WELCOME Kadie Mullins, Recreation and Cultural Services Board Chair, welcomed the group and explained the purpose of the Workshop was to share ideas regarding the Board's role, vision and mission; how those align with Board Bylaws and if there is a desire to incorporate other things into the Board's current activities. CURRENT STATUS REVIEW Samantha Bergeron updated the Board with a current status review, discussing provided reading materials and Parks Department goals along with long term City goals. Economic Development Plan: This 78 page plan, started in 2010 and revised in 2015, has a lot of information about Business recruitment, retention and expansion along with census and demographic information. It also Includes information on the importance of quality of life as a draw for people to live in Edgewater. With parks, riverfront, paddling trails and bike trails, ecotourism is a key element. Community Redevelopment Agency (CRA) Plan: The CRA Plan shows future plans for parks and open spaces for the next 40 to 50 years. Current CRA focus includes: wayfinding signs to help people find our parks and trails, land acquisition, stormwater management and lagoon safety and health. Vision Book: Created in 2008 with public meetings and input from residents, the Vision Book was the beginning of our Economic Development Plan, CRA Plan and Bicycle Pedestrian Master Plan. The Vision Book calls for a Parks master plan. Bylaws: Article VI of the Recreation and Cultural Services Bylaws describes "Powers and Duties", which speaks to the Board's original design. Bicycle Pedestrian Master Plan: Has a great map of current and future sidewalks, bike lanes and multi-use trails. City of Edgewater 2017 Project Goals: Set forth by City Council 2017 Project Goals include a plan for Mango Lake Park. Ms. Bergeron shared with the Board that the City received a donation of coquina rock from the Florida Wildlife Commission and will be used at Mango Lake, Kennedy Park, Menard May Park. She also shared that the Gateway Park is still on hold awaiting FEC trestle repair and that fundraising for a new Page 1City of Edgewater June 24, 2017Recreation & Cultural Services Board Special Meeting Minutes pool for the YMCA has not gotten off the ground. Recently approved, was the plan to develop a 60 acre site adjacent to Boston Whaler. She explained that Parks is currently looking to expand sports options with the Whistle Stop renovation. Plans for Whistle Stop Park are at 60%. 3. RECREATION & CULTURAL SERVICES BOARD VISION & MISSION Kadie began a discussion of the Board's vision and mission by noting that we are accomplishing all specified duties with the exception of the Historical Preservation portion. Glenn Powers expressed interest in Historical Preservation. In 2021 we have the 150th anniversary of our founding. Kadie Mullins suggested that a founder's day event could also be done every year and mentioned the importance of storytelling in sharing history and creating historical events that are "family friendly". 4. EVENTS REVIEW The Board discussed being more hands on with events, creating new events, participating more in the event planning process and offering more information via social media including Facebook, "Next Door" and "Neighborhood" apps that are being widely used in Edgewater. 5. DISCUSSION ITEMS THE BOARD DISCUSSED THE FOLLOWING IDEAS: HISTORIC PRESERVATION •Host a Founder's Day Celebration with old timey activities and music •Create a Founder's Day or Historical Preservation subcommittee YMCA •Support partnership between City and YMCA •Invite Jarrett to RCS Board Meetings •Volleyball - Low cost, popular activity not OTHER •Annexing areas of Edgewater that are still County •Improving Pocket Parks 6.
