The Regular Meeting of the City Council was called to. order
Monday, August! 5, 1974 at 7:30 P.M. in the Community Center
by Mayor David C. Severance.

Councilman Lodico duly made a motion to approve the minutes of
the Regular Council Meeting July 15, 1974 as read, being seconded
by Councilm~n 'Sikes. Upon roll call vote said motion CARRIED.
Councilman Bevel duly made a motion to approve the minutes of
the Pub lie Hearing on Garbage & Trash Rate Increase, ,July 18,
1974 as read, being seconded by Councilman Sikes. Upon roll
call vote said motion CARRIED.

At this time Mayor Severance turned the floor over tolnr. Tom
Kelly, County Manager who discussed numerous items of ' interest
to the public. The main point of interest which was discussed
is the garbage<and trash situation in the county. Various
members of the-council and the audience asked questions of
Dr. Kelly on this subject. l

Councilman Lodico asked a question concerning the proHlem of
certain roads needing to be paved in Edgewater and whether in
the near future any of these roads would be paved. Dr. Kelly
answered that the major roads will have to be paved first.

Councilman Clirlton asked whether there are any county 'funds
which will be 6ffered to our library. Dr. Kelly info~med the
council that the county only. offers funds to the library system
for maintenance. They will also supply personnel and books.

At the closing: of Dr. Kelly's discussion, the New Smyrna
Beach councilm.n from the audience and the Edgewater City
Councilmen asked Dr. Kelly to set up a meeting with the
Councils of Ne~ Smyrna Beach, Oak Hill and Edgewater
either Wednesday, August 7th or Monday, August 12th to
discuss the Vo~usia landfill problem.

COMMUNICATIONS;
,
The City Clerk, read three letters from the Chief of PCJlice,
commending Officer Kelly, Officer Rickelman and Officer
Sheldon for th~ir performances in the face of extreme
tragedy in the case of Richard Lee Petty, age 3 1/2, who
sufficated in his sleep.
Mayor Severance stated that these letters are for the public's
information anp interest.
The City Clerk read a letter from E. H. Ragan Mayor of the
City of Brooksville, Florida, attempting to organize a small
league of cities.

Mayor Severance stated that this communication was discussed
and the CounciJ decided that they are interested in contacting
Mr. Ragan and get some more information from him.

The City Clerk, read a letter from Green Acre Nursery with
three proposals on the library sod and sprinkler systems.
Councilman Bevel duly made a motion to table this until a
later date, being seconded by Councilman Sikes. Upon roll
call vote said motion CARRIED.
The City Clerk read a letter from Indian River Baptist Church
requesting permission to use a trailer as a tool shed until
the Reverends house is completed.

Councilman C~inton duly made a motion to grant the pel~ission,
seconded by Councilman Sikes. Upon roll call vote said motion
CARRIED. Councilman Bevel voted NO.

The City Clerkiread a letter from Zoning and Planning Board
requesting they be placed on the budget. ~

Mayor Severance stated that~the Council acknowledges.this
correspondence, but that no further action need be taken at
this time.
The City Clerk-read a letter from Briley Wild and Associates
in regard to Chmeron trailer park requesting for sewer and
water allocation.
Mayor Severanc~ turned the floor over to Rick Fernandez, who
explained that~the sewer plant capacity is at a critical point
and expansion ls a necessity.
Councilman Bevel duly made a motion to authorize our ~ngineer
to request an adjustment in the budget for $700,000.00 to
incorporate anB include expansion for the sewer system as
adequate fundsJfor that purpose, being seconded by Councilman
Sikes. Upon roll call vote said motion CARRIED.

The City Cler~ read a letter from the Zoning and Planning
Board requesti~g that the city annex the property Eas~ of
U.S. 1, South of Friendly Shores Mobile Home Park and North
of Pyramid Mobile Home Park into the city limits.

The City Clerk~ read a petition from the property ownevs not
wanting to be annexed into the city limits.

Councilman Beval duly made a motion not to accept the recom-
mendation of t~e Zoning and Planning Board to annex,being ·
seconded by Councilman Sikes. Upon roll call vote said
motion CARRIED'.
Councilman Bevel suggested contacting Mr. Hammel and explaining
the situation ~o him that some of the property owners,in that
area did not want to be annexed, however if he still wishes to
be annexed it could be done.
City Clerk read a letter from the Zoning and Planning Board
recommending tnat the City Council accept the Sign Ordinance
with minor corlections. \

Mayor Severance acknowledged receipt of this letter.

The City Clerk, read a letter from the members of the Hdgewater
Businessman's & Citizens Committee requesting the opportunity
to be heard at, the next meeting of the City Council in regard
to the Sign Ordinance.

The City Clerk read a letter from Chief Katez recommending that
Sgt. Mc Call be promoted to Lt. retroactively to the 2nd day of
August.

Councilman Cli~ton duly made a motion to that effect; being
seconded by Councilman Bevel. Upon roll call vote the said
motion CARRIED\
Mayor Severance outlined a letter from the Humane Soci.ety, which
it was decided'to table for a later date. ~

Councilman Clinton duly made a motion to table the Humane
Society letter-until a later date, being seconded by Councilman
Bevel. Upon roll call vote said motion CARRIED.

BY THE MERIT BOARD OF THE CITY OF EDGEWATER, FLORIDA AND RE-
PEALING ALL ORPlINANCES AND RESOLUTIONS IN CONFLICT HEREWITH,
AND PROVIDING ,W EFFECTIVE DATE THEREFOR.

After much discussion on the above Ordinance Mayor Severance
called for a roll call vote. Upon said roll call vote said
Ordinanced was'passed. Councilman Bevel voted NO. ~

time called for a five minute recess.

CONFL CT HEREW TH, AND PROVIDING AN EFFECTIVE DATE THEREFOR.
The above Resolution was read in full by City Attoney Joseph E.
Weaver.
There was much. discussion on this Resolution.
Councilman Cli~ton duly made a motion to adopt said Resolution
as read, being seconded by Councilman Sikes. Upon roll call
vote said motion was CARRIED. Councilman Lodico voted NO.
ORDINANCE

ORDINANCE NO. 883 AN ORDINANCE OF THE CITY OF EDGEWA~ER, FLORIDA,
REGULATING THE. CONSTRUCTION, MAINTENANCE, OPERATION, l!OCATION AND
SAFETY PRINCI PILES OF ALL SWIMMING POOLS IN SAI D CITY;, PRESCRIB ING
STANDARDS AND REQUIREMENTS FOR THE CONSTRUCTION, MAINTENANCE, OP-
ERATION, LOCATION AND SAFETY OF SWIMMING POOLS AND SWIMMING POOL
EQUIPMENT AND APPARATUS; AND PRESCRIBING THE DUTIES AND RESPONSI-
BILITIES OF THE BUILDING OFFICIAL WITH REFERENCE THERETO; PRE-
SCRIBING PENALTIES FOR VIOLATION AND FURTHER PROVIDIN(; AN EFFECTIVE
DATE THEREFOR.
The above Ordinance was read by title only by City Attorney
Joseph E. Weaver.

read being seconded by Councilman Sikes. Upon roll call vote
said Ordinance. was adopted.

Councilman Lodico duly made a motion to table the Barn specifi-
cations for the next workshop, being seconded by Counselman
Clinton. Upon roll call vote said motion CARRIED.
Councilman Sikes duly made a mqtion that prior to the next work-
shop, Councilman Bevel and Councilman Lodico have a meeting to
discuss the new Barn, being seconded by Councilman Clinton.
Upon roll call'vote said motion CARRIED.

agent of record for Insurance .being seconded by Councilman
Clinton. Upon ~roll call vote said motion CARRIED.

Councilman Bevel duly made a motion to advertise for two
police care onl September 3, 1974 being seconded by
Councilman Clinton. Upon roll call vote said motion
CARRIED. I
Councilman Bevel duly made a motion to advertise the Public
Hearing on Paving, August 22, 1974 at 7:30 P.M. being seconded
by Councilman Lodico. Upon Toll call vote said motion CARRIED.

Councilman Clinton duly made a motion to pay the bill to
Vito Castellano for painting the chairs, etc. in the community
center being s~conded by Councilman Bevel. Upon roll call vote
said motion CARRIED.

system tonight. and would like to know if they like it and
are going to purchase it.
