The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Dana T. Armstronf on Monday
August 6, 1973 at 7:30 P.M.

APPROVAL OF MINUTES
Councilwoman Crigger duly made a motion to approve the minutes of
the Regular Meetinp held July 16, 1973 and the motion was seconded
by Councilman Severance. Upon roll call vote said motion CARRIED.

Councilman Bevel duly made a motion to pay said bills and
accounts being seconded by Councilwoman Crigger. Upon roll
call vote said motion CARRlfD.

COMMUNICATIONS
The Deputy City Clerk read a letter from the Board of Governors
regarding a $25.00 a month raise for Vito Castellano the
custodian at the Edgewater Community Center. Councilwoman Crigger
made a motion effective November 1, 1973 that Mr. Castellano
receive a $25.00 a month r~ise. Being seconded by Councilman
Severance. Upon roll call vote said motion CARRIED.
The Deputy City Clerk read a letter from the Board of Governors
regarding refinish 192 chairs at about $250.00, which would
include labor and material. They have approached Mr. Castellano
concerning this matter and he has agreed to fulfill this job.
Councilwoman Crigger duly made a motion being seconded by
Councilman Clinton, with Councilman Bevel voting no. Upon
roll call vote said motion CARRIED.

The Deputy City Clerk read a letter from Robert D. Fisher Sr.
Secretary referin~ to fires (burning). Mayor Armstrong recommended
that this matter be turned over to City Attorney Joseph Weaver
to study and return. Councilman Severance duly made a motion to
turn Chapter 9 of the Edgewater Code over to City Attorney Weaver
for his study, being seconded by Councilman Bevel. Upon roll call
vote said motion CARRIED.

The Deputy City Clerk read a letter from Robert D. Fisher
Secretary of the Zonin~ and Planning Board regarding Volusia
County Ordinances #73-6, 73-7 as ordinances for the City of
Edgewater. Mayor Armstrong recommended that this be turned
over to City Attor.ney Joseph Weaver to study and return, and
having it ready for the next workshop meeting. Councilman
Severance duly made a motion,; being seconded by Councilman
Bevel. Upon roll call vote said motion CARRIED.
The Deputy City Clerk read a letter from Friends of the
Library reauesting permission to hold a Sidewalk Art Show at
and around the Shuffleboard Courts and Park Area, on Saturday
October 20, 1973 from approximately 10:00 A.t1. to 6:00 P.M.
Councilwoman Crigger duly made a motion,; being seconded by
Councilman Bevel. Upon roll call vote said motion CARRIED.

RESOLUTIONS
RESOLUTION NO. 475 A TIESOLUTION OF THE CITY OF EDGEWATER,
FLORIDA PROVIDING FOR COMPLIANCE WITH CERTIAN REQUIREMENTS
UNDER THE FLORIDA REVENUE SHARING ACT 1973.
The above Resolution was read in full by Councilman David Severance.
Councilman Bevel duly made a motion to adopt said Resolution,
being seconded by Councilman Clinton. Upon roll call vote said
motion CARRIED.
ORDINANCES
OTIDINANCE NO. 838 AN ORDINANCE TERMINATING CORNELIA A. KINSEY
AS CITY CLERK FOR THE CITY OF EDGEWATER, FLORIDA, AND PROVIDING
AN EFFECTIVE DATE THEREFOR.
The above Ordinance was read in full by Councilman David Severance.
Councilwoman Crigger duly made a motion to adopt said Ordinance
with reluctahce, being seconded by Councilman Bevel. Upon roll
call vote said motion CARRIED.
Councilman Bevel duly made a motion to waive the second reading,
being seconded by Councilman Clinton. Upon roll call vote said
motion CARRIED.
ORDINANCE NO 839 AN ORDINANCE EMPLOYING AND APPOINTING SUE
BLACKWELL AS CITY CLERK FOR THE CITY OF EDGEWATER, FLORIDA,
SETTING FORTH HER TENURE, SETTING FORTH HER COMPENSATION FOR
SUCH OFFICE, SETTING FORTH HER DUTIES AND RESPONSIBILITIES, AND
PROVIDING AN EFFECTIVE DATE THEREFOR.
The above Ordinance was read in full by Councilman David Severance.
Councilman Clinton duly made a motion to adopt said Ordinance
being seconded by Councilman Bevel. Upon roll call vote said motion
CARRIED.
Councilman Bevel duly made a motion to waive the second reading,
being seconded by Councilwoman Crigger. Upon roll call vote
said motion CARRIED.

ORDINANCE NO 840 AN ORDINANCE EMPLOYING AND APPOINTING JOE
MARTINE AS SUPERINTENDENT OF THE STREET DRPARTMENT OF THE CITY
OF EDGEWATER, FLORIDA, SRTTING FORTH HIS TENURE, SETTING FORTH
HIS COMPENSATION FOR SUCH OFFICE, SETTING FORTI! HIS DUTIES AND
RESPONSIBILITIFS, AND PROVIDING AN EFFECTIVE DATE THERRFOR.
The above Ordinance was read in full by Councilman David Severance.
Councilwoman Crigger duly made a motion to adopt said Ordinance,
being seconded by Councilman Clinton. Upon roll call vote said
motion CARRIED.
Councilman Severance duly made a motion to waive the second
reading, being seconded by Councilman Clinton. Upon roll call
vote said motion CARRIED.
OLD BUSINESS
Mayor Armstrong asked the Deputy City Clerk to advertise the
Public Hearing of August 27, 1973, to be held at the Community
Center at 7:30 P.M. The hearing is to be held to discuss Charter
changes. Councilman Severance duly made a motion to advertise for
a Public Hearin~, being seconded by Councilwoman Crigger. Upon
roll call vote said motion CARRIED.
NEW BUSINESS
Fire Chief Paul vlalls stated that he turned in a request to the
City Clerk for badly needed equipment for the New Fire Station.
The amount of this equipment being approximately $280.00. Fire
Chief Walls stated that this equipment is needed for the safety
of the people. Councilman Bevel duly made a motion to purchase
the badly needed equipment, being seconded by Councilman Clinton.
Upon roll call vote said motion CARRIED.
Fire Chief Paul Walls stated that the pier at the Park & Pier
is in bad need of repair. Joe Martine stated that he would
look, into this in the morning and repair it.
Mayor Armstron~ read a letter from Mrs. Jean Hull, Chairman,
Museum, Oceanside Woman's Club. In regards to choosing a
representative from Edgewater to serve on the Board. Mrs. Hull
asked Marian Crigger to represent the City of Edgewater on the
Board. Marian Crigger in turn accepted.
ADJOURN OR RECESS
Councilman Severance duly made a motion to adjourn this meeting
being seconded by Councilman Clinton. Upon roll call vote said
motion CARRIED.
