Councilman Bevel duly made a motion to adopt the minutes of the
Public Hearing, September 3, 1974 and the Regular Meeting, Sept-
ember 3, 1974, being seconded by Councilman ClintonT. Upon roll

Councilman Clinton duly made a motion to pay the bills,being
seconded by Councilman Lodico. Upon roll call vote said motion
CARRIED.

Police Department Report
Library Report
A rather lengthy letter from Mrs. Thelma Katez was read by Mayor
Severance. This letter stated her own personal feelings in reRsrds
to the hard '.,.flrk done by our council and the little appreciation
shown to them, especially during tax increase time. She also
complimented the Police and Fire Departments on their efficient
work.
Mayor Severance stated that the League of Municipalities will
meet Thursday. September 19 at the Sheradon Inn, Highway 44, and
I 4, at 7:00 II.M. Council members who wish to attend should
let the City Clerk know.
A Petition 'vas read from residents of Otter Drive requesting
the City NOT to pave Otter Drive.
Councilman Bevel duly made a motion recognize and honor this
request and put it on file, being seconded by Councilman Clinton.
Upon roll call vote said motion CARRIED.
The Resignation of Officer Thomas fl. Sheldon was read by the
Mayor. Councilman Bevel duly made a motion to accept this
resignation, being seconded by Councilman Lodico. Tlpon roll
call said motion CARRIED.
At this time there was some discussion with the Chief of Police
about the training of the police officers, etc. (Tape II Side A

Mayor Severance asked who plans to attend the Planning & Zoning
Seminar, September 25th. Anyone wishing to go~ please notify
the City Clerk.

ERTY BEING DESCRIBED IN THE TEXT OF THIS ORDINANCE, AND PRO-
VIDING AN EFFECTIVE DATE THEREFOR.

reading of this Ordinance, being seconded by Councilwan

OLD BUSINESS
At this time the City Clerk opened three bids received for
the City Barn. The bids were as follows:
Ray Smith's bid in the amount of $61,000.00
Lin Construction Company's bid in the amount of $67,700.00
W. D. Dupont & Sons' bid in the aMount of $67,895.00
City Manager Bryant and Architect Robert Howard at ,this time
were asked to look these bids over during the rest o~ the
meetinp, and come back with some suggestions for the council.
At this time Mr. Weaver, City Attorney Rave his opinion on
the competitive bids on health insurance.ea copy of this

Mr. John Earls, Insurance Agent of Record was given the floor
and he explained they policy which he feels will be the hest
for the city employees. (Tape III Side A ends here)
Mr. Earls stated that he will meet with each individual em-
ployee and each person will receive his own policy.
Councilman Revel duly made a motion to accept ~r. Ea~ls
recommendation of Time Insurance Company for the City Employees,
being seconded by Councilman Clinton. Upon roll call vote said
motion CARRIED.
Councilman Bevel duly made a motion to purchase one Americ8n
Motors Matador Police Special in the amount of $3,000.00, being
seconded by Councilman Clinton. Upon roll call vote said motion
CARRIED.
At this point in the meeting Mayor Severance stated to the
audience that the City Manager has heen with us for approximately
two weeks and he has saved the city $2,862.00.
Councilman Bevel duly made a motion to teject the hicls of
$9,000.00 which were received at the last meeting for the
police car, being seconded by Councilman Clinton. Upon roll
call vote said motion CARRIED. r.ouncilman Sikes voted NO.
Councilman Bevel duly made a motion to adopt the street lights
as proposed at the workshop meeting and listed on the worksheet,
being seconded hy Councilman Clinton. Upon roll call vote said
motion CARRIED.
At this time Chief Katez presented the Council with a recommendation,
for a new police officer. He explained that he and the City Manager
checked out this man's record and background character, credit, etc.
Councilman Sikes duly made a motion to accept this recommendation,
being seconded by Councilman Clinton. Upon roll call vote said
motion CARRIED.
Councilman Bevel duly made a motion that the City purchase a full
page ad to tha New Smyrna Senior High annual, being seconded by
Councilman Clinton. Upon roll call vote said motion CARRIED.
Councilman Sikes duly made a motion to accept Federal Revenue
Sharing Audit, beinR seconded by Councilman Clinton. typon roll

Mr. Howard. Architect was given the floor to discuss what he
and Mr. Bryant, City Manager, decided about the bids on the
City Barn. Mr. Howard explained that he feels that the bids
are about $20,000.00 or so too high. However that he feels he
could negotiate with the low bidder and see if his bid could
be brought down quite a bit, or at least get an idea of where
the high cost is coming from.
CouncilmanClinton duly made a motion that the architect and
City Manager meet with the low bidder and neeotiate )'eduction
of the cost and a special meeting will be set up on Tuesday,
September 24th, in the ~fayor' s office, heing seconded hy
Councilman Lodico. Upon roll call vote said motion fARRlrn.
ANNOUNCEMENTS
Zoning Seminar - Sept. 24, 1974 in Ormond Beach. Get in touch
with City Clerk if you plan to attend.
Special Council Meeting, September, 30, 1974 in the Community
Center at 7:30 P.M. for all end of the year business and to
certify all candidates for the office of Councilmen from Zone
Two and Zone Four.'
Petitions for Candidates must be returned to the office of the
City Clerk no later than September 26, 1974.
