AUGUST 22, 1974
The Public Hearing on Paving was called to order by Mayor David C.
Severance at 7:00 P.M. Thursday, August 22, 1974.

Mayor Severance stated that the purpose for this meeting is to discuss
with the Public the intent of the City Council to expend some funds in
the area of paving, some $20,000.00. We would like to discuss with the
public as to the manner in which we will pave. This is new paving
not resurfacing. In the past this has been handled in an Ordinance.
He read from the ordinance on paving in 1966, this is the last time
that any new paving has been done in Edgewater. He then opened up to
the Council for any suggestions or comments that they might have in
regards to paving.
Councilman Sikes suggested that through the petitions that we have on
file for streets in the City to be paved now, that we contact all property
owners of those particular roads, and advise them that a deposit based
on a estimated figure, be left at City Hall and upon receipt of all
property owners deposit then the City would contract out and have the
road paved.
Mayor Severance stated that Pine Avenue was the oldest petition. He
stated that he felt that the Council should go by the populated areas
along with the dates of the petitions.
Mrs. Phyllis Woodard asked if the County would match the City $20,000.00.
Mayor Severance stated that NO, now they wou~dt, not under this new
County Charter, they give us nothing.
Mayor Severance stated that New Smyrna had stated that they would in~
fact be more than happy to come to Edgewater after they had finished
their paving program and do paving in Edgewater at cost just to keep
their equipment in shape and to keep their personnel up on their
paving. Then after we discussed this matter, New Smyrna had the energy
C~iSW5. He stated that it would be wise to recontact New Smyrna and
maybe work something out for the next years budget.
Mayor Severance stated that these petitions are realitively old, and
instructed the City Clerk to contact each and everyone on these petitions
to varify that they still reside at that residence. If not then we
will have to go back and see who lives there.
Councilman Bevel stated that Mr. Watson, who lives on PiDe Ave. contacted
him indicating that he would be willing to get another petition signed
if necessary.

Mayor Severance stated that this paving is going to be handled on
a third, third and third basis. 1/3 to the City, 1/3 to each
p:roperty owner.
Mayor Severance stated that if we didn't utilize the $20,000.00 that
we have now in this budget, if we took that and utilized it for
resurfacing of about 3 streets, then next years $20,000.00 we could
use for new streets. The Council discussed sandsealing of streets.
Mayor Severance then read a petition that the Council received from
the home owners on Lime Tree Drive. There were seven signatures on
the petition. This petition will be put in the file with the others.
Councilman Sikes suggested that the Council consider using the money
that we have in this years budget to patch up and repair and get in
condition as much as we can the paved roads that we have, then by
that time we will have our ordinance into effect and various people
can get the property owners together with their petitions. Then
right at the first of our new budget year we can get into paving.
Mayor Severance stated that he would like an agreement with the
Council that in fact in the month of October we will in fact do
some new paving inp the City of Edgewater. With the money that is in
there now we can use to sand seal and resurface. He asked the
Councilmen to go out and take a look at Oakridge and Highland Avenues.

Councilman Lodico duly made a motion to adjourn this Public Hearing,
being seconded by Councilman Clinton. Upon roll call vote said motion
CARRIED.
