Chairman Wolfe stated that each person will have a chance to
speak for 3 minutes for or against the subject. After each
reading of each district, the board will vote for or against
it. Questions will be answered as we go along.

ITEM #1 CONSERVATION DISTRICT - description read by Chairman Wolfe,
page 26 of Ordinance.
The Zoning and Planning Board started with the Conservation District.
Intent: The intent is to protect developers and property owners
from investing in land an improvements which may be located on
land which is subject to flooding or part of the City's natural
drainage system.
Permitted Uses: Open agricultural uses, fishing, picnicing,
Public parks & playfields, exhibits, horseback riding, nature
trails, nurseries for growing plants but not sales, Public
utility lines and facilities.
Accessory Uses: Non-residential agricultural buildings and rec-
reation facilities related to the permitted uses.
Dimensional Requirements: * Refer to Ordinance
Maximum building height be 35 feet above grade of Mango Tree Drive.
Mr. Nichols made a motion that the board accept this proposal,
being seconded by Mr. Mc Callister. Motion passes.
ITEM # 2 SINGLE FAMILY RESIDENTIAL DISTRICT - description read
by Chairman Wolfe
Intent: The intent of the Single Family Residential Districts
are intended as single family residential areas for low to
medium population densities. Within the areas designated for
these single family uses, existing development and usage has
resulted in three general single family areas which are being
preserved in order to stabilize the neighborhood. A side
from stabilizina these three areas, the nature of the residential
use of the prop~rty throughout the general area will enhance the
prospects for future residential development in an orderly manner.
No single family dwelling shall exceed two streies.

Permitted uses: facilities owned and operated by Federal, State,
County or Municipal government; playfields, public parks, recreation
buildings, and single family dwelling units.
Permitted Accessory Uses: Home occupations as defined in Art. 11, etc,
Special Exceptions: schools & churches provided all structures are
located at least thirty-five feet from all side or rear property
lines and off street parking areas abutting residential property
are screened by a buffer as defined in Article 11.

being seconded by Mr. Mackip. Motion passes 5 to 2. Mr.
Brittinaham and Mr. Mc Callister voted against.

beinG seconded by Mr. Nichols. Motion passes with a 7-0 vote.

Mr. Mc Callister made a motion that Oak Ridae, Wildwood, &
Highland Streets be zoned R-3, being seconded by Mr. Brittingham.
Motion passes 7-0.
Chairman Wolfe recessed this hearing at 8:30 P.M. then called
back to order at 8:45 P.M.
R-5 r~ULTI-FAMILY DISTRICT - Description read by Chairman Wolfe.
Intent: The P-5 is intended to be a low density multiple family
residential district. It is suitable for large and small land
narcels and is primarily useful as a buffer between single family
and business districts and/or older residential areas.
Permitted Uses: Dunlex and Multi-family dwellinqs including
townhouses, anartments and condominimums and cluster housing
development projects provided they meet the requirements and
plan arnroval procedures specified in Ordinance.
Special Exceptions: Churchps, nursing homes, semi-public and public
clubs, roomina and board homes, garage apartment, nursery school or
day care centers.

Mr. Brittingham..made a motion to accept R-5 as read, being seconded
by Mr. Harris. Motion passes 6-1. Mr. Shambora voted against.

Mr. Shambora made an amendment to the motion that maximum

P-5A ZONING DISTRICT - Description read by Mr. Nichols.
Intent: The R-5A district is intended to be a low to medium
density multiple family residential district. It is suitable
for the deteriorating or substandard mixed residential neighbor-
hoods that exist.in the City because the district are located
in close proximity to major thoroughfares and public services.
Permitted Uses: Single family, duplex and multi-family dwellings
includinq townhouses, apartments and condominimums and cluster
housing development projects provided they meet the requirements
and plan aporoval orocedures specified.
Special Exceptions: Churches, nursing homes, semi-public and
public clubs, rooming and boarding homes, garage apartments,
nursery or day care centers. Pefer to Ordinance *

or structure or part thereof shall be erected, altered, or used
or land or water used in whole or in part, for other then

and all requirements of the Edgewater Mobile Home Park ordinance
are met.

laundry mats, stores and etc. Mr. ~Eaver answered a 20ft. set-
back for ~ese. Ordinance amended addino #4 under special
excentions to require 20' setback. Motion passes 6-1. Mr.
Brittinaham voted against.
MH-1A MnBILE HOME PARK DISTRICT - Description read by Chairman
\'Jolfe.
Intent: The MH-1A Mobile Home Park District is intent to apply
to areas to be used as Mobile Home Parks the same as MH-l Mobile
Home Park District set .forth the exceptions that this classification
,,11'11 allow a cluster type development in this rarticular area. .
No buildina or structure or nart thereof shall be erected altered
or used or' land or water used in whole or in part, for other than
a mobile home park rrovided that these district requirements and
all requirements or the fdgewater Mobile Home Park ordinance are
met.
The only difference.between Mh-l and Mh-lft is that the Mobile site.

Mr. Nichols made a motion to accert MH-1A as read, beina seconded
by Mr. Mackie. Motion passes 7-0~
MH-2 MOBILE HOME SUGDIVISION DISTRICT - Description read by ~r.
Nichols.
Intent: The MH-2 Mobile Home Subdivision District is intended
to anply to areas to be used for mobile home subdivisions. All
land areas which were platted and recorded subdivisions prior to
the areas rezonino as a MH-s District, must only comply with the
requlations listed below nrior to the sale of any lots for the
nlacement of a mobile home. Any area that is zoned as an MH-2
District and will be a newly platted are recorded mobile home
subdivision must comply with the MH-2 District regulations and the
requirements of the City's Subdivision Ordinance prior to the
sale of any lots for the placement of a mobile home.

Mr. Shambora pointed out that the board aareed to chanae all the
references that read City Manager be changed to read City Council.
Mr. Weaver recommended this be left as it reads.
Mr. Nichols made a motion that the references be left to read
as is with the stipulation that in the absense of a City Manager
the City Council would have the nower to act, being seconded by
Mr. Mc Callister. ~otion passes 7-C.
Mr. Nichols made a motion that the board accept MH-2 as read, being
seconded by Mr. Mc Callister. Mr. Mc Callister asked that the size
be reduced from 15 acres to 5 or 10 acres.
Mr. Nichols made an amendment to his motion, Mr. Mc Callister amended
his second to include that the minimum site size be reduced from
15 acres to 10 acres. Motion passes 7-0.
Mr. Mackie made a motion that this meeting be recessed until
tomorrow ninht, ~ay 23rd, beinp seconded by Mr, Harris. All in
favor.
