SEPTEMBER 16, 1974
Mayor Severance called the Public Hearing to order at 7:00 P.M.,
September 16, 1974.

Mayor Severance read the information letter which was read ~t
the first Public Hearing on Millage. The floor was then open
for questions on each pap,e at a time.
Mr. Cairnie asked about the surplus left over from 1973 and 1974.
Mayor Severance explained the several different items which these
funds were spent on.
Mr. Opel asked about Collective Bargaining in Edgewater.
Mayor Severance explained that the State of Florida has recently
passed a Collective Bargaining Act, which allows all city employees
to unionize if they wish.
tvlrs. Murphy asked about Federal Revenue Sharing and its roll in
keeping the taxes down. There was some discussion about this.
Councilman Lodico duly made a motion to recess the Public Hearing,
being seconded by Councilman Clinton. Upon roll call vote said

CALLED BACK TO ORDER
The discussion about Federal Revenue Sharing continued \~ith
Mrs. Murphy for a few more minutes.
At this time, Mr. Cairnie was given the floor to give the
Council the Edgewater Civic Association's suggestions for cutting
the budget, which. are as follows:
City Clerk's salary could he cut $4,000.00 or $5,000.00.
Collective Bargaining could be cut $11000.00.
City Hall new equipment could be cut ~1,000.00.
Part maintenance could be cut $5,000.00.
Street lighting program could be cut $5,000.00.
Civil Defense could be cut $1,000.00.
Planning Board could be cut $1,000.00.
Library Building Fund could be cut $3,000.00.

Each one of the above items was discussed thoroughly among
the Council members and the audience.
Mayor Severance stated that it is the Council's intention, if
at all possible. to get the addition to the Library, hecause
it is badly needed. There Nas much discussion at this time
about the amount of money originally spent on the Library when
it was built.
Mrs. Woodard asked if anything was going to be done about the
monies appropriated for the lifeguards, etc. Mayor Severance
explained that the City ~'Ianager has been instructed to write
a letter to the County Manager requesting, instead of an ap-
proved budget, a line item of actual expenditures. Also, there
are a few questions to be answered hy the County regarding paving
of certain streets in Edgewater. This information 'viII he dis-
cussed as soon as it is received. (Tape I Side B ends here)
Mr. Armstrong stated that there is no reason why the County
cannot give the City an itemized account of the monies going
out of the City into the County.
Councilman Bevel duly made a motion to adjourn the Public
Hearing, being seconded by Councilman Sikes. Upon roll call
vote said motion CARRIED.
