I Councilwoman Crigger duly made a motion to pay said bills and accounts being seconded by Councilman Clinton. Upon roll call vote said motion CARRIED. OFFICERS REPORTS Certification of Posting Clerk's Cash Statement General Fund Budget Report Federal Revenue Sharing Report Police Report Library Report COMMUNICATIONS The City Clerk read a letter from Mrs. Harold Robinson, in regards to the fence behind Atlantic Machine Shop. She stated in the letter that Mr. Norman King who owns the Atlantic Machine Shop is willing to put up a "high" fence to separate his industry from the residential street behind his shop. Councilman Severance duly made a motion to turn this over to the City Attorney to look into. Being seconded by Councilman Clinton. Upon roll call vote said motion CARRIED. The City Clerk read a letter and a petition from William A. Cook, President of the Edgewater Recreation Association concerning the leasing or purchasing the property opposite, Edgewater Elementary School, where the ball park in now, for the use of a recreation facility. Councilman Severance made a motion to turn this over to City Attorney Weaver and for him to contact the school board about leasing the property. Being seconded by Councilman Bevel and Councilwoman Crigger. Upon roll call vote said motion CARRIED. The City Clerk read a letter from Robert Fisher Secretary of the Zoning and Planning Board concerning the new rate on Water, Garbage, and Sewer. It was suggested that this be studied by the City Engineers, and the City Attorney. Councilman Bevel suggested raising the connection charges. No action was taken. Councilman Severance made a motion that this be turned over to the City Engineers, and City Attorney for their study. Being seconded by Councilwoman Crigger. Upon roll call vote said motion CARRIED. The City Clerk read a letter from the Environmental Protection Agency regarding a contact approval with McMahan Construction Company. It was requested for the City Engineers to make a survey. City Engineers will have ready for Friday,August 24,1973 meeting in the Mayor Office. PROCLAMATIONS NONE RESOLUTIONS RESOLUTION NO 476 A RESOLUTION AUTHORIZING SUE BLACKWELL AS CITY CLERK OF THE CITY OF EDGEWATER, FLORIDA TO HAVE ACCESS TO THE SAFE DEPOSIT BOX OF THE CITY OF EDGEWATER, FLORIDA LOCATED AT THE BANK OF NEW SMYRNA, NEW SMYRNA BEACH, FLORIDA, AND PROVIDING AN EFFECTIVE DATE THEREFOR. The above Resolution was read in full by City Attorney Joseph Weaver. Councilwoman Crigger duly made a motion to adopt said Resolution, being seconded by Councilman Severance. Upon roll call vote said motion CARRIED. 2. ."-J \ (.) ---~ ORDINANCES ORDINANCE NO 841 AN ORDINANCE AUTHORIZING AND DIRECTING THE EXPENDITURE OF FUNDS GREATER THAN" FIVE HUNDRED ($500.00) DOLLARS FOR THE CONSTRUCTION OF THE POLLUTION CONTROL FACILITY ADDITION IN THE CITY OF EDGEWATER~ FLORIDA, PURSUANT TO THE CONTRACT WHICH HAS BEEN AWARDED TO McMAHAN CONSTRUCTION COMPANY, INC. AND APPROVAL BY THE ENVIRONMENTAL PROTECTION AGENCY, AND PROVIDING AN EFFECTIVE DATE THEREFOR. The above Ordinance was read in full by City Attorney Joseph vleaver. Councilman Severance duly made a motion to adopt said Ordinance being seconded by Councilman Bevel. Upon roll call vote said motion CARRIED. Councilman Severance duly made a motion to waive the second reading being seconded by Councilwoman Crigger. Upon roll ca~l vote said motion CARRIED. OLD BUSINESS NONE NEvI BUSINESS Mayor Dana Armstrong, Mrs. Armstrong and Wilma Stone deeded right of way to the City with approval of the City Council. Attorney Weaver is to pursue the matter until the City gets right-of-way. Councilman Severance made a motion to accept deed, being seconded by Councilman Clinton. Upon roll call said motion CARRIED. 40ft. City the the vote Councilwoman Crigger noted that the cleaning at the Community Center looks good and it is appreciated what Mr. Costellano has done. MISCELLANEOUS A Discussion on Garbage cans,boxes, and paper containers sitting out was called to the attention of the Mayor and the Police Department who investigated this matter. Councilman Bevel suggested that the City Attorney to research and draw up an Ordinance with a penalty clause..Mayor Armstrong stated the Trash pick up is three weeks behind- and one hour after the trash truck goes by people put out more trash. John Ruggieri is tired of the aggrevation and would like to resign his job as Dump Maintenance Superitentant. Councilman Bevel suggested we discuss hiring a full time attendant for the Dump at the next Workshop Meeing. Councilman Clinton brought up lot cleaning. The Mayor suggested the price of mowing lots should be changed and the Ordinance be updated. Councilman Severance stated that a pole was hit by lightning at fue Ball park. There is also an arrow in one light. The City will contact the Florida Power and Light about this matter. Councilman Severance duly made a motion to recess this meeting until Thursday August 23, 1973 at 7:30 in the Mayors office. Being seconded by Councilman Clinton.
