APPROVAL OF MINUTES
Councilman Bevel duly made a motion to approve the minutes
of the Regular City Council Meeting held May 6, 1974 as
read, being seconded by Councilman Lodico. Upon roll call
vote said motion CARRIED.

Councilman Lodico duly made a motion to pay said bills and
accounts as read being seconded by Councilman Clinton.
Councilman Bevel stated that we have street lights that
have been out for four months and we can't get Florida
Power & Light to fix them. Councilman Bevel then recommended
that Councilman Lodico be in charge of taking care of these
lights.
There were some complaints about the manholes at Riverside
Drive - Pine Bluff and Lamont Street - Riverside Drive. The
Council discussed the bill for the manholes from L & M Paving

Company. Councilman Lodico withdrew his motion with
Councilman Clinton withdrawing his second.
Councilman Lodico duly made a motion that the bills and
accounts be paid as read with the exception of L & M
Paving Co. with that bill to be paid upon completion of work,
being seconded by Councilman Clinton. Upon roll call vote
said motion CARRIED.

The City Clerk read a letter from the Edgewater Volunteer Fire
Department requesting $400.00 for the annual donation for the
July 4th Fireworks.
Councilman Bevel duly made a motion to appropriate $400.00
for the Fireworks for the 4th of July, to be paid to the
Fire Department, being seconded by Councilman Clinton. Upon
roll call vote said motion CARRIED.
The City Clerk read a petition from River Park Mobile Home
Colony requesting fire protection from the Edgewater Volunteer
Fire Department. Approximately 29 people were represented.
Mayor Severance recommended to the Council that they attach
this petition to the one that was received from Waterway
Park. Putting them in a folder to be kept at City Hall
for the possible development of a fire district. He stated
that he would write a letter back to Mrs. Inman explaining
what the Cities efforts are in this area and what we hope to
do in the near future.
Councilman Lodico duly made a motion that the Council put
this petition from River Park Co~ony with the other petition
from Waterway Park in regards to fire protection outside of
the City, being seconded by Councilman Bevel. Upon roll call
vote said motion CARRIED.
The City Clerk read a letter from the American Legion,
Edgewater Post No. 285 requesting that the City provide a
wreath for display at the monument at the Memorial Day
service Sunday ~1ay 26, 1974 at 2: P.l."., and that the ~layor
be present and give'a short address of welcome.
Mayor Severance stated that he will be here for this service
and invited the members of the Council to attend.
The City Clerk read a letter from Volusia County Action "76"
Committee of the Florida Bicentennial Commission, inviting
the Mayor, Commissioners and the residents of the City of
Edgewater to attend the Official Bicentennial Community
ceremony.

Mayor Severance stated that if any of the Councilmen or
public ean attend this meeting) it will be at 5:30 P.M.
May 24) 1974 at the Volusia County Fair Grounds.
PROCLAMATION
A PROCLAMATION DESIGNATING THE 25TH DAY OF MAY) 1974, AS
POppy DAY IN THE CITY OF EDGEWATER, FLORIDA AND PROVIDING
AN EFFECTIVE DATE THEREFORE.
Councilman Lodico duly made a motion to approve said the
proclamation being seconded by Councilman Sikes. Upon
roll call vote said motion CARRIED.

The Council discussed these bids received without opening
them. Mayor Severance stated that we can attempt to have
someone at the Workshop Meeting May 30th, that are tennis
players and have overseen construction of tennis courts,
then they can briefly go over our specifications and tell
us if there are errors in them or something that is stronger
than is really required. There is evidently something
wrong with our specifications.
Councilman Sikes duly made a motion to table bids until
the next Workshop meeting May 30th) and make a final
decision as to which way we are going to bo at the regular
Council Meeting June.3rd) being seconded by Councilman
Clinton. Upon roll call vote said motion CARRIED.

Councilman Lodico duly made a motion to accept the low bid
of Mac Smith Rental Equipment Co. of $4,225.00) being
seconded by Councilman Clinton. Upon roll call vote said
motion CARRIED.
Councilman Lodico stated that he was asked to aet more
information on Mr. Delbert Thomas for the new member of the
Merit Board. He has worked with National Steel, is now

retired and living in Edgewater for 2 years. Councilman
Lodico duly made a motion to appoint Mr. Delbert Thomas
for the vacant position on the Merit Board, being seocnded
by Councilman Bevel. Upon roll call vote said motion
CARRIED.
Mayor Severance stated that he has talked with City Attorney
Joseph E. Weaver and he has received communications from
Mr. King who is the owner and operator of Atlantic Machine
Works and he is going to start erecting a fence along the
back property line. He has already cleaned the property
up in the back. He also has explained the type of work
that he is doing both inside and out.
Councilman Bevel duly made a motion to instruct the City
Attorney to immediately and thoroughly research the occupational
license that has been issued to Mr. King in relation to the
information that has been received from him pertaining to
the type of work that he is doing with an opinion to
be turned in at the May 30th Workshop Meeting, being seconded
by Councilman Lodico. Upon roll call vote said motion
CARRIED.
Mayor Severance stated that Mr. Weaver has talked to Hyatt
Brown in regards to the Park and Pier. The Public Hearing
has been held and there were no objections, the paper work
has been taken to the Trustees of the Internal Improvement
Fund, and a permit should be issued this week.
Councilman Clinton stated that when school first started
they said that we should wait till the middle of the year
to put in a traffic light at Oeean Avenue and U. S. #1.
Mayor Severance stated that we were two accidents short
of being witb~n the proper area for a traffic light. Mayor
Severance stated that he would write them a letter.
NEW BUSINESS
Mayor Severance turned the floor over to Mr. Mosley, Mr.
Sergent and Mr. Jernigan. Mr. Mosley stated that they have
purchased some land on Eaton Road and Industrial Road! He
stated that they had in mind a commercial project, that they
felt would be benificia1 to the Ctiy. This would be a swimming
pool, for the public. The requested the Counci1's opinion on
this.
Mayor Severance stated that this is something that can be
'benificia1 to the City. The proper steps would be to contact
the Zoning & Planning Board. Unless any unforseen obstic1es
come up he said that it was a good program.
The auditors and the engineers would like to set up a
Special Workshop on the Water and Sewer proposed alteration
of the rates on the 28th of May instead of the 30th. We
will have to notify the American Legion that their bingo
games will have to set up for another night.
Mr. Christy stated that he has been unable to find anyone
that will type up the book that he has prepared for Civil
Defense. He asked if the City could advertise for someone
to type this up and give us a price for what tfley would charge.

Let1s get this typed and hand it out so that everyone will
know what to do in case of an emergency.
Mayor Severance stated that he would ask around about how
much it would cost to type this book.

Mr. Christy stated that ther is no exit out of Winn Dixie
because the cars are parked in front of the store. There
is surpose to be a firelane in front of it.
Mayor Severance stated that he would get in touch with the
manager of Winn Dixie and ask him to send us a letter
requesting that we corporate with him and enforce the
firelane, if he wants it.
George Kennedy, Jr. from the audience questioned the Mayor
and Mr. Clinton about filling Mr. Clinton1s pool from a
fire hydrent as to the legal aspect of it. Mayor Severance
and Mr. Clinton answered the man's questions.
Mayor Severance stated that there is not a water shortage
as of now, but in the summer we could be back in the same
position again.
Councilman 8evel stated that the residents of the City have
corporated very well with the water situation. He stated
that the City can go ahead with their normal water use age
now.

will have a Public Hearing May 22nd and 23rd at 7:00 P.M.
in the Community Center.
Mayor Severance announced that there will be a holiday May
27th which is Memorial Day, for all City employees. Mondays
garbage pickups will be made on Tuesday. All City garbage
will be collected then so all cans must be to the street by

Councilman Bevel stated that we should notify the public
that we are definately enforcing the ban on dumping at the
dump. Anyone taking garbage or trash to the dump will be
sited if they get caught.

being seconded by Councilman Clinton. Upon roll call vote
said motion CARRIED.
