REGULAR MEETING HELD
SEPTEMBER ~, 1973
For lack of a quorum on September 3, 1973, Mayor Armstrong
recessed the meeting until 7:30 P.M. September 4, 1973.
The Regular Meeting of the City Council of the City of
Edgewater, Florida was called to order by Mayor Dana T.
Armstrong on Tuesday, September 4, 1973 at 7:30 P.M.

PUBLIC I-IEARING
The Public Hearing was called to order by Mayor Dana T. Armstrong
on Tuesday, September 4, 1973 at 7:31 P.M.
The City Council voted yes for the proposed tax increase of one
mill,. with Mayor Armstrong voting No. The City Council also
voted yes for a new budget of $382,000:00, which would include
the millage increase. Mayor Armstrong mentioned that anticipated
revenue increase over last year would be $98,000.00 against
the ad valorem increase, after the millage increase, which goes
into effect on October 1, 1973 was also passed. Mayor Armstrong
went along with the total proposed budget. It was brought out
by members of the audience that in recent years, surplus income,
or income collected above the appropriated budget, had not been
included in the following year's budget, and had not been added
into the following year's budget and just kept building up.
This year the budget will include all surplus, while the Council
vows to make as many necessary improvements as possible with
the additional surplus money, millage increase and federal
revenue sharing funds, which can't be included in the budget.
Arguments on the millage increase ranged from where the money
would be spent to why an increase was necessary when the City
anticipates a surplus in income over budgetary appropriations
from last year.
Most of the questions during the Public Hearing were posed by
three formal City Councilman, led by Cal Dietz. One of the
first questions asked was "will the proposed budget include an
$114,000.00 surplus in unexpected funds be included in the
proposed budget, and how do we have a surplus when for months
he tei ty has been struggling to make ends meet. 11
The answers to the other questions came from various members of
the Council. Councilman Bevel said he was angry over the
surplus being built up by the City while no City improvements
have been made. Councilman Bevel said "Yes the $114,000.00
surplus is on the list of budgetary approporiations and this
surplus can be put to good use." Councilman Bevel said the
money can be used for moving the Police Department from the
cramped quarters in City Hall to the City's Old Firehouse,
Councilwoman Crigger added there has been no new paving in the
City for years.

Councilwoman Crigger duly made a motion to pay said bills and
accounts being seconded by Councilman Severance. Upon roll
call vote said motion CARRIED.

Library report for August 1973
COMMUNICATIONS
City Clerk Sue Blackwell read a letter from the "Friends of
the Edgewater Library". In regards to the addition to the
library building. They feel that they should not have to
pay sales tax on the things they purchase and would like to
have permission from the City to use their tax number. Mayor
Armstrong said that the City is not allowed to give out the
tax number to the library because the library is not run by
the City but the County.
City Clerk read a letter of resignation from Judge William
L. Ross Jr., Judge of the Municipal Court, to be effective
October 8, 1973. The Council accepted Judge Ross's resignation.

Councilman Bevel duly made a motion to accept Judge William
L. Ross's resignation, being seconded by Councilman Severance.
Upon roll call vote said motion CARRIED.

ORDINANCE NO 842. AN ORDINANCE WAIVING STRICT
COMPLIANCE WITH ORDINANCE 219 AND ALL OTHER ORDINANCES OF
EDGEWATER DEALING WITH FENCES AND FENCE HEIGHTS TO PERMIT
NORMAN KING, 1517 SOUTH RIDGEWOOD, EDGEWATER, FLORIDA, TO
CONSTRUCT A FENCE ON HIS EASTERLY BOUNDARY LINE NOT TO EXCEED
7 FEET IN HEIGHT.
The above Ordinance was read in full by Councilman David
Severance.
Councilman Bevel duly made a motion to adopt said Ordinance,
being seconded by Councilman Severance. Upon roll call vote
said motion CARRIED.
Councilman Severance duly made a motion to waive the second
reading, being seconded by Councilwoman Crigger. Upon roll
call vote said motion CARRIED.
ORDINANCE NO AN ORDINANCE SETTING A TENATIVE
BUDGET AND APPROPRIATEING REVENUE TO BE COLLECTED FOR THE CITY
OF EDGEWATER, VOLUSIA COUNTY, FLORIDA, FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 1973 AND ENDING SEPTEMBER 30, 1974 TO
VARIOUS ITEMS BUDGETED.
The above Ordinance was read in full by Councilman David
Severance.
Councilwoman Crigger duly made a motion to adopt said Ordinance,
being seconded by Councilman Bevel. Upon roll call vote said
motion CARRIED.
ORDINANCE NO 843 AN ORDINANCE LEVYING MILLAGE RATES
IN EXCESS OF THE CERTIFIED MILLAGE REPORTED BY THE ASSESSOR
OF VOLUSIA COUNTY, FLORIDA AND PROVIDING AN EFFECTIVE DATE
~EREOF.
The above Ordinance was read in full by Councilman David
Severance.
Councilman Severance duly made a motion to adopt said Ordinance
being seconded by Councilwoman Crigger. Upon roll call vote
said motion CARRIED.
Councilman Severance duly made a motion to waive the second
reading, being seconded by Councilwoman Crigger, with Mayor
Armstrong voting No. Upon roll call vote said motion CARRIED.
ORDINANCE NO 844 AN ORDINANCE AUTHORIZING AND DIRECTING
THE EMERGENCY EXPENDITURE OF FUNDS GREATER THAN $500.00 FOR
THE PURCHASE OF A SUBMERSIBLE PUMP FOR THE WATER POLLUTION
CONTROL FACILITY AND PROVIDING AN EFFECTIVE DATE THEREFORE.

OLD BUSINESS

NEW BUSINESS
Mr. Pellett 420 North Ridgewood asked when his trash would
be picked up. Mayor Armstrong stated that the department
was short of men they only have nine when they are suppose
to have 14. He stated that the trash will be also picked
up on Saturdays until they are caught up.
The new Dump hours will be 3:00 till 8:00 ~.M. instead of
4:00 till 9:00 P.M.
Mr. C. Montesano of 2819 Lime Tree Driveasked when the Council
was going to do something about the fence on an easment.
The Council instructed the City Attorney to look into this.
Also the Council to instruct the man to show why he has
fenced'in an easment.
MISCELLANEOUS
Mr. Fisher asked the Council why Doug Cole's trucks are using
Flagler Avenue. The Council instructed Chief Katez to contact
Mr. Cole and ask him to cooperate in getting this matter
straighten e_d out.
ANNOUNCEMENT
Office of Mayor, Councilman from Zone 1, and Councilman from
Zone 3 are up for election. General election to be held
November 6, 1973. Primary election to be held on October 23,
1973 if necessary. Petitions may be picked up at City Clerk's
office anytime during regular working hours. Petitions must
be returned by 4:30 P.M. on September 27, 1973.

Councilman Severance duly made a motion to adjourn this meeting.
Being seconded by Councilwoman Crigger. Upon roll call vote
said motion CARRIED.
