PUBLIC HEARING
MILLAGE
SEPTEMBER 3, 1974
Mayor Severance called the Public Hearing to order at 7:00 P.M.,
September 3, 1974.

Mayor Severance read the information letter ( a copy of which
is attached to these minutes). The floor was then open for
questions on each page at a time.
Walter Gross stated that in his opinion the rolling back of
the millage is just a Rimmick and the citizens are going to
pay the same amount of taxes no matter how the millage is set.
Alice Murphy asked whether the surplus from last year~was re-
appropriated and applied to this years budget. She was answered
by the Mayor that the surplus has to be carried over to this
years budget.
Mr. Cairnie read a letter from the Edgewater Civic Association
opposing the property tax increases of any kind and disagreeing
with the money being spent on recreation, salary raises and a
ne,,, barn.
Councilman Bevel duly made a motion to

Mayor Severance continued on page three of the attachments
to the information letter.
Mrs. Woodard made a statement that she represents another
group, and she is for a tax increase if it is going to he
for the betterment of the community. She also stated that
if more people would come to the regular meetings and see
what is going on in the city they might understand the tax
increase.
The salaries of the city clerk, city manager, and city attorney
were questioned from various members of the audience.
Road p~ving was discussed at length from various members of the
audience.
Mrs. Murphy asked about the recreation expenses. Cduncilman
Bevel answered her questions about the city hall park and it's
upkeep, etc.
Mr. Taylor questioned the jump in expense for Civil Defense.
Mr. Christy explained that as long as t]le city has a Civil
Defense program, quite a few purchases of needed equipment
can be made for a lot less money, because you can get feeeral
aid.
Mr. Armstrong made a lengthy statement requesting that the
mayor and councilmen, together with the city manager look
over the millage again, etc., and that they try to trim the
budget.
Councilman Sikes suggested to Mr. Armstrong that he sould go
to the county and talk to them about this.
At the end of this hearing, Councilman Bevel stated that the
pay raises that were being complained about have helped secure
the city employees in their jobs, and therefore, the city is
keeping good employees who before they were losing.
Mayor Severance stated that the betterment in recreation for
use by the youth as well as the senior citizens is essential
for the community. Also, that the money being spent for a
city barn is necessary and will cut the cost of repairs on
the equipment that is now having to sit out in the weather
all the time.
Mayor Severance announced that this is only one of two public
hearings on millage and everyone should hold on to the infor-
mation letters and bring them to the second public hearing,
September 16, 1974 at 7:00P.M.
Councilman Lodico duly made a motion to adjourn this Public
Hearing, being seconded by Councilman Sikes. Upon roll call
vote said motion CARRIED.
The Public Hearing adjourned at 8:40 P.M., September 3, 1974.
