CALL TO ORDER Kadie Mullins, Chair of the Recreation and Cultural Services Board, called the meeting to order at 5:29 p.m. 2. ROLL CALL Walt Zakaluzny, Kadie Mullins, Tiffany Evers, Laura Bernstein and Glen PowersPresent5 - Also in attendance were John McKinney, Assistant City Manager and Shailesh Patel of Dredging & Marine Consultants. 3. APPROVAL OF MINUTES a.AR-2016-219 3 Approval of Special Meeting Minutes - October 27, 2016 A motion was made by Laura Bernstein, second by Tiffany Evers, to approve Minutes from the November 16, 2016 Recreation and Cultural Services Board Meeting. The MOTION was APPROVED unanimously. Yes:Walt Zakaluzny, Kadie Mullins, Tiffany Evers, Laura Bernstein, and Glen Powers5 - 4. OLD BUSINESS - None at this time 5. NEW BUSINESS a.AR-2016-220 5 Christmas Parade Mr. McKinney invited members of the board to participate in judging the annual Christmas parade. Kadie Mullins, Walt Zakaluzny and Tiffany Evers volunteered to be parade judges. Mr. McKinney also invited the board to announce the Christmas parade winners along with the Holiday Light Decorating Contest winners at the January 9, 2017 City Council meeting. This year, due to storm debris management at the Air Park facility, parade staging will begin by entering at Silver Palm and 22nd and proceeding down Air Park Road to 442. The parade will end at Banyan as the City is no longer able to utilize the shopping center parking lot. Detailed parade instructions will be distributed the week of the event. Page 1City of Edgewater November 16, 2016Recreation & Cultural Services Board Special Meeting Minutes b.AR-2016-219 5 Holiday Light Decorating Contest The holiday light decorating contest is currently being promoted on social media and entrants can sign up by completing form in person, via e-mail or online. After the contest, all entrants will be notified of who the winners are and invited to the awards ceremony to be held at the January 9th Council meeting. Walt Zakaluzny volunteered to coordinate gift baskets for contest winners. The entry deadline is December 12th. c.AR-2016-219 6 Whistle Stop Park - Updated Conceptual Design Discussion with DMC Shailesh Patel, of Dredging & Marine Consultants, told the board that DMC took the information from the last RCS Board meeting and created an updated conceptual plan for Whistle Stop Park's redevelopment. The updated plan segments the park into a kids area, a green space area and an athletic area. It includes a circular drive entrance with flagpole and drop off area in addition to potential overflow parking. In the previous plan, the splash pad and playground areas were towards the back. The new plan has a "kids area" with splash pad and playground at the front of the park with the skate park behind. The fitness area has been spread out along the walking trail and a bathroom has been positioned central to the skate park, playground and splash pad. From the main entrance, a promenade is being created with a train themed grand entry way. The center of the park is a "green space", open event area with pavilions and a stage. In the back of the park, a "athletic area" will include: ballfields, tennis, volleyball and racquetball courts and dog park. Mr. Patel stated that DMC will present a model of the park to the board around February 2017. The board still agrees that a themed playground will be utilized only if budget allows. After the approval of a conceptual plan, beginning to work with the budget is DMC's next step in planning the park. Mr. McKinney advised that if the board is satisfied with the updated conceptual plan, they recommend it to City Council for approval. A motion was made by Walt Zakaluzny to recommend the updated Whistle Stop Park conceptual plan to City Council for approval, second by Tiffany Evers. The MOTION was APPROVED unanimously. OTHER BUSINESS Mr. McKinney noted that he visited Lake & Alice Park where debris has been removed and the park is clean. He mentioned that in coming years this area may become a passive "green space" park. 7. DISCUSSION ITEMS - None at this time 8.
