The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Dana T. Armstrong on Monday,
December 18, 1972 at 7:30 P.M.

Councilman Severance duly made a motion to approve the minutes of
the meeting held December' 4, 1972, subject to the correction on
Page 3 of Councilwoman Clinton to Councilman Clinton. The motion

Councilwoman Crigger duly made a motion to pay said bills and
accounts, being seconded by Councilman Severance. Upon roll call
vote,said motion CARRIED.

City Clerk read a letter from W. C. Glaser, Charter Study Board,
requesting additional copies of Charter and additional members.
Mayor Armstrong stated he would like t6 express the Councils
sincere appreciation to the Board for their efforts. Mayor
Armstrong appointed Bill Robinson, 601 Flagler. Councilman
Clinton appointed William Woodard, 1853 Lime Tree Dr. Mayor
Armstrong said other Council members could give the City Clerk
their appointments prior to the next meeting and we will recognize
the entire Charter Study Board by Resolution.

SUCCESSFUL SEASON AND PROVIDING AN EFFECTIVE DATE THEREFORE.
The above Proclamation was read in full by City Clerk Cornelia A.
Kinsey.
Councilman Severance duly made a motion to adopt said Proclamation
being seconded by Councilwoman Crigger. Upon roll call vote'said
motion, CARRIED. Councilman Severance said he would like to instruct
tre City Clerk to send a cory of the Proclamation to each one of
the varsity players.
RESOLUTIONS.
RESOLUTION NO 450 A RESOLUTION ESTABLISHING A TRUST ACCOUNT
FOR FEDERAL REVENUE SHARING FUNDS, DESIGNATING A DEPOSITORY FOR
SAID FUNDS AND FURTHER DESIGNATING THE AUTHORIZED SIGNATURES FOR
THE WITHDRAWAL OF SAID TRUST ACCOUNT, AND PROVIDING AN EFFECTIVE
DATE THEREFORE.
The above Resolution was read in full by City Clerk Cornelia A.
Kinsey.
Councilwoman Crigger duly made a motion to adopt said Resolution,
being seconded by Councilman Clinton. Upon roll call vote said
motion CARRIED.

MEMBERS OF T.IE ZONING AND PLANNING BOARD OF THE CITY OF EDGEWATER,
FLORIDA PROVIDING THAT SAID MEMBERS Sf~ALL SERVE WITHOUT COMPENSATION
AND FITTHER PROVIDI"G AN EFFECTIVE DATE THEREFORE.

Councilman Clinton duly made a motion to adopt said Resolution,
being seconded by Councilman Severance. Upon roll call vote said
motion CARRIED.
RESOLUTION NO 452 A RESOLUTION DESIGNATING AND APPOINTING
THE MEMBERS OF THE LIBRARY BOARD OF THE CITY OF EDGEWATER, FLORIDA
PROVIDING THAT SAID MEMBERS SHALL SERVE WITHOUT COMPENSATION, AND
FURTHER PROVIDING AN EFFECTIVE DATE THEREFORE.

Councilman Bevel duly made a motion to adopt said Resolution, being
seconded by Councilman Severance. Upon roll call vote said motion

Mayor Armstrona stated ~r. Fair1s Ordinance was reto active and
he has had difficulity finding a place to live. Mayor Armstrong
said he rec~mmended the Council pay Mr. Fair on an hourly basis
rather than pass the Ordinance. Councilman Bevel made a motion
to pay Mr. Fair on an hourly basis and terminate as soon as
possible, being seconded by Councilman Severance.
ORDINANCE NO 802 AN ORDINANCE DESIGNATING AND APPOINTING
WILLIAM ALBERT RICKELMAN AS REGULAR PATROLMAN FOR THE CITY OF
EDGEWATER, VOLUSIA COUNTY, FLORIDA, SETTING FORTH HIS COMPENSATION
FOR SUCH OFFICE, AND PROVIDING AN EFFECTIVE DATE THEREFORE.
The above Ordinance was read in full by City Clerk Cornelia P. Kinsey.
Councilman Clinton duly made a motion to adopt said Ordinance, being
seconded by Councilwoman Crigger. Upon roll call vote said motion
CARRIED.
A motion to waive the seconded readina was duly made by Councilman
Severance being seconded by Councilman Bevel. Upon roll call vote
said motion CARRIED.

Councilman Severance duly made a motion to adopt said Ordinance,
being seconded by Councilman Clinton, with Councilwoman Crigger and
Councilman Bevel votinq No. Upon roll call vote said motion CARRIED.
A motion to waive the seconded reading was duly made by Ccuncilman
Severance beinq seconded by Councilman Clinton with Councilwoman
Crigger and Councilman Revel voting No. Upon roll call vote said
motion CARRIED.
OLD 13USINESS
Councilman Bevel made a motion to authorize Florida Power and Light
to proceed with phase 1 and phase 2 of the Florida Shores proposed
street light project, being seconded by Councilman Clinton. Upon
roll call vote said motion CARRIED.

Tr.e City Council had a brief discussion concerning Ordinance 745,
..referring to local organizations re9i:stering with the City Clerk
prior to soliciting. Councilman Clinton duly made a motion
authorizing the Eity Clerk to issue soliciting permits to all
known organizations, being seconded by Counci1wo~an Crigger. Upon
roll call vote said motion CARRIED.
NEt-I BUS INESS
Councilwoman Crigger made a motion authorizing the City Clerk to
contact someone to get the microphones fixed at the Community
Center, being seconded by Councilman Clinton. Upon roll call vote
said motion CARRIED.
Council':Joman Crigger made a motion to close City Hall at Noon on
Dece~ber 22, 1972 for the Christmas Holidays and pay Linda Bennett
dispatcher wages for the afternoon work, being seconded by Councilman
Bevel. Upon roll call vote said motion CARRIED.
Chief Katez informed the City Council he had found suitable jackets
for the Police Department at Engels in Orlando. The City Council
advised the Chief to purchase the jackets.
Ray Shombora thanked the City Council for the Florida Shores street
light project.
Mayor Armstrong wished everyone a safe and enjoyable Chr~:tmas and
New Year.
