1. CALL TO ORDER
Kadie Mullins, Chair of the Recreation and Cultural Services Board, called the meeting to order at
4:35 p.m.

A motion was made by Laura Konters, second by Glenn Powers, to approve Minutes from
the November 14, 2018 Recreation and Cultural Services Board Meeting. The MOTION
was APPROVED unanimously.

a.AR-2019-4136 Kadie Mullins Resignation
Kadie Mullins - Resignation LetterAttachments:
Kadie Mullins offered her resignation from the Board, effective at the end of the meeting. She
expressed her enjoyment in serving the board for the past 5 years. The Board expressed their
appreciation for Mrs. Mullins efforts. She will be missed.
b.AR-2019-4140 Board Chair Selection
The Board agreed to table the Chair selection until the next meeting.

The Board reviewed applications.
A motion was made by Walt Zakaluzny, second by Laura Konters to recommend Bruce
Meyers to City Council for appointment to the Recreation and Cultural Services Board to
replace Kadie Mullins. The MOTION was APPROVED unanimously.
6. OTHER BUSINESS
a.AR-2019-4135 Spring Beautification Award

William Kelbaugh - 526 Live Oak Street #10
Attachments:
The Board reviewed residential Spring Beautification Award applications. No business applications
were submitted. A motion was made by Walt Zakaluzny, second by Laura Konters, to select William
Kelbaugh's home at 526 Live Oak Street #10 for the residential Spring award. The MOTION was
APPROVED unanimously.
Mr. Powers recommended we nominate Chick-Fil-a for a Beautification award in the Business
category for the Fall award.
7. REPORTS
a. Director's Report
Samantha Bergeron, Director of Parks & Recreation and Economic Development Coordinator,
reported that Whistle Stop Park is open. Around 1,500 people came to the Grand Opening
Celebration on May 4, 2019 and the park has being well used every day since. The Parks &
Recreation Department received approval from City Council to hire additional people to staff the
park from 7:00 a.m. until 10:00 p.m. daily. Kinks and bugs are still being worked out. Security
cameras will be in place and operational soon. The Parks Department is working closely with the
Police Department and plan to have tag readers installed at Whistle Stop Park. Walt Zakaluzny
shared that the Environmental Services Department has gotten a grant for a flashing crosswalk for
Whistle Stop Park.
Ms. Bergeron reported that she is working to have a bid package, for the work to be completed at
Kennedy Park, out this Summer.

b. Subcommittee Reports
Ms. Mullins shared that subcommittees have not met and mentioned she would still like to
participate on the Founders Day Subcommittee. Ms. Bergeron shared some Founders Day ideas and
told the Board that we have requested the Christmas Parade theme for 2021, normally set by New
Smyrna, be something historical to coincide with our Founders Day event.
The Fourth of July Celebration will be held in Menard-May Park and Kennedy Park with vendors
and music and fireworks on July 4, 2019.
