REGULAR MEETING HELD
OCTOBER 7" 1974
The Regular Meeting of the City Council was called to order
Monday, October 7, 1974 at 7:30 P.M. in the Community Center
by Mayor David C. Severance.

APPROVAL or MINUTES
Councilman Bevel dulY made a motion to accept the minutes of
the Special Meeting held September 30, 1974, being seconded
by Councilman Clinton. Upon roll call vote said motion CARRIED.

Library Report
Mayor Severance read a letter from the American ftibiscus Society
expressing their appreciation for having a Proclamation drawn up
setting forth Hibiscus Week.
Mayor Severance read a letter from Mr. Donnie DeLoach, 1818 India
Palm Drive, Florida Shores requesting a permit to use a tool
trailer on his property \'ihile building a home. Councilman
Clinton duly made a motion to go along with this request being
seconded by Councilman Bevel. Upon roll call vote said motion
CARRIED.
Mayor Severance read a letter from Mrs. Ellen Glass, 3129 Willow
Oak Drive, requesting a street light on her street. After dis-
cussion about the cost of pHtting another street light up, etc,
Councilman Bevel duly made a motion that this request be filed
for future street lights to be considered and that the City
Hanager write a letter to Mrs. Glass explaining the Council's
decision, and advise her that Florida Power & Light will place
a light pole on her own property for a monthly charge.

At this time Mayor Severance made a statement to the public and
the press concerning the news item in regards to a dangerous water
situation in Edgewater. He explained that in September of 1973
(thirteen months ago) there was a dangerous water report in-raQe-
water. however Edgewater at present does not have any bad or dan-
gerous water as seen in the papers. Mayor Severance added that
he feels that the manner in which the Environmental Protection
Agency and the State Health Department released this report was
very poor. He stated that he is requesting that the responsible
governmental agency either retract their news release or put.it
into its true respective and clarify it.
RESOLUTIONS
RESOLUTION NO. 539
A RESOLUTION DESIGNATING AND APPOINTING STEVEN KELLEY TO SERVE
FOR THE UNEXPIRED TERM OF KERNETH LITCHFIELD ON THE MERIT BOARD
OF THE CITY OF EDGEWATER. FLORIDA.
This Resolution was read in full by City Attorney Joseph E. Weaver.
Councilman Clinton dulY. made a motion to adopt said Resolution.
being seconded by Councilman Bevel. Upon roll call vote said
moti on CARRIED.
OLD BUSINESS
Mr. Christy gave the Civil Defense Report which covered the
f 0 11 ow i n g :
The plaque for the Fire Department is still being looked into
by the appointed committee.
The E.O.C. building construction will start this week. This
building is being built by Civil Defense volunteers with no
charge to the city. except for the supplies.
Mr. Christy stated that he and the City Manager are working on
quite a few projects.
Councilman Bevel duly made a motion to authorize Briley. Wild &
Associates to do a landfill study for the City of Edgewater. the
amount not to exceed $1.000.00. being seconded by Councilman
Clinton. Upon roll call vote said motion CARRIED.
Councilman Clinton duly made a motion to authorize the City
Manager to prepare documents on the City Barn.
After Mr. Bryant explained the proposed telephone system to be
installed in City Hall. Councilman Bevel duly made a motion to
have same installed. being seconded by Councilman Clinton. .
Upon roll call vote said motion CARRIED.
NEW BUSINESS
Mr. Weaver reported that he has written to Magnuson Corporation
in regard to the current layout of Guava Drive. and its reloca-
tion. He has received no answer yet.
Councilman Bevel duly m me a motion to hire county workers as
poll workers for the elections. being seconded by Councilman
Sikes. Upon roll call vote said motion CARRIED.

MISCELLANEOUS
Mr. Christy asked the council if they could do anything ahout
the ridiculous raise on the utilities. After much discussion
about this among the audience and the council, Mayor Severance
stated that he will write a letter himself.
Mrs. Helen Lovell of Heritage Real Estate asked was the dump
ever closed. Mayor Severance explained that the dump was
closed to the public to go out in their own cars, etc., however
it has not been closed as far as the city trucks using it.
Mayor Severance explained that the temporary use of the dump
now means until the current discrepancies are corrected the
dump can only be used temporarily and could he closed at any
time. Once these discrepancies are corrected the dump can
be reopened.
Mrs. Lovell requested to go on record that she and a few others
present at the meeting are opposed to reopen the dump; that
they feel that a larger area is needed.
Mayor Severance stated that the City has to go to the more
economical choice about the landfill.
There was much discussion from other members of the audience
about this landfill. Mayor Severance explained that under
proper management and supervision the dump will not have to
be a problem where it is.
Mrs. Woodard asked if the City of Edgewater is glvlng any
money to the City of New Smyrna Beach for the crossing signals
on Tenth Street which they are about to invest in. The answer
was that the City has only been contacted verbally about this
and it has not been discussed at a workshop yet.
Mr. Christy announced that the Civil Defense, Fire Department
and Police Department will have civil defense movies in the
Community Center on Monday, October 14th at 7:00 P.M.
Rev. Allen asked if the paper was correct in that when the new
water plant is completed there will be no water hill raises?
Mr. Weaver answered that he was the one being quoted in the
paper, and his statement(and as the paper printed it)was that
"IT APPEARED THAT THERE WILL NOT RE A RAISE NECESSAPV."

Councilman Bevel duly made a motion to adjourn this meeting,
being seconded by Councilman Clinton. Upon roll call vote
said motion CARRIED.
