The Regular Meeting of the City Council was called. to order
Tuesday, September 3, 1974, at 7:30 P.M. in the Community
Center by Mayor David C. Severance.

Councilman Bevel duly made a motion to recess this Rep,ular
Meeting, heing seconded hy Councilman Clinton. "pon roll

Councilman Bevel duly made a motion to approve the minutes of
the Special Meeting, August 8, 1974, heing seconded by Council-
man Lodico. Upon roll call vote said motion CARRIED.

the Regular Meeting, August 19, 1974, heing second.ed by Council-
man Clinton. Upon roll call vote said motion CARRIED.
Councilman Bevel duly made a motion to approve the minutes o,f-

Councilman Sikes duly made a motion to pay all bills, being
seconded by Councilman Clinton.
Councilman Bevel asked a question about the bill from Robert
Howard. The motion and second were withdrawn.

At this point Mr. Howard was given the floor and he presented
the council with another bill, which is to replace the bill
previously read. After much discussion a meeting was set up
with the city manager, mayor, city attorney, Mr. Howard and
any other council member wishing to be present, in the city
manager's office Wednesday, September 3, 1974, at 2:00P.M.
Councilman Bevel duly made a motion to pay all the bills,
including this new bill from Mr~ Howard contingent upon the
satisfaction of the requirements placed upon him, being
seconded by Councilman Sikes. Upon roll call vote,said
motion CARRIED. Councilman Lodico voted NO.
OFFICERS REPORTS
Certification of Posti~g
COMMUNICATIONS
The City Clerk read a letter from Mr. Litchfield resigning
from the Merit Board.
Councilman Bevel duly made a motion to accept this resignation
with regret and notify the city employees to elect another
representative for the Merit Board, being seconded by Council-
man Lodico. Upon roll call vote said motion CARRIED.
The City Clerk read a letter of appreciation from the Humane
Society due to the increase in their monthly allocation.
The City Clerk read a letter from Malcom K. Jones, from the
Seventh Judicial Circuit Court, stating that all municipal
courts will be abolished as of January 1, 1977. This letter
asked for the city to indicate whether it will wait until this
date to phase into the County Court system or if the city will
be interested in- phasing in before January 1, 1977. Council-
man Lodico duly made a motion that the City not phase in until
January 1, 1977, being seconded by Councilman Sikes. Upon roll
call vote said motion CARRIED.
The City Clerk read a letter from Mr. Robert H. Christy resigning
from Civil Defense Coordinator. Councilman Bevel dulv made a
motion to reject this letter of resignation, being seconded by
Councilman Sikes. Upon roll call vote said motion CARRIED.
PROCLAMATION
A PROCLAMATION PROVIDING FOR THE CALLING AND HOLDING OF A
GENERAL ELECTION FOR THE OFFICE OF CITY COUNCILMAN FROM
ZONES 2 AND 4, RESPECTIVELY OF THE CITY OF EDGEWATER,FLORIDA
AND A PRIMARY, IF NECESSARY, IN THE CITY OF EDGEWATER.
This Proclamation was read in full by the City Attorney,
Joseph E. Weaver.
Councilman Lodico duly made a motion to adopt this Proclamation
being seconded by Councilman Clinton. Upon roll call vote said
motion CARRIED.

ORD. NO. 889
AN ORDINANCE AMENDING SECTION 2-1 OF THE CODE OF ORDINANCES
OF THE CITY OF EDGEWATER, FLORIDA, BY ADDING A SECTION 2-1A
TO PROVIDE FOR THE HIRING OF NORMAN DALE BRYANT AS CITY
MANAGER OF THE CITY OF EDGEWATER, FLORIDA,SETTING FORTH HIS
DUTIES, RESPONSIBILITIES AND COMPENSATION, REPEALING ALL
ORDINANCES AND RESOLUTIONS IN CONFLICT HEREWITH AND PROVIDING
AN EFFECTIVE DATE THEREFOR.
The above Ordinance was read by title only by the City
Attorney, Joseph E. Weaver.
Councilman Lodico duly made a motion to adopt said Ordinance
being seconded by Councilman Clinton. Upon roll call vote
said motion CARRIED.
There was a request from the audience that the Ordinance be
read. Mayor Severance then read said Ordinance.
At this point there was much discussion about the City Manager's
duties and the City Clerk's duties.
ORD. NO. 890
AN ORDINANCE APPROPRIATING REVENUE TO BE COLLECTED FOR THE
WATERWORKS AND SEWER SYSTEM OF THE CITY OF EDGEWATER, FLORIDA
FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1974 AND ENDING
SEPTEMBER 30, 1975 TO THE VARIOUS ITEMS OF THE WATERWORKS
AND SEWER SYSTEM BUDGET.
The above Ordinance was read by title only by the City Attorney,
Joseph E. Weaver.
Councilman Sikes duly made a motion to adopt the Ordinance
being seconded by Councilman Clinton. Upon roll call vote
said motion CARRIED.

AN ORDINANCE SETTING A TENTATIVE BUDCET APPROPRIATING R.EVENUES
TO BE COLLECTED FOR THE CITY OF EDGEWATER, VOLPSIA COUNTY,
FLORIDA FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1974 AND
ENDING SEPTEr-"mER 30, 1975 TO THE VARIOUS ITH1S or THE CITY
BUDGET.

Councilman Clinton duly made a motion to adopt the Ordinance

AN ORDINANCE AMENDING SUB-SECTION A-I OF SECTION 2-35 OF
THE CODE OF ORDINANCES OF THE CITY OF EDGEWATER, TO PRO-
VIDE FOR REGULAR MEETINGS TO BE HELD ON THE FOLLOWING
WEDNESDAY AFTER ANY FIRST OR THIRD MONDAY WHICH IS A
NATIONAL HOLIDAY, REPEALING ALL ORDINANCES AND RESOLUTIONS
IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE
THEREFOR.

Councilman Clinton duly made a motion to adopt said Ordinance
being seconded by Councilman Bevel. Upon roll call vote said
motion; CARRIED.
ORD. NO. 893
AN ORDIN^,1>..JCE AMENDING SUB-SECTION I OF SECTION 15-3 OF THE
CODE OF ORDINANCES OF THE CITY OF EDGEWATER, TO PROVIDE THAT
THE MEMBER OF THE MERIT BOARD APPOINTED BY THE CITY SHALL NOT
BE REQUIRED TO BE A RESIDENT OF THE CITY OF EDGEWATER, RE-
PEALING ALL ORDINANCES AND RESOLUTIONS IN CONFLICT HEREWITH
AND PROVIDING AN EFFECTIVE DATE THEREFOR.
The above Ordinance was read by title only by the City Attorney
Joseph E. Weaver.
Councilman Bevel duly made a motion to adopt said Ordinance
being seconded by Councilman Clinton. Upon roll call vote
said motion CARRIED.
OLD BUSINESS
Councilman Bevel duly made a motion that the Cameron Trailer
Park be charged fees as stated in the Ordinance, being seconded
by Councilman Clinton. Upon roll call vote said motion CARRIED.
Councilman Lodico duly made a motion that the City }1anap,er and
Mayor look into the situation of an emergency water hookup with
New Smyrna Beach, which is to be discussed at another meeting,
being seconded by Councilman Revel. Upon roll call vote said
motion CARRIED.

At this time, Mrs. Baker from the audience que~tioned the council
as to why her husband could not park his semi-truck in their front
yard. Mayor Severance explained the rezoning of the city to her,
trying to point out the danBer of a truck of this size heing
parked in a residentially zoned area.
There was much discussion on this matter, and it will be dis-
cussed at the next workshop meeting as to whether the zoning
ordinance should be changed to allow trucks of one ton or more
to be parked in residential areas.
Councilman Bevel dulY made a motion to advertise for bids on a
Civil Defense Warnin~ System, said bids to be returned by
October 21, 1974, providing that the bids will not be opened
until we get confirmation from the government that they will
give us the matching funds for this purchase, being seconded
by Councilman Clinton. Upon roll call vote said motion CARRIED.

Councilman Bevel duly made a motion that the city advertise
for bids for an Electronic Communications System, bids to
be returned by October 21, 1974, providing that the bids will
not be opened until we get confirmation from the government
that they will give us the matching funds for this purchase,
being seconded by Councilman Clinton. Upon roll call vote
said motion CARRIED.
Councilman Lodico duly made a motion to loan R $ R Account
$10,000 from Revenue ~und until end of September, being
seconded by Councilman Clinton. Upon roll call vote said
motion CARRIED.
MISCELLANEOUS
The City Clerk informed the council that there was only one
bid for police cars.
Councilman Sikes duly made a motion to open the bid, being
~econded by Councilm~n Bevel. Upon roll call Vote said
motion CARRIED.
Mayor Severance read the bid from Chrysler Corporation in
New Smyrna Beach in the amount of $9,992.00 for two police
cars.
Councilman Clinton duly made a motion to accept the bid con-
tingent upon verification of the exceptions and the specifi-
cations in review by the City Manager and Chief of Police.
Upon roll call vote said motion CARRIED. Councilman Bevel
voted NO.
ANNOUNCEMENTS
Open House to meet new City Manager on Sunday, September 8, 1974
in Community Center from one to four...Members of City Boards are
to come from one to two o'clock. EVERYONE IS WELCOME.
Petitions for Councilman for Zones Two and Four may be picked
up from the City Clerk on Friday, September 6, 1974 and must
be returned by 4:30 P.M. on September 26, 1974.
Zoning Seminar - September 25, 1974 in Ormond Beach. Get in
touch with City Clerk if you plan to attend.
Public Hearing - Millage - September 16, 1974 in Community
Center at 7:00 P.M. before the next Regular Council Meeting.
Special Council Meeting, September 30, 1974 in the Community
Center at 7:30 P.M. for all end of the vear business and to
certify all candidates for the officeof'Councilman from Zones
Two and Four.

Councilman Bevel duly made a motion to adjourn this meeting
being seconded by Councilman Clinton. Upon roll call vote
said motion CARRIED.
