Edgewater, Florida was called to order by Mayor Dana T.
Armstrong on Monday November 5, 1973 at 7:30 P.M.

APPROVAL OF MINUTES
Councilman Severance duly made a motion to approve the
minutes of the Regular Meeting held October 15, 1973 and
the motion was seconded by Councilman Clinton. Upon roll
call said motion CARRIED.
Councilman Severance duly made a motion to approve the
minutes of the Regular Meeting held October 24, 1973 and
the motion was seconded by Councilman Clinton. Upon roll
call vote said motion CARRIED.

The City Clerk read a letter from Mr. & Mrs. Snowden on Fern

Palm Dr. requesting a Street Light in front of their home.
The Mayor said to file this with the other requests for Street
Lights.
The City Clerk read a letter from Sheriff Duff expressing his
appreciation to the Police Dept. for the excellent work done
on the Oyler Case. Councilman Bevel also expressed his appre-
ciation.
The City Clerk read a letter from the American Legion stating
that they will be conducting a ceremony at the Veterans Monument
Sunday November 11th. They are requesting that the City furnish
a wreath and that the Mayor give a short address if possible.
Councilman Bevel duly made a motion to adopt this being seconded
by Councilman Severance. Upon roll call vote said motion
CARRIED.
The City Clerk read a letter from the Florida Shores Propetty
Owners Assoc. requesting that the Building Code be updated so
that these cheaper homes will not be built. Councilman Bevel
duly made a motion to take some action on this Code immediately,
being seconded by Councilwoman Crigger. Upon roll call vote
said motion CARRIED. (City Attorney Joseph Weaver stated that
no Moritoriam would be workable because there was no legal
reason for one.) Mayor said for Mr. LaBonde to check each of
these houses.
The City Clerk read a letter from Diversified Electronics.
Councilman Bevel duly made a motion to buy a monitor and an
antenna being second by Councilwoman Crigger. Upon roll call
vote said motion CARRIED.

RESOLUTIONS
RESOLUTION RO. 481 A RESOLUTION ESTABLISHING A SEWER CON-
STRUCTION ACCOUNT FOR THE NEW POLLUTION CONTROL FACILITY
TO BE CONSTRUCTED AT THE SEWER PLANT IN THE CITY OF EDGEWATER,
FLORIDA AND FURTHER PROVIDING THAT SAID ACCOUNT SHALL BE
OPENED AT THE BANK OF NEW SMYRNA, NEW SMYRNA BEACH, FLORIDA
IN THE AMOUNT OF THIRTY FOUR THOUSAND ($34,000.00) DOLLARS AND
FURTHER PROVIDING AN EFFECTIVE DATE THEREFORE.
The above Resolution was read in full by the City Attorney
Joseph Weaver.
Councilwoman Crigger duly made a motion to adopt said Resolution,
being seconded by Councilman Clinton. Upon roll call vote said
motion CARRIED.
RESOLUTION NO. 482 A RESOLUTION GRANTING S. O. GOLDSMITH OF
325 NORTH CAUSEWAY, #B106, NEW SMYRNA BEACH, FLORIDA A PERMIT
TO SEAWALL, DREDGE AND CONSTRUCT A BOAT BASIN AND DOCK IN THE
CITY OF EDGEWATER, FLORIDA, LYING ON THE FOLLOWING DESCRIBED
LAND: THE EAST 68 FEET OF THE SOUTH 43 fEET OF THE NORTH 193
FEET OF THE WEST 400 FEET OF LOT 4-L AND THE EAST PART OF THE
NORTH 240 FEET OF LOT 4-L SOUTH OF LAMONT STREET BEING 245.33

RESOLUTION NO 483 A RESOLUTION OF INTENT TO ENTER INTO A LEASE
PURCHASE AGREEMENT WITH FLORIDA EQUIPMENT COMPANY OF OROANDO,
7410 EAST COLONIAL DRIVE, ORLANDO, FLORIDA FOR THE LEASE AND
PURCHASE OF A MIX IN P.LACE TRAVEL TILLER AND PROVIDING AND
EFFECTIVE DATE THEREFORE.
The above Resolution was read in full by the City Attorney
Joseph Weaver.
Councilman Severance duly made a motion to adopt said Resolution,
being seconded by Councilman Clinton. Upon roll call vote said
motion CARRIED. Councilman Bevel said NO.
RESOLUTION NO 485 A RESOLUTION GRANTING RRANCES H1 BROWN OF
124 N. RIVERSIDE DRIVE, EDGEWATER, FLORIDA A PERMIT TO
APPROVE MAINTENANCE DREDGING, CONSTRUCTING A BOAT BASIN,
DREDGING TO OBTAIN FILL, MOSQUITO CONTROL AND IMPROVE APPEARANOE
IN THE CITY OF EDGEWATER, FLORIDA LYING ON THE FOLLO~ING-
DESCRIBED LAND: FILLED, SUBMERGED AND SEMI-SUBMERGED LAND

RESOLUTION NO 486 A RESOLUTION URGING THE VOLUSIA COUNTY
LEGISLATIVE DELEGATION TO INTRODUCE OR PRESS FOR PASSAGE OF
A BILL FOR THE PURPOSE OF CALLING FOR A STATE-WIDE REFERENDUM
TO AMEND ARTICLE V OF THE FLORIDA CONSTITUTION sa AS TO
DELETE THE PROVISION IN SAID ARTICLE V ABOLISHING MUNICIPAL
COURTS AND PROVIDING AN EFFECTIVE DATE THEREFORE.
Ihe above Resolution was read in full by the City Attorney
Joseph Weaver.
Councilman Clinton duly made a motion to adopt the First
Reading of said Resolution, being seconded by Councilman
Bevel. Upon roll call vote said motion CARRIED.
ORDINANCES
ORDINANCE NO 857 AN ORDINANCE ESTABLISHING THE MONTHLY
--SALARIES TO BE RECEIVED BY EMPLOYEES IN THE OFFICE OF CITY
CLERK, POLICE DEPARTMENT, WATER AND SEWER DEPARTMENT, STREET
DEPARTMENT AND CUSTODIAN, AND PROVIDING AND EFFECTIVE DATE
THEREFORE.

Councilwoman Crigger duly made a motion to adopt said Ordinance
being seconded by Councilman Clinton. Upon roll call vote
said motion CARRIED.
ORDINANCE NO 858 AN ORDINANCE ESTABLISHING A SALARY OF $150.00
PER MONTH FOR THE MAYOR OF THE CITY OF EDGEWATER AND A SALARY
OF $100.00 PER MONTH FOR EAGH COUNCILMAN FOR THE CITY OF
EDGEWATER, FLORIDA, AND PROVIDING AN EFFECTIVE DATE THEREFORE.
The above Ordinance was read in full by the City Attorney
Joseph Weaver.
Councilman Severance duly made a motion to adopt said Ordinance
being seconded by Councilman Bevel. Upon roll call vote said
motion CARRIED.
ORDINANCE NO 859 AN ORDINANCE REPEALING ORDINANCE NUMBER 830
WHICH CLOSED THE CITY DUMP TO THE RESIDENTS AND NON-RESIDENTS
OF THE CITY OF EDGEWATER, FLORIDA AND FURTHER PROVIDING THAT
THE CITY DUMP SHALL BE OPEN TO CITY OF EDGEWATER RESIDENTS
ONLY, AND FURTHER PROVIDING THAT NON-RESIDINTS OF THE CTIY
OF EDGEWATER SHALL NOT BE PERMITTED TO USE THE CITY DUMP
AND PROVIDING PENALTIES FOR VIOLATIONS OF ANY PROVISION HEREOF
AND PROVIDING AN EFFECTIVE DATE THEREFORE.
The above Ordinance was read in full by the City Attorney
Joseph Weaver.
Councilman Bevel duly made a motion to adopt said Ordinance
being seconded by Councilman Severance. After much discussion
Councilman Bevel withdrew his motion and Councilman Severance
withdrew his second.

for further discussion being seconded by Councilwoman Crigger.
Upon roll call vote said motion CARRIED.
ORDINANCE NO 860 AN ORDINANCE ADOPTING THE TAX MILLAGE RATE
Of, $6.69 PER $1,000.00 OF ASSESSED VALUATION FOR THE TAX YEAR
OF 1973 AND PROVIDING AN EFFECTIVE DATE THEREFORE.
The above Ordinance was read in full by the City Attorney
Joseph Weaver.
Councilman Severance duly made a motion for this to be an
emergency being seconded by Councilman Clinton. Upon roll
call vote said motion CARRIED.
Councilwoman Crigger duly made a motion to adopt said Ofdinance
being seconded by Counci1amn Severance. Upon roll call vote
said motion CARRIED. Councilman Bevel voted NO.
ORDINANCE NO 861 AN ORDINANCE PROVIDING FOR THE REIMBURSEMENT
OF THE COSTS OF THE PHYSICAL EXAMINATION REQUIRED FOR EMPLOYMENT
BY THE CITY OF EDGEWATER, FLORIDA TO ALL EMPLOYEES WHO HAVE
COMPLETED A PERIOD OF 90 DAYS OF SERVICE WITH THE CITY OF
EDGEWATER, FLORIDA AND PROVIDING AN EFFECTIVE DATE THEREFORE.

Councilman Bevel duly made a motion to adopt said Ordinance
being seconded by Councilwoman Crigger. Upon roll call vote
said motion CARRIED.
OLD BUSINESS
The Certification of Bids were received from NCR and
Burroughs.
The City Clerk opened the Bids and read the amounts. The
NCR's total amount was $5,500.57, and the Burroughs amount
was $4,869.19. This was passed on to the Mayor and the
Council to decide.
The City Clerk certified that there were funds available for
either of the machines.
Councilwoman Crigger duly made a motion to purchase the NCR
Billing Machine, being seconded by Councilman Clinton. Upon
roll call vote said motion CARRIED. Mayor Armstrong voted NO.
Councilwoman Crigger duly made a motion to authorize the City
Attorney to dr~w up an Ordinance accepting the NCR Bid and
to appropriat~ng the funds for the purdhase of this new
machine,~being seconded by Councilman Bevel. Upon roll call
vote said motion CARRIED. Mayor Armstrong voted No. Council-
woman Crigger excused herself from the meeting.
Councilman Bevel duly made a motion to have the City Clerk
write a letter to the Post Office, being seconded by Council-
man Severance. Upon roll call vote said motion CARRIED.
Mayor Armstrong voted No.
Councilman Bevel duly made a motion to vacate the Community
Center so that there cou1d be a Public Hearing, being seconded
by Councilman Severance. Upon roll call vote said motion
CARRIED.
NEW BUSINESS
The Fire Chief Paul Walls thanked the City for the Fine dinner
they gave the Fire Dept. and said he would be glad to furnish
a report for the insurance company about the monitor. He also
asked that the city advertise for bids on a hose washer, hase
dryer and a hose winding table. Chief Walls also asked for
red and white hats to distinguish between the firemen and
officers.
Councilman Clinton duly made a motion that the City Clerk start
advertising for bids to be returned by December 17, 1973, 4:30
P.M., motion being seconded by'Councilman Bevel. Upon roll
call vote said motion CARRIED.
Robert Christy requested the use of the City Hall phone for
communications for Civil Defense, Mayor Armstrong said it
was City business so the calls could be made on City phone.

Councilman Clinton duly made a motion to adjourn this meeting
being seconded by Councilman Bevel. Upon roll call vote said
motion CARRIED.
