JULY 3, 1972
The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Dana T. Armstrong on Monday,
July 3, 1972 at 7:30 P.M.

APPROVAL OF MINUTES
Councilman Severance duly made a motion to approve the minutes of
the meeting held June 19, 1972 and seconded by Councilman Wiggins.
Upon roll call vote, said motion CARRIED.

Councilman Severance duly made a motion to pay said bills and
accounts being seconded by Councilman Wiggins. Upon roll call vote,
said motion CARRIED.

COMMUNICATIONS
The City Clerk read a letter from the Board of Governors recommend-
ing the Council approve the Board's suggestion to give the bingo
machine to the American Legion.
Councilman Wiggins duly made a motion that the bingo machine be
turned over to the American Legion being seconded by Councilwoman
Crigger. Upon roll call vote, said motion CARRIED.
A petition for rezoning from residential to RR PUD from Robert G.
Howard, Architect acting as agent for Mike Caldwell was read by
the City Clerk.
Councilman Severance duly made a motion to refer the petition to the
Zoning Board being seconded by Councilman Wiggins. Upon roll
call vote, said motion CARRIED.
The City Clerk read a petition for paving from the residents of
Otter Drive.
Councilwoman Crigger duly made a motion to put the petition in the
file for future paving. Said motion was seconded by Councilman
SEverance. Upon roll call vote, said motion CARRIED.
ORDINANCES
ORDINANCE NO. 757: AN ORDINANCE EMPLOYING AND APPOINT-
ING LINDA R. BENNETT AS DEPUTY CLERK FOR THE CITY OF EDGEWATER,
FLORIDA, SETTING FORTH HER TENURE, SETTING FORTH HER COMPENSATION
FOR SUCH OFFICE, SETTING FORTH HER DUTIES AND RESPONSIBILITIES,
AND PROVIDING AN EFFECTIVE DATE THEREFOR.
The above Ordinance being read in full by City Attorney Joseph Weaver.
Councilman Wiggins duly made a motion to approve the said Ordinance.
Said motion being seconded by Councilwoman Crigger. Upon roll
call vote, said motion CARRIED.
A motion to waive the second reading was duly made by Councilman
Wiggins and seconded by Councilman Severance. Upon roll call vote,
said motion CARRIED.
ORDINANCE NO. 758: AN ORDINANCE AMENDING ORDINANCE NO.
734 AND APPOINTING RUTH PASCH TO THE BOARD OF GOVERNORS OF THE
COMMUNITY CENTER OF THE CITY OF EDGEWATER, FLORIDA, TO REPLACE
NAN J. CARLSON, SETTING FORTH HER TENURE AND PROVIDING THAT THE
CITY SHALL PAY HER NO COMPENSATION, PROVIDING FOR HER DUTIES AND
RESPONSIBILITIES AND POWERS, AND PROVIDING AN EFFECTIVE DATE THEREFOR.
The above Ordinance was read in full by City Attorney Joseph Weaver.
A motion to approve the said Ordinance was duly made by Councilman
Wiggins and seconded by Councilman Severance. Upon roll call vote,
said motion CARRIED.
Councilman Severance duly made a motion to waive the second reading
being seconded by Councilman Wiggins. Upon roll call vote, said
motion CARRIED.
RESOLUTIONS
RESOLUTION APPROVING THE REQUEST
MADE BY THE VOLUSIA COUNTY LIBRARY BOARD TO THE VOLUSIA COUNTY
COUNCIL OF VOLUSIA COUNTY, FLORIDA PROVIDING FOR THE FINANCING AND
PAYMENT OF THE OPERATING COSTS OF ALL THE PUBLIC LIBRARIES OF THE
VOLUSIA COUNTY LIBRARY SYSTEM.
Councilman Ganta duly made a motion to adopt the said Resolution.
The motion died for lack of second.

RESOLUTIONS, cont
Mayor Armstrong stated the resolution was not in compliance with
the City Charter.
OLD BUSINESS
Mayor Armstrong stated the Council had asked the City Attorney for
a legal opinion regarding Mr. Montesano's request to rezone his
property to industrial.
The City Attorney stated he would like to have a letter from
Mr. Montesano stating what he wants to do after the property is
rezoned.
The City Attorney also stated Mr. Montesano would have to get a
license before he does anything or put up a fence.
Councilman Severance duly made a motion to approve the rezoning
to industrial subject to specifications drawn up in regards to
what is allowed and the height of the fence. Said motion was
seconded by Councilman Wiggins. Upon roll call vote, said motion
CARRIED.
Councilwoman Crigger duly made a motion to accept the certification
of ownership of Sauers property, being seconded by Councilman
Severance. Upon roll call vote, said motion CARRIED.
Councilman Severance duly made a motion to authorize the City Clerk
to publish a legal advertisement for annexation for four consecutive
weeks, being seconded by Councilman Wiggins. Upon roll call vote,
said motion CARRIED.
After checking prices, Mayor Armstrong found it would not be
necessary to put out bids for the complete rebuilt motor on Police
car 301 since the price is $379.15.
Councilwoman Crigger duly made a motion to buy a complete motor for
Police Car 301. Said motion was seconded by Councilman Severance.
Upon roll call vote, said motion CARRIED.
NEW BUSINESS
Mayor Armstrong stated the City could not give the City employees
a 10% raise without going over the budget since the City has more
employees this year than last year and we have to consider when
the wages go up the workman's compensation goes up.
Councilwoman Crigger duly made a motion to grant 10% employee raises
except the Police and those on a contract retroactive to July 1,
1972. Said motion was seconded by Councilman Ganta. Upon roll call
vote, said motion CARRIED with Mayor Armstrong voting No.
A motion to draw a resolution of intent to review and increase
water and sewer rates was duly made by Councilman Ganta and seconded
by Councilman Severance. Upon roll call vote, said motion CARRIED.
There being no further business, Councilman Severance duly made a
motion to adjourn being seconded by Councilman Wiggins. Upon roll
call vote, said motion CARRIED.
