THE CITY COUNCIL OF THE CITY OF EDGEWATER
REGULAR MEETING HELD
JANUARY 7,1974
The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor George M. Dimm on Monday,
December 7, 1974 at 7:30 P.M.
Mayor George M. Dimm talked to the public for a few moments,
stating that he is glad to be back and thanked them for the cards,
candy, and fruit. He said that he is beginning to feel a lot
better, and hopes to be back for good. He gave a lot of credit
to Councilman Severance for filling in for him while he was sick.

APPROVAL OF MINUTES
Councilman Severance duly made a motion to approve the minutes of
the Regular Meeting held December 17, 1973 and the motion was
seconded by Councilman Clinton. Upon roll call vote said motion
CARRIED. Councilman Bevel joined the other members of the Council.

Councilman Severance duly made a motion to pay said bills and
accounts being seconded by Councilman Lodico. Upon roll call
vote said motion CARRIED.
Mayor Dimm asked about the payment to the auditors. The City
Clerk explained that it was $3,200.00 all together, and that
the auditors have to come back and do a compliance audit on the
Federal Revenue Sharing. Mayor Dimm also asked about the payment
to the Institution of Applied Science. The City Clerk stated
that that was for a correspondence course for Officer Ricke1man,
of the Police Department. Councilman Severance stated that this
course has to do with finger printing and identification.
Mayor Dimm asked the City Clerk to explain the amount of the
bill to Tumblin Insurance. The City Clerk stated that the
Workman's Compensation was based on the actual salary that the
City pays the employees. Raising the salaries of the employees
means that the insurance will go up. This insurance also includes
the Volunteer Fire Dept.

COMMUNICATIONS
The City Clerk read a letter addressed to Police Chief Katezt
from the Control Specialist Co. concerning the traffic light
at U. S. #1 and Park Ave. They will be able to repair the light
for the sum of $180.00. After much discussion about the repair-
ing of the traffic light, Councilw,an Severance duly made a motion
to instruct the Police Chief to get with the City Clerk and
contact these people and have the necessary repairs donet being
seconded by Councilman Clinton. Upon roll call vote said motion
CARRIED. .
The City Clerk read a letter addressed to the Council t concerning
the Ball Park lights, the mowing of the park and recreational
facilities. Mayor Dimm asked Councilman Severance to explain the
needs to the Council and public. Councilman Severance stated
that lightning struck one of the poles and it split down the middle.
It did not destroy the pole, it can be repaired. The first thing
they want the City to do, is to foot the bill and have Florida
Power and Light, repair this pole, the lights on that polet check
all of the other wiring and lights surrounding the field and repair
and replace as needed. The second thing is the mowing of the ball
park. Councilman Severance stated that the City has done it before
and that Councilman Lodico and himself can work something out there.
He stated that he was working on a project of a recreational area
for the City, and will probably have something coming before the
Council in a couple of months.
Councilman Clinton brought up the fact that there is no telephone
out at the Ball Park and if there would happen to be an accident,
that there would be no way of contacting someone. He suggested
that the City put a telephone jack out there just in case. Council-
man Bevel duly made a motion to have the lights and role repairedt
and a telephone jack installed, being seconded by Councilman Clinton.
Upon roll call vote said motion CARRIED.
The City Clerk read a petition from 44 property owners living
around Eaton Road, concerning the shell pit on property belonging
to Robert Fuller. Mayor Dimm asked the City Attorney Mr. Weaver
to explain the problem with the shell pit. Mr. Weaver stated that
he ~Ias asked to give his opinion on two questions concerning the
shell pit. First of all whether or not we could declare this a
nuisance of some sort and force the property owner to enclose
it so that small children or any other persons can not be injured
heret secondly whether or not we could stop the digging of the
shell pit. Mr. Fuller has dug down 16 to 20 feet, and has no
intentions of filling it in or doing anything else to the land.
There are occupied homes about 150 feet from the shell pit. After
much discussion about the danger of this open shell pit, to these
families, Councilman Bevel duly made a motion that Robert Fuller be
served with appropriate papers for the nuisance ordinance, being
seconded by Councilman Clinton. Upon roll call vote said motion
CARRIED.
The City Clerk read a letter addressed to Mayor George Dimm from
the State of Florida Department of Pollution Control concerning
the fire we had at the City Dump last week. There was an inspection

preformed at the City Dump and they sent us the violations.
They stated that garbage or trash or a mixture of both shall
be covered with earth at the end of each working day of operation.
A minimum of six inches of soil shall be placed over the top
of compacted surface at the end of each operation. Burning
shall not be permitted except in unusual circumstances as approved
by the Health Dept., and no permission was granted from this
department to burn the City Dump. Open burning is prohibited.
Councilman Bevel said that we do cover the garbage everyday.
Councilman Lodico also stated that they cover the garbage. City
Attorney Weaver stated that he would write them a letter explaining
the violations, and bring them up to date on the history of the
burning of the City Dump. He also stated that we should get a
copy of every ordinance and resolutions passed on this subject
in the passed five years. He also stated that we realize the
problem but don1t know what to do about it as yet. Councilman
Bevel requested that when the City Attorney Mr. Weaver answers
this letter that he tell them that we would appreciate their
corporation in helping us solve this problem.
Fire Chief .Wa11s stated that he qets called out to the dump quit
frequently and unless the City puts a 6 or an 8 inch line out
there where he can keep water on the fire, it's hard to put it
out.
The City Clerk read a letter from the Vo1usia League of
Municipalities concerning the voting delegate for Edgewater.
The dues are $25.00 a year. Councilman Bevel duly made a motion
for Mayor Dimm to become our voting delegate being seconded by
Councilman Severance. Due to there being a Resolution stating
that Mayor Dimm is our delegate, there was no roll call.
Mayor Dimm announced that the Vo1usia County Mayor's Council will
be held the 17th of January, at the Packwood Place, with Edgewater
and Oakhill being co-hosts. The City Clerk needs to know how
many are going. Councilman Severance stated that we should invite
the Police Chief and his wife and the Fire Chief and his wife.
Mayor Dimm stated that the Workshop meeting and the Mayors Council
will be held on the same night, so the workshop will be held on
Wednesday night the 16th of January.
RESOLUTIONS
RESOLUTION NO: 501 A RESOLUTION AUTHORIZING THE CITY OF EDGEWATER,
FLORIDA TO BECOME A MEMBER OF THE VOLUSIA LEAGUE OF MUNICIPALITIES
AND DESIGN~TING MAYOR GEORGE M. DIMM AS THE REPRESENTATIVE FROM
THE CITY OF EDGEWATER, FLORIDA TO THE VOLUSIA LEAGUE OF MUNICIPALITIES,
AND PROVIDING AN EFFECTIVE DATE THEREFORE.
The above Resolution was read in full by the City Attorney Joseph
E. Weaver.
Councilman Severance duly made a motion to adopt said resolution
being seconded by Councilman Lodico. Upon roll call vote said
motion CARRIED.
ORDINANCES
ORDINANCE NO: 865 AN ORDINANCE INCREASING THE SALARY OF
THE CITY CLERK OF THE CITY OF EDGEWATER, FLORIDA, DUE TO COMPLETION

OF THE NINETY DAY PROBATION PERIOD AND PROVIDING AN EFFECTIVE
DATE THEREFORE.
The above Ordinance was read in full by the City Attorney
Joseph E. Weaver.
Councilman Severance duly made a motion to adopt said Ordinance
being seconded by Councilman Bevel. Upon roll call vote said
motion CARRIED.
ORDINANCE NO: 866 AN ORDINANCE SETTING MINIMUM BUILDING
GRADES FOR THE FLOORS OF HOMES OF THE CITY OF EDGEWATER,
FLORIDA AND PROVIDING AN EFFECTIVE DATE THEREFORE.
The above Ordinance was read in full by City Attorney Joseph
Weaver.
Councilman Clinton duly made a motion to adopt said Ordinance,
being seconded by Councilman Bevel. Upon roll call vote said
motion CARRIED.
ORDINANCE NO: 867 AN ORDINANCE AUTHORIZING AND DIRECTING
THE EXPENDITURE OF FUNDS GREATER THAT $500.00 FOR THE PURCHASE
OF A FIRE HOSE DRYER, FIRE HOSE WASHER AND FIRE HOSE LOADING
TABLE.
The above Ordinance was read in full by the City Attorney
Joseph E. Weaver.
Councilman Bevel duly made a motion to adopt said Ordinance being
seconded by Councilman Clinton. Upon roll call vote said motion
CARRIED.
Councilman Lodico stated that he looked into this equipment
and did not think that we needed it.
Councilman Bevel stated that he was opposed at first. but now
he feels the equipment is necessary.
Fire Chief Walls stated that he can not get the hoses washed
and that he thinks that we do need the equipment.

Councilman Lodico duly made a motion to accept the auditors
report being seconded by Councilman Clinton. Upon roll call
vote said motion CARRIED.
Mayor Dimm stated that we had two bids received for the remodeling
of the Police Dept. The City Clerk read the certification of
bids. and opened the bids. The first bid was from NewTrend Homes,
Inc. The total for their bid was $5.900.00 The second bid was
from South East Build Corporation with a total of $10.385.00.
Councilman Severance duly made a motion to table the two bids
until next Regular meeting and discuss further at the next Workshop
