THE CITY COUNCIL OF THE CITY OF EDGEWATER RECESSED MEETING HELD MARCH 8, 1973 The Recessed Meeting of the City Council of the City of Edgewater, Florida was called to order by Mayor Dana T. Armstrong on Thursday, March 8, 1973 at 7:30 P.M. ROLL CALL Mayor Dana T. Armstrong Councilwoman Marian Crigger Councilman Edward Clinton Councilman David C. Severance Councilman John G. Katez Present Present Present Present Present Present Present Absent Present APPROVAL OF MINUTES NONE BILLS & ACCOUNTS NONE OFFICERS REPORTS NONE COMMUNICATIONS The City Clerk read the following letter: City of Edgewater 104 N. Riverside Dr. Edgewater, Fl a. 32032 Dated March 6, 1973 In reference to: Cancellation of Hearing, Resignation of Ofc. T.Ramenda Sr. I, Thomas Ramenda, Sr., would like to withdraw my request for a hearing before the City Council. I feel that after looking over the past few months, there seems to have been a personality conflict between Chief Katez and myself. I feel that for all parties concerned it is best that I submit this resignation rather than return to a further conflict, For I have no desire to work in the City of Edgewater, I respectfully request that this resignation be effective this date: March 6, 1973. Thank you Signed: Thomas Ramenda, Sr. Mayor Armstrong stated he saw one matter of conflict in the letter and asked Police Chief Katez if he would like to state his rebuttle. Chief Katez stated) the statement about a personality conflict was a 1. . o o misquote and I object to the City Council accepting this mans resignation. It appears he has done no wrong and puts the monkey on my back. Also, he will have to be paid for one week, this being the time from the date of suspension to the date of his resignation. Mayor Armstrong recommended the letter be read into the minutes, with no action, only acknowledgement of the letter. Councilman Bevel stated it should read he has been fired, we are doing an injustice to other Police Departments by accepting a resignation. Mayor Armstrong said his withdrawal of a request for this hearing, in my opinion, is an indication of his guilt. Councilman Severance duly made a motion adknow1edging receipt of his letter, with no action to be taken on the letter. Being seconded by Councilwoman Crigger. Unanimous. Chief Kat~ asked when does this go into effect. Mayor Armstrong stated it goes into effect on the last day Officer Ramenda worked. ORDINANCES ORDINANCE NO 813 AN ORDINANCE TERMINATING THOMAS RAMENDA AS REGULAR PATROLMAN AND PROVIDING AN EFFECTIVE DATE THEREFORE. The above Ordinance was read in full by City Attorney Joseph Weaver. Councilman Severance duly made a motion to adopt said Ordinance, being seconded by Councilman Bevel. Upon roll call vote said motion CARRIED. Councilwoman Crigger duly made a motion to waive the secondfreading being seconded by Councilman Clinton. Upon roll call vote said motion CARRIED. Mayor Armstrong recommended an excerpt from these minutes pertaining to Officer Ramenda be made a part of the records and attached to the original Ordinance. Councilman Severance duly made a motion an excerpt of the minutes be attached to the Ordinance and made part of the record. Being seconded by Councilman Clinton. Upon roll call vote said motion CARRIED. RESOLUTIONS NONE PROCLAMATIONS NONE OLD BUSINESS Mayor Armstrong stated we have a tabled bid on the 6 inch gasoline operated water pump for the shell pit, what was the Councils desires. Councilman Bevel said he had three reasons for not wanting to purchase this pump, 1. We have no shell left. 2. 6" pump is not big enough 3. I don't think we need the pump. Councilman Severance and Councilman Clinton both stated they had discussed this matter with LeRoy Cutshaw and he had recommended we take core samPles prior' to an expenditure of this nature. Mayor Armstrong said we can test bore one place and find shel\ and 20 feet away hit rock, which would't be a fair test. Councilwoman Crigger duly made a motion to table this bid for further study at our ear1ie~ convenience. Being seconded by Councilman Bevel. Mayor Armstrong apologized for the entire incident and for the inconvenience to witness who appeared to testify against Officer Ramenda during the hearing. If anyone has serious complaints about any police officer or other city employee, they should bring it to the attention of the council immediately. Councilwoman Crigger asked why something can't be done about the unreasonable noise coming from Maule Industries every night. She stated her phone rang constantly last night. Councilman Severance asked why we couldn't send them another letter asking that this problem be corrected. Councilwoman Crigger duly made a motion requesting Mayor Armstrong draft a letter March 9, 1973 to Maule Industries making it very clear we want action immediately. Being seconded by Councilman Clinton. Upon roll call vote said motion CARRIED. Chief Katez asked Councilwoman Crigger to tell these people that are complaining to her call the police station with their complaints, then we have a permanent record of the calls. City Attorney Joseph Weaver suggested that a copy of this letter be sent to Florida Concrete Pipe in Miami. Mr. John Gross requested the City Attorney work with the State of Florida and the Army Corp. of Engineers in working out a mutual plan for his future housing development project on Riverside Drive. Mayor Armstrong stated there would be no need for that, as long as the homes he built complied with our zoning and building code, it was up to the State of Florida to issue any waterway changes. Mayor Armstrong reminded the Council to give their RSVP'S to the City Clerk by March 14, 1973 on the Mayors meeting coming up March 21,1973.
