1. CALL TO ORDER
Kadie Mullins, Chair of the Recreation and Cultural Services Board, called the meeting to order at
4:45 p.m.

3. APPROVAL OF MINUTES

A motion was made by Tiffany Yancey, second by Glenn Powers, to approve Minutes from
the September 20, 2018 Recreation and Cultural Services Board Meeting. The MOTION

4. PUBLIC COMMENTS
The board discussed options for training on Roberts Rules of Order and Parliamentary procedures.
5. REPORTS
Director's Report
Samantha Bergeron, Director of Parks & Recreation and Economic Development Coordinator,
reported that the budget amendment to roll over money approved in last year's budget for Kennedy
Park repairs, was approved by City Council and FIND grants have been extended for work at
Kennedy Park including the boat ramp replacement, south side and east side seawall repairs, and the
replacement of the fishing dock and pavilion. The value of the project is about $1.4 million.
Currently, final surveys and engineering drawings are being completed and then the project will be
rolled out as one bid package.

The old playground equipment at Menard-May park has been removed for safety reasons and new
playground equipment has been ordered. New surfacing will be required around the playground, as
sand is no longer considered ADA compliant. The Parks Department is planning to utilize ADA
compliant and certified wood chips. Repairs to the pier at Veterans have been completed.
The Whistle Stop Park skate park is almost finished but will require a change order to correct an
issue. Other wish list items, including concession stands and dugouts for the baseball fields, will also
require change orders to be approved by City Council. It is typical for change orders for a large
project to be around 12% over and this project is currently only at 1% over. March is still the
projected date for Whistle Stop Park to reopen.
Monthly reports from DOT grade us well for beautification on US1 and 442. Staff was recognized by
the Edgewater Rotary Club last week for their maintenance and beautification efforts. The
partnership with the YMCA is going well. City staff is assisting with floor maintenance and
completing monthly walk-throughs with Y.M.C.A. staff for upkeep.
6. NEW BUSINESS
a. Tiffany Yancey Reappointment
A motion to recommend to City Council that Tiffany Yancey be reappointed to the
Recreation & Cultural Services Board for a three year term ending 11/16/2021 was
made by Walt Zakaluzny, second by Glenn Powers. The MOTION was APPROVED
unanimously.

The Board discussed ideas for a program to provide memorial plaques, trees or benches and tabled
their discussion until the next meeting.
c. Founders Day Subcommittee Update
The focus of the last Founders Day Subcommittee meeting was getting volunteers involved with the
subcommittee, helping with activities and sharing their photos, written documents and historical
stories. As the Founders Day event nears, the subcommittee plans to have a booth at EdgeFest
events to gather additional stories. The subcommittee also has plans to catalog historical items on
hand at the museum. A draft proposal will be presented to staff in December and shared with the
Board at the next meeting, including an idea to partner with the Expo for this event. Sample logos
for Founders Day were viewed and discussed.

d. Christmas Parade
The parade is on December 8. Selecting a Grand Marshall and judging were discussed.
e. Light Up City Hall
The boat parade will line up at Menard May Park on 12/15. Due to the event being so late in the
month, Samantha Bergeron suggested calling the event something other than "Light Up City Hall".
This event will begin about 4:30 p.m. and end around 7:00 p.m. Kadie Mullins suggested calling it a
"Block Party" and the name Boat Parade Block Party was accepted by the group.
f. Holiday Light Decorating Contest
The Board discussed approaching local businesses to ask them to enter the contest Holiday Light
Decorating Contest this year. December 10th is the deadline for entries and voting is to be complete
by December 26th. Each board member will submit their votes to the Board Coordinator by
December 21, 2018.
g. Environmental Board / Subcommittee
The Economic Development Board has an subcommittee dedicated to Environmental concerns. They
have worked with trails development in the past and are about to begin work on new trails
designations.
7. OTHER BUSINESS
Glenn Powers shared that the Wreath's Across America ceremony is on December 15th this year.
The Board discussed ways to recognize Mike Visconti. Tiffany Yancey shared that she has taken a
temporary step back from her role with the Ambassadors program until the beginning of next year.
