4. NEW BUSINESS
a.AR-2018-3957 SEVMI Website Preview
Bliss Jamison presented to the Board, the new South East Volusia Marketing Initiative website, one
of the tools in SEVMI's strategic marketing plan. SEVOLUSIA.COM was created with site selectors
in mind to feature our one economic region comprised of three unique cities and to promote our
natural resources and quality of life.
Bob Andrejkovics, of 331 Admiralty Court in Edgewater, suggested adding information about the
Lineman College to the site.
Chris Wimsatt of Team Volusia explored shared his thoughts about how to move forward effectively
utilizing the new site.

Ms. Jamison reported that Park Avenue is being widened in order to bring truck traffic to the largest
contiguous industrial area zoned in the county. This project was made possible by a public/private
partnership with the City of Edgewater, Volusia County and a private land owner and with the
assistance of Deb Denys.

Samantha Bergeron, Director of the Parks & Recreation Department and Economic Development
Coordinator, shared that students now have scholarship applications and completed applications can
be dropped by the City Clerk's office, Parks & Recreation office, e-mailed or mailed to P.O. Box 100,
Edgewater, FL 32132. Students must submit scholarship applications by March 8, 2019 and as the
April 19, 2019 deadline for scholarship selections nears, a meeting of the Scholarship Subcommittee
will be scheduled.
Ms. Bergeron told the Board that on January 14 there will be a donor's meet and greet at the high
school from 9:00 a.m. - 10:00 a.m. She also noted that the Princess & Prince Ball will be held on
February 9, close to Valentine's Day this year.

Ms. Bergeron suggested that a meeting of the Ecotourism Subcommittee be scheduled soon to review
and complete a paddling trails ecotourism application before the March deadline.
d.AR-2018-3961 Career Source Strategy Regarding Skill Gaps and Job Vacancies
Workforce Strategy Memo from Career Source - Robin KingAttachments:
On February 22, Career Source will host a breakfast meeting, at the Hard Rock Hotel, to talk about
workforce (skilled labor and its cost), a topic of much interest to companies looking to locate here.
Career Source is looking for representatives from a diverse group of businesses and industries such
as Healthcare, retail, hospitality, professional business, construction and manufacturing. Contact
Robin King at Career Source for more information.
Clarence McCloud shared that there is a representative from Career Source at the South Campus of
Daytona State College, on specific dates and times, to assist with processing paperwork for students
and those looking to return to the workforce.
5. OTHER BUSINESS
Donna Snow inquired about the annual Expo. Ms. Bergeron indicated that a virtual Expo is being

explored for this year.
Interim City Manager, Brenda Dewees thanked the Board for their service and stated her intention to
get up to speed on their activities so she will be able to pass that information along to the incoming
interim City Manager.
6. PUBLIC COMMENTS - None at this time.
7. REPORTS
a.AR-2018-3962 Director's Report
Ms. Bergeron reported that at the December City Council meeting, several large residential
developments went forward into the preliminary phase of their projects. These developments create
rooftops and tax base that attract additional retail businesses and manufacturing. Smaller 50' lot
sizes are featured in new developments as are green spaces.
The Department of Economic Opportunity held a conference on "Opportunity Zones". There are 427
zones in the state of Florida, with 1.9 million residents and 83,000 businesses. There is at least one
Opportunity Zone in every county. Zones were selected where there is high poverty, low educational
attainment and median income below the state average. Edgewater's Opportunity Zone is within the
boundaries of our CRA district. When investors build in an Opportunity Zone, their capital gains can
be invested into an opportunity fund and capital gains can be deferred for up to 10 years.
Ms. Bergeron suggested that next, we need to develop a prospectus including sales and
redevelopment that has occurred in the past few years in the Opportunity Zone, such as the Dollar
Store or Brilliance Healthcare. We also need to list opportunities, other pieces of property that are
available and what their use could be such as Tropical Blossom for sale, vacant lots, businesses that
are closed and vacant. Chris Wimsatt of Team Volusia offered to assist in collaborating to develop a
marketing piece.
Ms. Bergeron shared that an important part of the prospectus is having a plan such the CRA, which
is a 40 year plan, tied to the original Vision Book, which was created in 2008 with public input and
the assistance of a paid consultant. Staying the course with these long range 40-50 year plans sets
the basis and tone for things like Opportunity Zones as we move forward.
Bliss Jamison noted that the City hired consultants to assist with the Vision Book as well as with the
preparation of the Comprehensive Economic Development Strategy. These plans were not created
by a group of volunteers or any single council. Professionals were hired, money was spent and plans
were set in motion. Ms. Bergeron added that the CRA plan was 7 years in the making and was
created using everything from the Economic Development Plan and the Vision Book. They are all
tied together and to go back and change anything in the CRA plan you have to go back to County
Council.

Clarence McCloud stated that a 40 contact hour, Fiberglass Bootcamp will be starting at Daytona
State College. It will be held at the airport, 1601 Tionia Road. There is a fee but Career Source is
working with students needing financial assistance. This class will cover introduction to fiberglass
manufacturing, safety, manufacturing processes, standards, tools, equipment, lamination techniques
and inspection. Mr. McCloud added that, starting next week, the Machining program will be meeting
4 evenings per week with lecture and lab, 3 CNC machines as well as a lathe.
Ms. Jamison congratulated Dan Klasel on being appointed to the River to Sea TPO. This group
works on roads, sidewalks, bike trails, traffic in concert with public and private partnerships.
