Florida was called to order by Mayor Dana T. Armstrong on Monday,
February 19, 1973 at 7:30 P.M.

APPROVAL OF MINUTES
Councilman Severance duly made a motion to approve the minutes of
the meeting held February 5, 1973, and the motion was seconded by
Councilwoman Crigger. Upon roll call vote said motion CARRIED.
Councilman Severance duly made a motion to approve the minutes of
the special meeting held February 8, 1973, and the motion was seconded
by Councilwoman Crigger. Upon roll call vote said motion CARRIED.

ORDINANCES
ORDINANCE NO. 811 AN ORDINANCE ENTITLED "ANIMAL CONTROL
ORDINANCE" OF THE CITY OF EDGEWATER, FLORIDA,PROVIDING FOR THE
IMPLEMENTATION AND ADOPTION OF THE ORDINANCE DESIGNATING PERSONNEL
TO IMPLEMENT AND ADMINISTER THIS ORDINANCE, PROVIDING FOR DEFINITIONS,
VACCINATION AND PURCHASING OF TAGS AND IMPOUNDING OF ANIMALS, REPEALING
ALL ORDINANCES IN CONFLICT HEREWITH, RENUMBERING AND RECODIFYING THE
PROVISIONS IN THIS ORDINANCE, PROVIDING PENALTIES FOR VIOLATION OF
THIS ORDINANCE, AND PROVIDING AN EFFECTIVE DATE THEREFOR.

The above Ordinance was read in full by City Attorney Joseph Weaver.
Councilman Clinton duly made a motion to adopt said Ordinance being
seconded by Councilman Bevel. Upon roll call vote said motion CARRIED.
Councilman Severance asked the City Attorney why cats were exempt from
running at large section of the Ordinance. City Attorney said they
where still covered in the nuisance part they just did'nt have to be on
a leash. City Attorney Joseph Heaver also stated "Passing this
Ordinance isn't going to solve everything but it will give us something
with teeth in it to start with".
Under the new ordinance owners of all animals within the city will be
required to keep their animals under control at all times. Have them
innocu1ated against rabies and registered and tagged at City Hall
once a year. Cats are excluded from the leash law.
Mayor Armstrong told the audience; "Now that we ,have an animal control
ordinance, people can sign complaints at City Hall and an officer will
be sent to investigate." He said the city would coordinate the program
with the Edgewater-New Smyrna Beach Humane Society.
A motion to waive the second reading was duly made by Councilman Severance
being seconded by Councilwoman Crigger. Upon roll call vote said motion
CARRIED.

Councilman Severance made a motion authorizing the City Clerk to
advertise for bids on three items of paving equipment to be returned
by March 19, 1973 at 4:30 P.M. Being seconded by Councilman Clinton.
Upon roll call vote said motion CARRIED.
Councilman Bevel made a motion authorizing the City Clerk to write a
letter to Volusi'a Communications terminating maintance contract.
Being seconded by Councilman Clinton. Upon roll call vote said motion
CARRIED.
Councilwoman Crigger made a motion authorizing the City Clerk to
advertise for bids for aerial photo of the City to be in by March 19,
1973 at 4:30 P.M. Subject to Council desires for purchases. Being
seconded by Councilman Severance. Upon roll call vote said motion
CARRIED.

ADJOURN OR RECESS
There being no further business Councilman Severance duly made a motion
to adjourn, being seconded by Councilman Bevel. Upon roll call vote
said motion CARRIED.
