PUBLIC HEARING - TAX RATE & BUDGET
HEARING HELD
AUGUST 8, 1974
The Pulbic Hearing on the Tax Rate and the Budget was called
ot order by Mayor David C. Severance, Thursday, August 8, 1974
at 7:20 P.M.

Mayor Severance explained tha the reason for this Public Hearing
is to discuss the ad valorem tax levy, and the budget.
Mr. Dana Armstrong stated that he felt that this Public Hearing is
premature. He then read from the charter. He explained that
until such time that the Council has set a tentative budget and
adopted it, there should be no Public Hearing.
Mayop Severance stated that they had planned to discuss the budget t~
tonight, in detail, then on the 19th we can have the Resolution
of intent to forward for certification. He stated that he is
going by what the Ctiy Attorney said that in fact they could have
this Public Hearing tonight to discuss this budget and to set a
tentative Du~get, then on the 19th pass the resolution of in~ent
setting the millage of which we will discuss tonight and then
forward it for certification.
Mr. Taylof then asked for the floor stating that this Public Hearing
could not be held due to the fact that a quarter page advertisement
had not been used. He then read to the Council about this advertise-
ment. He stated that he calledTTallahassee and questioned this
quarter page advertising.
Mayor Severance stated that the City Attorney and the City's
Auditors, May, Zima & Assoc. instructed that the advertisement
be advertised as it was. He stated that he was very upset with
the information that the City Attorney and the Auditors gave him,
and felt that they had been misguided.
The Council then set a date for the next Public Hearing. It will
be held prior to the regular meeting August 19, 1974 at 6:30 P.M.
Mayor Severance stated that for the benefit of the people that
are here, they would go over the budget, then take action on it
August 19th. The Council then ran through the Budget.
ADJOURNMENT OR RECESS
Councilman Clinton duly made a motion to adjourn this meeting,
being seconded by Councilman Bevel. Upon roll call vote sai&
motion CARRIED.
