk's Cash Statement. Year 1973-74
Library Report Year 1973-74
Police Dept. September 1974
Mayor Severance read a letter from Aorida Public Service Commission
in reply to his letter regarding the utility rates. This letter was
read only for the public's interest.

Mayor Severance read a letter from the Regional Administrator of
United States Environmental Protection Agency in answer to his
letter concerning the water situation in Edgewater. This letter
clearly states that the water situation was poor in July of 1972
through June of 1973.
PROCLAMATION
A PROCLAMATION SETTING FORTH OCTOBER 24. 1974 AS UNITED NATIONS DAY.
This Proclamation was read in full by Mayor Severance.
RESOLUTIONS

ORDINANCES
ORDINANCE #894
AN ORDINANCE AMENDING SUB-SECTION 3(c) OF SECTION 15-6 OF THE CODE
OF ORDINANCES OF THE CITY OF EDGEWATER. REPEALING ALL ORDINANCES
AND RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE
DATE THEREFOR.
This Ordinance was read by title only by City Attorney. Joseph E.
Weaver.
Councilman Sikes made a motion to accept this Ordinance. being
seconded by Councilman Bevel. Upon roll call vote said motion
CARRIED.
OLD BUSINESS
City Clerk read a certification of bids received concerning the
new fire equipment. These bids will remain sealed until confir-
mation from the Federal Government about matching funds.
NEW BUSINESS
City Manager Bryant suggested to move the workshop scheduled for
Thursday. October 31. ~t 7:00 to Wednesday. October 30. at 7 DO
in the Community Center. This will be a joint meeting between
the City Council. Zoning & Planning Board and the Board of Adjustment.
Councilman Bevel made a motion to this effect. being seconded by
Councilman Lodico. Upon roll call vote said motion CARRIED.
City f1anager Bryant suggested that the size of the pages of the Charter
and Code be more of a standard size than the previous Charter Book.
He also recommended the council to authorize him to advertise for
bids. (Both size prints to be bid on seperately) Councilman Sikes
made a motion to authorize the City Manager to advertise for bids
of the printing of the Charter and Code. being seconded by Council-
man Lodico. Upon roll call vote said motion CARRIED.
City Manager Bryant stated that he has had discussion with Ch~ef
Katez and Mr. Christy in regard to first aid equipment. He read
a list of such equipment which should be purchased. Mayor Severance
instructed the City Manager to carry out this program.
A question was asked from the audience as to whether the police
officers know how to operate this first aid equipment. The City
Manager stated that he previously sent a memo to the Chief aSking
him to coordinate with Mr. Christy. who provides certain first aid
training courses. and to keep his officers updated in the latest
first aid treatment.

City Manager Bryant read a memorandum regarding the critical
problems with Unit 304 pol tee car. recommending a complete
overhaul of the engine and transmission on this car. Council.
man Lodico made a motion to go ahead with the City Manager's
recommendation, being seconded by Councilman Bevel. Upon roll
call vote said motion CARRIED. '
City Manager Bryant recommend that the council authorize him
to proceed in advertising for a new police car,either a new 1974
or a 1975, whichever comes in with the lowest bid. Councilman
Lodico made a motion to this effect, being seconded by Council-
man Sikes. Upon roll call vote said motion CARRIED.
City Manager Bryant stated that the traffic light at Park Avenue
and U.S.I is in need of repair, and the cost will be close to
$250.00. He recommended that the present system be done away
with and a lopppinductive device be installed, the cost of which
is $480.00. Once this is installed it will not need as much
repair as the present system. At the same time he would recom-
mend the traffic light be raised to meet the minimum required
height which is established by the Department of Transportation.
Councilman Sikes made a motion to authorize the City Manager to
have the new loop inductive system installed, being seconded by
Councilman Lodico. Upon roll call vote said motion CARRIED.
Councilman Bevel made a motion to have the City Manager direct
the appropriate company to raise the traffic light, being seconded
by Councilman Lodico. Upon roll call vote said motion CARRIED.
Councilman Bevel made a motion that since Park Avenue and U.S. I
are County maintained roads, the paid bills for the street light
repairs should be sent to the County and request that they reim-
burse the city for this expense, being seconded by Councilman
Sikes. Upon roll call vote said motion CARRIED.
MISCELLANEOUS
Councilman Lodico stated that someone had questioned him about a
well-payed city employee driving a truck checking the meters.
The person questioned why this expense can't be cut out.
Mayor Severance stated that we are presently looking into purchasing
a small vehcile to be driven by a meter-maid for this purpose
Mayor Severance read a memorandum from the City Manager pertaining
to Evergreen Avenue and the name change of the Street. This is
being looked into by the City Manager.
ANNOUNCEMENTS
Primary Election - 10-22-74 Voting is City wide.
Merit Board Special Meeting on Wednesday, 10-23-74.
Joint workshop meeting with Zoning & Planning Board, Board of
Adjustments, and City Council on Wednesday, October 3D, 1974.
Regular Workshop meeting will follow.
Civil Defense Special Meeting on Thrusday, 10-24-74 7:00 P.M.
