The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Dana T. Armstrong on Monday,
June 19, 1972, at 7:30 P.M.

Councilwoman Crigger duly made a motion to approve the minutes of
the Special Meeting May 31st and minutes of the Regular Meeting
June 5, 1972. Said motion being seconded by Councilman SEverance.
Upon roll call vote, said motion CARRIED.

A motion to pay said bills and accounts was duly made by Councilman
Wiggins and seconded by Councilman Severance. Upon roll call vote,
said motion CARRIED.

COMMUNICATIONS
A letter from Carmen Montesano asking that his request to rezone
his property from commercial to industrial be discussed was read
by the City Clerk.
Mayor Armstrong stated the letter had been discussed at the work-
shop meeting and it was referred to the City Attorney to check
into the Federal Highway Beautification laws concerning the re-
zoning but he has not completed his investigation.
Councilman Wiggins duly made a motion to table the letter until
the next meeting so the City Attorney can get the information.
Said motion was seconded by Councilwoman Crigger. Upon roll call
vote, said motion CARRIED.
The City Clerk read a letter from the Planning Board requesting
trash cans be placed in the heaviest traffic areas to help keep
the city clean and they also asked if there would be sufficient
water and sewer capacity projected for the next ten years to
accommodate the anticipated rapid growth in the city.
Mayor Armstrong stated he had written to the Department of Trans-
portation requesting permission to place trash cans in the city
and they granted us the permission to put four barrels in No Park-
ing zones and the barrels must be chained to something permanent
with permanently fixed tops so they will not constitute a hazard.
Mayor Armstrong stated the city does not have facilities for water
or sewer for the next ten years but the city is now working with
engineers on updating the water and sewer facilities.
Cornelia Kinsey, City Clerk, read a letter from the Planning
Board recommending the Council approve the proposed RR-PUD Ordinance.

ORDINANCES
ORDINANCE NO. 755: AN ORDINANCE DESIGNATING AND APPOINT-
ING CARL L. GRIFFIN AS REGULAR PATROLMAN FOR THE CITY OF EDGEWATER,
VOLUSIA COUNTY, FLORIDA, SETTING FORTH HIS COMPENSATION FOR SUCH
OFFICE, AND PROVIDING AN EFFECTIVE DATE THEREFOR.
The above Ordinance was read in full by Joseph Weaver, City Attorney.
Councilman Wiggins duly made a motion to approve the said Ordinance,
being seconded by Councilwoman Crigger. Upon roll call vote, said
motion CARRIED.
A motion to waive the second reading was duly made by Councilman
Wiggins and seconded by Councilman Severance. Upon roll call vote,
said motion CARRIED.
ORDINANCE NO. 756: AN ORDINANCE AMENDING ZONING
ORDINANCE NO. 219 OF THE CITY OF EDGEWATER, FLORIDA, TO INCLUDE A
NEW DISTRICT ENTITLED R-R PLANNED UNIT DEVELOPMENT ("R_R PUD") FOR
THE PURPOSE OF OFFERING DEVELOPERS THE BENEFITS OF EFFICIENCY,
ECONOMY, AND FLEXIBILITY OF LARGE SCALED UNIFIED DEVELOPMENT THAT
WILL CREATE A DESIRABLE URBAN ENVIRONMENT BY PROVIDING FOR: (A)
VARIETY AND FLEXIBILITY IN THE DEVELOPMENTAL LAYOUT AND DESIGN: (B)
THE ADEQUATE AND ECONOMICAL PROVISIONS OF STREETS AND UTILITIES:
(C) A MEANS TO PRESERVE THE NATURAL AND SCENIC QUALITIES OF OPEN
AREAS: PROVIDING FOR ITS PUBLICATION AND PROVIDING FOR AN EFFECTIVE
DATE THEREOF.
The above Ordinance was read in full by City Attorney Joseph Weaver.
Councilman Severance duly made a motion to approve the said
Ordinance subject to a second reading within ten day. Said motion
was seconded by Councilwoman Crigger. Upon roll call vote, said
motion CARRIED.
RESOLUTIONS
RESOLUTION NO. 435: A RESOLUTION OF THE CITY OF EDGEWATER,
FLORIDA PROVIDING FOR COMPLIANCE WITH CERTAIN REQUIREMENTS UNDER
THE 1972 FLORIDA REVENUE SHARING ACT.
The above Resolution was read in full by City Attorney Joseph Weaver.
A motion of adoption of said Resolution was duly made by Councilman
Severance and seconded by Councilman Wiggins. Upon roll call vote,
said motion CARRIED.
RESOLUTION NO. 436: RESOLUTION EXPRESSING SUPPORT OF
THE GURNEY AMENDMENT AND THE GENERAL REVENUE SHARING BILL, S.3651
AND PROVIDING AN EFFECTIVE DATE THEREFOR.
The said Resolution was read in full by Joseph E. Weaver, City Attorney.
Councilman Ganta duly made a motion to adopt the said Resolution,
being seconded by Councilman SEverance. Upon roll call vote, said
motion CARRIED.
OLD BUSINESS
The bids received for a chlorinator were opened and read by the
City Clerk. The bids were as follows:

Cornelia A. Kinsey, City Clerk, read the certification of funds
for purchasing a chlorinator.

NEW BUSINESS
Councilman Severance duly made a motion to recommend the City
Attorney check out the petition for annexation to Edgewater from
Sauers. Said motion was seconded by Councilman Wiggins. Upon roll
call vote, said motion CARRIED.
Mayor Armstrong asked that the Council instruct him and the City
employees to shut off water of the residents of delinquent bills
not paid in full by the first of the month.
Councilman Wiggins duly made a motion to enforce Ordinance No. 400,
effective July 1, 1972. Said motion was seconded by Councilman
Severance. Upon roll call vote, said motion CARRIED.
MISCELLANEOUS
After a brief discussion concerning the fire department. the Council
agreed that the Mayor or City Clerk should investigate the building
and remod1eing fund presently established in general government
budget. If this is not designated for a special building or pro-
perty. the City Attorney advised the City could use the funds for
the fire department complex.
Mayor Armstrong announced there would be a workshop meeting, Tuesday
night and a special meeting for the second reading of the RR-PUD
Ordinance on Friday, June 30, 1972.
There being no further business, Councilman Wiggins duly made a
motion to adjourn, being seconded by Councilman Severance. Upon
roll call vote, said motion CARRIED.
