Severance on Monday, September 17, 1973 at 7:30 P.M. It was noted that Mr. Severance is presiding because Vice Mayor Crigger was ill. ROLL CALL Mayor Dana T. Katez Absent Present Present Present Present Present Present Present Present PUBLICIZED HEARINGS PUBLIC HEARING The Publicized Hearings were called to order by Acting Mayor David C. Severance on September 17, 1973 at 7:30 P.M. The public hearings were advertised in the Daytona News- Journal for the purpose of discussion of the purposed allocation of Federal Revenue Sharing Funds for the period beginning July 1, 1973 and ending June 30, 1974. Also discus- sing the recommendations of the consulting engineers on the increase of water, sewer, and garbage rates. OPERATING MAINTENANCE EXPENDITURES: Public Safety--Ten Thousand ($10,000.00) Dollars 100 percent to be used for maintenance of existing services. Environmental Protection--Five Thousand ($5,000.00) Dollars 100 percent to be used for new or expanded services. Financial Administration--Eight Hundred Thirty-eight ($838.00) 100 percent to be used for maintenance of existing services. CAPITAL EXPENDITURES: Public Safety--Thirty-two Thousand ($32,000.00) Dollars 6 1/4 percent to be used for purchase of equipment, 93 3/4 percent to be used for construction. Fire Ch~ef Paul Walls raised the question. Was there any money allocated for the Fire Equipment? The Council answered th~e was $2,000.00 to be used for that purpose. There bedng no other question, this portion of the public hearing was closed. 1 . G (.) u ~ u Publdc Hearing Increase in Municipal Water Rates: 1. Reduction in minimum allowable usage from 3,000 gallons to 2,000 gallons at $2.50. After discussaon it was decided to change $3.00 for 3,000 gallons. 2. Increase in meter rate per 1,000 gallons over minimum from $0.45 to $0.55 residential and commercial rate from $0.55 to $0.65. Water Connection Charge: Increase from $75.00 to $100,00 or preferable to $150.00. Decided to check on Zoning and Planning Board recommenda- tions before sitting a final figure. Sewer Service Charge: Concurrance with Zoning and Planning Boards recommendation for increase in charge from $3.50 to $3.75 per month. Garbage Rates Increase from $2.00 to $2.25 per month. After some discussion it was decided to recess this meeting until September 24, 1973 at 7:30 P.M. To get the Planning and Zoning Board recommentations.on connection changes. Councilwoman Crigger duly made a motion to r.ecess the hear- inguntil September 24,1973. The City Clerk was instructed to repub1icize the Public Hearing and the notice of a special meeting to follow. Being seconded by Councilman Clinton. Upon roll call vote said motion CARRIED. APPROVAL OF MINUTES Councilman Bevel duly made a motion to aprove the minutes of the Regular Meeting held September 4, 1973 and the motion was seconded by Councilwoman Crigger. Severance called on Mr. Fenske and asked him to state his question he had asked earlier in the meet~ng. Mr. Fenske asked if there was anything the Council could do about a lot he had requested to be mowed. Councilman Bevel suggested that the City Clerk write a letter to the owners ~ lots and have them contact a local contractor to get this lot mowed, since the City does not have the manpower to do the job. Councilman Bevel duly made a motion for the City Clerk to write a letter to Mr. Bennett, being seconded by Council- woman Crigger. Upon roll call vote said motion CARRIED. COMMUNICATIONS The City Clerk read a letter from Faith Brothers Construction Company requesting the Mayor and the Members of the Council to consider and to make application for variance on the Easterly 175 feet of Lot 12, 13 and Lot 14 except the South 25 ft. of same, being in Assessor's Subdivision, Alverez Grant, Section 52, Township 17'S, Range 34 E, Edgewater, according 3 . )1 U (.) Councilman Bevel duly made a motion to turn this over to the Zoning & Planning Board, for them to research and have it ready for the Workshop Meeting September 20, 1973. Being seconded by Councilwoman Crigger. Upon roll call vote said motion CARRIED. The City Clerk read a letter from Jayne E. Butler and W. J. Butler of 203 Parkwood Ave. concerning the property across the street from their property. Mr. Buchanan the owner of the property in question stated that he is in the process of cleaning his property. Police Chief Katez stated he was by the property and Mr. Buchanan is definitely making an effprt to clean up his property. Councilman Bevel duly made a motion to give Mr. Buchanan two weeks to clean up his property being seconded by Councilman Clinton. Upon roll call vote said motion CARRIED. The City Clerk read a letter of resignation from Mr. John A. Ruggieri. Mr. Ruggieri also stated in the letter that ~he dump hours should be changed to 10:00 A.M. to 6:00 P.M. Councilwoman Crigger duly made a motion to accept Mr. Rugg~eri resignation, being seconded by Councilman Bevel. Upon roll call vote said motion CARRIED. The City Clerk read a letter from the Planning and Zoning Board recommending that the members of the board serve the two year term of City Councilman, and the board have the privilage of recommending reappointment of current members and appointment of any new members. It was recommended that this be tabled until the Workshop Meeting on Thursday September 20, 1973. The City Clerk read a letter from the Zoning & Planning Board recommending that the City Council make public that Edgewater is interested in the future annexation of the beach area that previously belong to Eggewater, pending the construction of the new proposed bridge across the river. It was suggested that this be researched and tabled until the Workshop Meeting September 20, 1973. PROCLAMATIONS NONE RESOLUTIONS NONE ORDINANCES ORDINANCE NO. AN ORDINANCE SETTING FORTH THE REGULATIONS PERTAINING TO MOBLE HOMES, TRAVEL TRAILERS, CAMPERS, CAMPER TRAILERS, BOAT TRAILERS, UTILITY TRAILERS AND RECREATION VEHICLES IN THE CITY OF EDGEWATER, FLORIDA, PROVIDING A PENALTY FOR NON-COMPLIANCE WITH ANY PROVISIONS HEREUNDER AND SUPERSEBING ANY CONTRARY PROVISIONS OF ORDINANCE NO. 653 AND FURTHER PROVIDING AN EFFECTIVE DATE THEREFOR. The above Ordinance was read in full by City Attorney Joseph I-Jeaver. Councilman Bevel duly made a motion to adopt said Ordinance being seconded by Councilwoman Crigger after a brief discussion the motion was withdrawn as the Ordinance had to be researched by City Attorney Weaver. To be ready for next workshop meeting September 20, 1973. ORDINANCE NO. 845 AN~ORDINANCE REPEALING ORDINANCE NO. 843, AND PROVIDING AN EFFECTIVE DATE THEREFORE. AN ORDINANCE SETTING A TENTATIVE BUDGET AND APPROPRIATING REVENUES TO BE COLLECTED FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY FLORIDA FOR THE FISCAL YEAR BEGIN- NING OCTOBER 1, 1973. AND ENDING OCTOBER 1, 1974 TO THE VARIOUS ITEMS OF THE CITY BUDGET. The above Ordinance was read in full by City Attorney Joseph Weaver. ORDINANCE NO. 846 AN ORDINANCE ADOPTING TENTATIVE BUDGET FOR FEDERAL REVENUE SHARING FUNDS IN THE AMOUNT OF $47,838.00 FOR THE PERIOD BEGINNING JULY 1,1973 THRU JUNE 30, 1974, AND PROVIDING AN EFFECTIVE DATE THEREFORE. ORDINANCE NO. 847 AN ORDINANCE EMPLOYING AND APPOINTING JUDSON I. WOODS, JR. AS MUNICIPAL JUDGE OF THE CITY OF EDGEWATER, FLORIDA, SETTING FORTH HIS TENURE, SETTING FORTH HIS SALARY, SETTINF FORTH HIS DUTIES AND RESPONSIBILITIES, AND PROVIDING AN EFFECTIVE DATE THEREFOR. The above Ordinance was read in full by City Attorney Joseph Weaver. Councilman Clinton duly made a motion to adopt said Ordinance being seconded by Councilwoman Crigger. OLD BUSINESS NONE NE\~ BUSINESS Mr. Christy Public Relations man for the New Fire station announced that the Grand Opening for the New Fire Station will be October 13, 1973. No time has been set yet. It was brought to the Councils attention that the Post Office may be used for an annex of New Smyrna and it will no longer be Edgewater Post Office. The Council asked the City Clerk to find out more about this and to bring her findings to the next meeting. 5. G '-J (,) o It was also suggested that the playground equipment be moved from its present location to the North west corner of the property entering the P.ark and Pier. Councilwoman Crigger duly made a motion to move the playground equipment being seconded by Councilman Clinton.
