Special Magistrate Jacob Schumer gave a brief introduction and stated the purpose/process opening
statement.

Minutes were not received per Special Magistrate. Moves to the next meeting.

Sworn in were Kevin Casper, Tenant of 1519 Travelers Palm Drive, Edgewater, FL; Matthew Turpin
of 3112 Lime Tree Drive, Edgewater, FL; Jessica Lao of 203 Two Oaks Drive, Edgewater, FL; City
of Edgewater Code Enforcement Officer Robert Hazelwood, City of Edgewater Animal Control
Officer Denis O'Dell, and City of Edgewater Water Utility Department Calvin Oldham.

Connections of the Code of Ordinances. No daily fine is being requested as the water has been
turned back on to the residence. Special Magistrate Jacob Schumer reduced the amount of the
citation from $300.00 to $200.00.

Matthew and Amelia Turpin - 3112 Lime Tree Drive

City of Edgewater Code Enforcement Officer Robert Hazelwood presented the case. Matthew Turpin
was present and testified. Mr. Turpin stated he fixed the outdoor storage violation by removing items
but the boat and motors are still there. Special Magistrate Jacob Schumer orders Mr. Turpin to
display current and valid registration and to move the boat out of public view. Special Magistrate
Jacob Schumer finds the property in violation of Sections 10-121 Trailer Storage and Section 10-80
Outdoor Storage and upholds the citation fee of $75.00 per violation, giving Mr. Turpin until April 2,
2020 to move the boat and motors. It is also ordered that a fine of $100.00 per violation for each day
the violation exists past April 2, 2020 if not satisfied.

Officer O'Dell presents the case and stated that he has information regarding ESA.
Jessica Lao stated that her daughter has a condition and the pig is an Emotional Support Animal
with documentation. Ms. Lao stated that they have had the pig for one year and no one sees the
animal.
Special Magistrate Jacob Schumer stated the Emotional Support Animal does not apply as there's no
code acception for the Fair Housing Act.
Special Magistrate Jacob Schumer finds Jessica Lao in violation of Section 5-8 Animals Prohibited
and orders the Staff Recommendation.

Special Magistrate Jacob Schumer read the above cases into the record and concluded after
reviewing the case that no one was present for the read cases. Pursuant to Sections 10-348 and
10-345 subparagraph C 11 of the Code of Ordinance and the statement that appears on the
respective citation issued that failure to appear at the hearing means the alleged violator has waived
any right to contest the violation(s) and that an order can be made for the maximum applicable
penalties that include but are not limited to administrative costs, fines, daily fines and liens. Special
Magistrate Jacob Schumer finds the above properties in violation of said Section(s) and orders the
Staff Recommendation.
