APPROVAL OF MINUTES A motion was made by Alice Haldeman, second by Nikki Hughart to approve the minutes of the April 14, 2016 meeting. The MOTION was APPROVE by the following vote: Yes:Ed Corn, Ben Wagner, Alice Haldeman, Sherry Lester, Glenn Barnhill, Nikki Hughart, and Ann Williams 7 - 4. SWEARING IN OF WITNESSES Sworn in were Code Supervisor Capt. Jeff Lariscy, Lead Code Officer Dan Koehler and Code Officer Kevin Pogany. 5. NEW BUSINESS - PUBLIC HEARING Chairman Ben Wagner read the below listed cases and concluded with it appears after reviewing these cases that no one was present for any of the cases just read. Pursuant to Section 10-348 and 10-345 subparagraph C 11 of the Code of Ordinances and the statement that appears on the respective citation issued that failure to appear at the hearing means the alleged violator has waived any right to contest the violation and that an order can be made for the maximum applicable penalties that include but are not limited to administrative costs, fines, daily fines and liens. Since however we have the benefit of the staff recommendations, the Board shall entertain motions and take whatever actions are deemed appropriate. CODE COMPLIANCE REPORT Lead Code Officer Dan Koehler stated that they have 101 new cases, working a total of 181 cases and 89 cases resolved. The Board review and discussed section 10-82 commercial vehicles in residential areas and the Board by-laws. Lead Code Officer Dan Koehler presented Sec. 10-82 commercial vehicles in residential areas. Mr. Hall review the function of the Board and staff. The bylaw states that the board members can not initiate a code complaint. Mr. Hall asked that the members to instruct citizens to contact the staff and their duty is to act as the judge, it's not proper to initiate the complaint. Member should make recommended changes which is a legislative function to the City Council. This can be a joint workshop with the City Council and Code Board to make recommendation. The Board needs to come up with a list of recommendations before establishing a joint meeting with the City Council. A motion was made by Nikki Hughart, second by Sherry Lester, to request a joint workshop session with City Council for recommended changes to the ordinance and bylaws.
