APPROVAL OF MINUTES a.AR-2018-3633 Approval of minutes from the May 30, 2018 Recreation & Cultural Services Board Meeting. 05-30-2018 RCS Board Meeting MinutesAttachments: A motion was made by Tiffany Yancey, second by Glenn Powers, to approve Minutes from the May 30, 2018 Recreation and Cultural Services Board Meeting. Director's Report Samantha Bergeron, Director of Parks & Recreation and Economic Development Coordinator, was unable to attend the meeting but provided notes that Kadie Mullins shared with the Board. Ms. Bergeron reported that the sun shade over the playground at the YMCA, that was destroyed in Hurricane Matthew, has been replaced. Fencing around the pool equipment and from the building to the pool at the YMCA, has been replaced. The gym floor has been cleaned and sealed. Sidewalks on 30th Street and on Flagler have been worked on. Sidewalk work on 30th Street is partially funded by HUD. Once sidewalks are completed at Pine, sod will be laid and other finishing touches will be done. Flagler, from Park to 12th, is being worked on to improve safety near Edgewater Public. This project was funded in part by FDOT and is expected to be completed in the next several weeks. Page 1City of Edgewater Printed on 10/12/2018 September 20, 2018Recreation & Cultural Services Board Meeting Minutes Whistle Stop Park is a little behind schedule, primarily due to rain delays but also because of the need for additional infrastructure. The park is scheduled for completion in March 2019. Builders are currently working on the tennis courts, volleyball courts, racquetball courts, skate park and splash park areas. Light poles are being installed, concrete sidewalks and road curbing are being poured and formed. Work is being completed on the interior of the new restroom as well as the existing concession stand. Permits have been issued for Veteran's Park pier repairs and that work will begin next week. Seawall repairs have been approved by City Council. Next, an engineer will be selected for that project. For fiscal year 2019, staff has recommended to include the boat ramp, pier and pavilion replacement with the seawall to save money on engineering an permitting. The City has received a $150,000 grant from Florida Inland Navigation District (FIND) for the seawall and another $320,000 for the project will come from the Disaster Fund. The replacement playground for Menard May Park has been approved by City Council. Glenn Powers requested additional information on the crossing from the school to the park. He also commented on the need to work with the Farmer's Market on signage. Mrs. Mullins clarified that the Farmer's Market is not a City event. It is being run independently in cooperation with the City. She further explained that the City has worked with the Farmer's Market group to allow additional signage during the weekly event only. b. Founders Day Report Mrs. Mullins reminded the Board that the Founders Day event is scheduled for November 6, 2021 and she is putting together a master list to include ideas discussed at Board meetings, subcommittee meetings and best practices from other communities as well as a proposal to include potential supplemental activities. That proposal will be presented to the Parks & Recreation Director then to the Founders Day Subcommittee and finally to the Recreation and Cultural Services Board. She advised the Board that the event will embrace the educational and historical component of Founders Day along with fun activities for families. A gala fundraiser to support arts and culture throughout the community has been discussed. Recording historical stories is another aspect of the event that is being explored. Mrs. Mullins suggested coordinating times to itemize historical artifacts at the museum during the next Founders Day Subcommittee meeting. Mr. Powers suggested photographing and archiving some of the artifacts that are being held at the New Smyrna Beach Historical Museum as well. Tiffany Yancey offered the use of her scanner for scanning and archiving historical documents. c. Event/Marketing Report Mrs. Mullins reported that the Fall Festival EdgeFest will be held on October 20, 2018 and that Board Members can assist by finding vendors and people who want to participate in the trunk-or-treat. This year there will be a hay ride, pony rides, a petting zoo, costume contest and the YMCA will be selling food. Teams are needed. The Christmas Parade is on December 8, 2018 and at the next board meeting, the Board will discuss who is available for judging. Mrs. Yancey reported that an Edgewater Ambassador's Facebook has been created to get residents involved providing feedback and sharing events. The group currently has 17 members. Mrs. Yancey will provide a monthly (or more frequently, if needed) recap to the Parks & Recreation Director regarding the groups activities. Mrs. Mullins reminded the Board that Sunshine Law prohibits members of the Recreation and Cultural Services Board from joining this Facebook group. 5. NEW BUSINESS a.AR-2018-3634 Fall Beautification Award 1823 Sabal Palm - Rothholz - Residential Nomination 1845 Queen Palm - Vander Meulen - Residential Nomination 30th Street Station - Business Nomination Attachments: Mrs. Mullins reported three nominations for the Fall Beautification Award were submitted. One in the Business category for 30th Street Station at 3001 India Palm Drive and two in the Residential category at 1823 Sabal Palm Drive and 1845 Queen Palm Drive. Because the program is new and since all of the nominations were amazing, Mrs. Mullins suggested presenting awards to all three. A motion was made by Laura Konters, second by Glenn Powers, to present Beautification Awards to all three Beautification Award nominees. The MOTION was APPROVED unanimously. OTHER BUSINESS Mrs. Mullins discussed with the Board the need for coastal resiliency and a concern for replanting trees when homeowners remove trees. Ideas for getting new trees planted included partnering with groups, such as boy scouts and girl scouts, planting memorial trees and an Earth Day event in April. Mr. Powers discussed with the Board public use of the Hawks Park ballfields. The Parks & Recreation Department is working to accommodate individuals and groups who want to utilize the fields. 7.
